1.中化建国际招标有限责任公司（以下简称：招标代理机构）受中海石油炼化有限责任公司（以下简称：招标人或采购人）委托，就中海石油炼化有限责任公司惠州炼化二期项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Oil & Petrochemicals Co., Ltd.(hereinafter referred to as “Tenderee” or “the Purchaser”), intends to purchase the Commodities and the relevant services required under the project of CNOOC Oil & Petrochemicals Co.,Ltd Huizhou Refining & Petrochemicals Project Phase II with this Invitation for Bids (hereinafter referred to as “IFB”) by International Competitive Bidding. The Bidders are kindly requested to provide the following Commodities and services with sealed bids.

2.投标人资质业绩要求

1）投标人应是投标货物的制造厂商（包括制造厂商所在集团公司内负责销售的公司）。如果投标人是制造厂商所在集团公司内负责销售的公司，应提供声明，说明投标人与制造厂商隶属同一集团,负责投标货物的销售工作。

The bidder shall be the manufacturer of bidding goods (including the sales company, which belong to the manufacturer’s group company). If the bidder is the sales company in the manufacturer’s group company, the bidder shall make a statement to specify that the sales company and the manufacturer belong to the same group, the sales company is responsible for sales of the manufacturer.

2)投标人应具有在2014年12月31日前签署的，满足以下要求的业绩：

至少有2个应用于中国境内煤化工项目气化装置的销售合同，每个合同有不少于2台“阀门口径≧DN200、介质为氧气、阀体材质为INCONEL600或625、压力等级≧900LB”的锻造旋启式止回阀业绩。

投标人须按规定格式提交业绩表，并提交符合要求的合同复印件(含技术协议及阀门数据表)等清晰证明满足招标文件规定的业绩要求。投标人提交的销售合同及支持文件至少须包含项目名称、阀门使用位置、签约日期、压力等级、阀门口径、阀体材质、阀门类型（锻造旋启式止回阀)、介质、数量。若投标人所提供的资料中不能清晰体现上述内容，应进一步提供其它支持材料（如图纸、用户证明、公开发行的信息、投标人声明等）予以证明。若未提供相关合同复印件，或提供的上述合同及支持材料无法验证项目名称、阀门使用地点、签约日期、压力等级、阀门口径、阀体材质、阀门类型（锻造旋启式止回阀）、介质、数量，均视为为无效业绩。

The bidder shall provide the performance that meet the following requirements, with the contract signing date before Dec 31st,2014:

at least 2 sets of forging swing check valves supplied in 2 sales contracts respectively, that applied in Chinese domestic gasification plants of coal chemical projects, with the nominal diameter no less than DN200 , the media is oxygen , the material of valve body is Inconel 600 or 625,and the pressure grade no less than 900lb.

The bidder shall provide the qualifiedperformance referencein accordance with the format attached, and provide its corresponding copies ofsales contract(including technical appendix and technical data sheet),which shall clearly certify the performance meet the above requirements. The copy pages provided shall include at least the following contents:name of project,installation position of valves,signing date of contract, pressure grade, nominal diameter, material, valve type(forging swing check valve), processing media, and quantity.If the copies of contract provided cannot reflect the above requirements,the bidder shall provide additional copies of supporting document (such as drawing, certificate of end-user or published information, bidder’s statementetc. ) to certify the performance reference meet the bidding requirements. Without the relevant pages of contract (including technical appendix), or the relevant pages of contract and other supporting documents cannot certifyname of project,installation position of valves,signing date of contract, pressure grade, nominal diameter, material, valve type(forging swing check valve),processing media, and quantity,the performance shall be deemed as invalid.

3.有兴趣的合格投标人可通过以下方式获取招标文件：2016年5月3日至2016年5月10日止（北京时间），在中国海洋石油总公司网站（https://buy.cnooc.com.cn）购买招标文件（电子版）。招标文件每套售价为2000元人民币或350美元，售后不退。

The interested and qualified Bidders may obtain the bidding document by following method: through CNOOC’s website (https://buy.cnooc.com.cn) starting from May 3, 2016 to May 10, 2016(Beijing time) upon non-refundable payment of RMB 2000.00 or USD 350.00 for each copy (electronic edition),

投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户（开户名称：中化建国际招标有限责任公司，开户银行：交通银行北京分行和平里支行，人民币账号：****************09667，美元账号：****************07037）。在线支付成功后，系统将向投标人在购买招标文件登记表中填写的电子邮箱发送通知邮件，投标人可通过邮件中的链接自行下载招标文件。

The bidder shall fill in the Bidding Document Purchase Registration Form on line and the payment shall be wired to the designated account (Name of Account: CNCCC International Tendering Co., Ltd.; Name of Bank: Hepingli Sub-branch under Communication Bank of Beijing Branch; RMB A/C No.: ****************09667; USD A/C No.: ****************07037). After successful remittance, the system will send the download link to the registered e-mail address in Bidding Document Purchase Registration Form. Bidder may download the Bidding Document by this link.

4.投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2016年5月24日9:30（北京时间）前递交至北京市东城区东直门外小街6号海油大厦会议室。在此时间后收到的投标文件恕不接受。

The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to the meeting room of CNOOC Building, No.6, Dongzhimenwai Street, Dongcheng District, Beijing at or before 9:30 am (Beijing Time) on May 24, 2016.Any bid beyond the required time and date shall be subject for rejection.

5.开标时间：2016年5月24日9:30（北京时间）。
