1. 中国海洋石油总公司采办部采购/招标中心和中化建国际招标有限责任公司（以下简称“招标机构”）受中海油山东化学工程有限责任公司（以下简称“招标人”或“采购人”）委托，就福建LNG站线项目秀屿接收站5#、6#储罐工程所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：Procurement & Tendering Center of CHINA NATIONAL OFFSHORE OIL CORP & CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Shandong Chemical Engineering Co., Ltd. (hereinafter referred to as “Tenderee” or “the Purchaser”), intends to purchase the Goods and the relevant services required under the project of FUJIAN LNG TERMINAL AND TRUNKLINE PROJECT, XIUYU LNG TERMINAL 5#6# LNG STORAGE TANKS PROJECT with this Invitation for Bids (hereinafter referred to as “IFB”) by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

2. 对投标人的资质/业绩要求：

Requirement for Bidder’s qualification and reference:

1、 制造商需提供中国境内/境外LNG储罐项目业绩表，要求投标的不锈钢、铝、碳钢焊接材料制造商近10年内为中国境内/境外至少2座160000m3及以上LNG全容储罐供应过上述招标范围表格中所列焊材，其正常运行记录应在两年以上，并提供最终用户证明文件。业绩证明文件包括但不限于采购合同复印件、最终用户证明文件等，原件备查且需招标人认可。

2、 投标人所报的焊材的原产地应与所提供业绩中的焊材原产地一致，且所投焊材应在其原产地进行生产和检验。

3、 投标人必须在投标文件中提供投标人所供产品的制造商名称（全称）、地址及生产能力，招标人有权进行考察，核实所提供材料的真实性。

1. The welding material vendor shall provide the domestic/offshore LNG Storage Tank project performance. The vendor should have at least 2 160000m3 LNG Storage Tank project performance that have been put into operation in the past 10 years. Besides the vendor shall provide the supporting document to prove the tank run well which use the vendor’ welding material.

2. The original country of the bid valves shall be the same with that given under the above required sales performance. And the bid valves shall be finally assembled and tested in the said original country.

3. The Bidder shall be the manufacturer of the bid goods, or the entity under the same group with the manufacturer that is responsible for the sales.

3.有兴趣的合格投标人可通过以下方式获取招标文件：2016年5月20日开始至2016年5月30日止(北京时间)，在中国海洋石油总公司门户网站（http://www.cnooc.com.cn/col/col871/index.html）购买招标文件（电子版）。招标文件每套售价为2000元人民币或350美元，售后不退。

The interested and qualified Bidders may obtain the bidding document by following method: through CNOOC’s website (http://www.cnooc.com.cn/col/col871/index.html) starting from May 20,2016to May 30, 2016 (Beijing time) upon non-refundable payment of RMB 2000.00 or USD 350.00 for each copy (electronic edition),

投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户（开户名称：中化建国际招标有限责任公司，开户银行：交通银行北京分行和平里支行，人民币账号：****************09667，美元账号：****************07037）。在线支付成功后，系统将向投标人在购买招标文件登记表中填写的电子邮箱发送通知邮件，投标人可通过邮件中的链接自行下载招标文件。

The bidder shall fill in the Bidding Document Purchase Registration Form on line and the payment shall be wired to the designated account (Name of Account: CNCCC International Tendering Co., Ltd.; Name of Bank: Hepingli Sub-branch under Communication Bank of Beijing Branch; RMB A/C No.: ****************09667; USD A/C No.: ****************07037). After successful remittance, the system will send the download link to the registered e-mail address in Bidding Document Purchase Registration Form. Bidder may download the Bidding Document by this link.

4.投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2016年6月13日上午10：00（北京时间）前递交至北京市东城区东直门外小街6号海油大厦304会议室。在此时间后收到的投标文件恕不接受。

The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to room 304, CNOOC Building, 6# xiaojie, Dongzhimenwai, Dongcheng District, Beijing City at or before 10:00 am (Beijing Time) on June 13, 2016. Any bid beyond the required time and date shall be subject for rejection.

5.开标时间:2016年6月13日上午10：00（北京时间）。

7.参与本项目的投标人应在中海油采办业务系统（https://buy.cnooc.com.cn）进行注册、在线投标等程序，否则其投标可能被拒绝。

Bidder shall register and submit the bids through “CNOOC Procurement Operation System” (https://buy.cnooc.com.cn). Failure to complete on-line submission of bids may be resulted in rejection of the bid.
