一、招标条件
本上海市科技艺术教育中心上海市青少年科创体验中心实验室及展陈概念方案征集已
由项目审批/核准/备案机关批准，项目资金来源为其他资金 0，招标人为上海市科技艺术教
育中心。本项目已具备招标条件，现招标方式为其它方式。
二、项目概况和招标范围
规模：无
范围：本招标项目划分为 1 个标段，本次招标为其中的：

三、投标人资格要求
(001 上海市青少年科创体验中心实验室及展陈概念方案征集)的投标人资格能力要求：
合格的应征人必须具备以下条件：
Requirements of Eligible Applicants:
1、本项目允许注册在境外、港、澳、台地区的机构参加应征；
An institution registered overseas, Hong Kong, Macao or Taiwan is allowed to
participate in the call.
2、应征人应具有独立承担民事责任的能力（须提供所在地合法注册登记的证明材料）；
The applicant must have the ability to bear civil liability independently. ( Proof
of legal registration of the location must be provided )
3、应征人具有承担本次竞赛设计内容相应的资格及能力；
An Applicant must have the corresponding qualifications and abilities to undertake
the content of this Project.
3.1 应征人为境内机构的，须具备有效的中华人民共和国住房和城乡建设部核准的建筑行业
建筑工程专业设计甲级（或以上）资质证书或中国博物馆协会颁发的博物馆陈列展览设计单
位甲级资质；
If the Applicant is a domestic institution, it must have the qualification
certificate of Class A in Architectural Industry (Architectural Engineering) Design
(or above) issued by Ministry of Housing and Urban-Rural Development, People’s
Republic of China or the qualification certificate of Class A in the Museum Display
and Exhibition Design Unit issued by China Museum Association.
3.2 应征人非境内机构的，须在其所在国家或地区合法注册，具有相应设计许可；
If the Applicant is an overseas institution, it must be legally registered in the
country or region where it is located and be equipped with corresponding design
license.
3.3 应征人具有履行合同所必需的专业技术能力，所配备的项目负责人/主设计师应具备类
似本项目的方案设计经验；
Applicants must have necessary professional skills and abilities to perform the
contract, and the Project Leader/Principal Designer assigned must have programme
design experience similar to this Project.
4、应征人在近三年内的经营活动中无不良记录；
Applicants have no adverse records in business activities in the past three years.
5、本项目不接受应征人以自然人的形式参加；
The participation of natural person is not accepted in this Project.
6、本项目接受应征人以联合体的形式参加，联合体成员不得超过 3 家，联合体各方不得再
以自己名义单独或加入其他联合体参加本项目。
The participation of Consortium is accepted in this Project. More than three
members of the Consortium is not allowed, and each party of the Consortium shall
not participate in the project individually or join other Consortium in its own
name.;
本项目允许联合体投标。

议书(Essential Material: Business Licence, Letter of authorization of the legal
representative , Identity card of authorized representative. In case of a
consortium, the lead person will handle the registration procedure and must provide
a consortium agreement.)

项目主要内容、数量及要求：
Main contents, quantity and requirements of the project:
上海市青少年科创体验中心（以下简称科创体验中心）坐落于上海徐汇滨江西岸，实际用地
面积约为 7130 平方米，建筑面积约 23117 平方米（其中，地上 14376 平方米，地下 8741 平
方米），地上 5 层，地下 2 层，已于 2023 年 5 月 19 日开工，预计 2024 年底结构封顶，2025
年建成启用。
Shanghai Educational Center of Science and Art (“SECSA”) is located in Xuhui
Riverside West, Shanghai, actual site area is about 7130㎡, the floor area is 23117㎡
( the above-ground floor area is 14,376 ㎡ and the underground floor area is 8741
㎡ ) , 5 floors above the ground and 2 floors underground, construction has commenced
on 19 May 2023 and the structure is expected to be topped out by the end of 2024
and open in 2025.
本项目设计范围为科创体验中心地下一层至地上五层（含“虫洞”楼梯间 B1-F5），其中一
至五层为主题层，每一层均由交叉学科联合实验室、创智空间、智慧学习空间及开放式展示
体验空间等组成，服务于青少年创新实践和科创后备人才培养；地下一层主要包括临时布展
区及其前厅等。方案应基于体验中心复合功能的性质，注重功能空间的复合性，展示空间既
可以作为展示，也可以是开展讨论交流的非正式学习空间；基于科学技术的快速发展，迭代
速度越来越快，实验室和创智体验空间为中性化的空间，适合每 2-3 年更新前沿技术，使上
海青少年科创体验中心能始终展现世界先进水平，成为全上海乃至全球青少年的科创体验实
践平台。
The design scope of this project is the Lower Ground Floor 1 to five floors (Including
the “Wormhole” stairs B1-F5). The first to fifth floors are thematic floors, each
of which consists of cross-disciplinary joint laboratories, creative spaces,
intelligent learning spaces and open display and experience spaces, serving the
youth innovation practice and the cultivation of reserve talents in science and
innovation. the Lower Ground Floor 1 mainly include temporary exhibition area and
vestibule. The program should be based on the nature of the composite function of
the experience centre, focusing on the composition of the functional space, the
display space can be used to demonstrate, but also to carry out discussions and
exchanges of informal learning space. Based on the rapid development of science and
technology, iteration speed is getting faster, the labs and the creative space ----as
the neutralization of the space, suitable for updating the cutting-edge technology
every 2-3 years, so that the the Laboratory of Shanghai Youth Science and Innovation
Experience Centre can always show the world's advanced level, and become a practical
platform of science and innovation experience for all the youth in Shanghai and even
