1. 中华人民共和国政府已收到世界银行的贷款，用于支付新建张家口至呼和浩特铁路项目的费用，并计划将一部分贷款用于采购自耦变压器、27.5kV自用变压器（包号: TRE02）合同项下的合格支付。

2.中国机电工程招标有限公司受中国铁路总公司委托，邀请合格的投标人就下列货物和有关服务提交密封的投标：

3.资格要求包括：招标文件规定的供货经验、技术、财务、法律和其他方面的要求，主要的资格要求为：所投产品应具有在截标日期前5年内为设计时速250公里/小时或以上速度铁路正线累计供货至少22台27.5kV自耦变压器、11台27.5kV自用变压器并且满意运行至少一年的供货业绩（不超过3个合同）。须提供销售合同和中国铁路总公司所属铁路局的相关部门出具的最终用户证明作为证明材料。

4.本次招标采用世界银行的《世界银行借款人国际复兴开放银行贷款和国际开发协会信贷及拨款的货物采购、工程及非咨询服务指南》[2011年1月版]（“采购指南”）规定的国际竞争性招标程序，并向采购指南规定的所有合格投标人开放。此外，请参见第1.6条和1.7条，这两条阐明了世界银行关于利益冲突的政策。

5.有兴趣的合格投标人可在中国机电工程招标有限公司办公室进一步了解有关信息和查阅招标文件，上午9：00－11：30，下午13：30－16：30 (周六日节假日除外)。

6.招标文件将从2016年6月28日起每天（星期六、星期日、节假日除外）上午9：00－11：30，下午1：30－4：30（北京时间）在下述地址发售，有兴趣的合格投标人可递交书面申请书，于上述时间购买招标文件。中文或英文招标文件每套售价1000元人民币或160美元，售后不退。支付方式为现金或电汇。若需邮递招标文件,需另付200元人民币（中国大陆）或50美元（中国大陆之外），招标文件将采用特快专递方式发送，采购代理不对寄送文件的延迟和丢失负责。

7.所有投标书应于2016年8月9日北京时间上午10:00时之前递交到以下投标书递交和开标地址。不允许采用电子方式投标。迟到的投标书将被拒绝。2016年8月9日北京时间上午10:00时，在以下投标书递交和开标地址公开开标。届时请参加投标的投标人指定代表出席开标仪式。

1.The government of P. R. China has received financing fromthe World Bank toward the cost of Zhangjiakou -Hohhot Railway Project, andintends to apply part of the proceeds toward payments under the Contracts for Procurement(ICB) of Auto Transformer and 27.5 kV transformer for self-use (Lot No.:TRE02).

2.China Mechanical & Electronic EngineeringTendering Co., Ltd.,entrusted by, China Railway Corporation, nowinvites sealed bids from eligible bidders for:

Qualification requirements include: Supplyexperience, technical, financial, legal and other requirements stipulated inthe bidding document; main qualification requirements are: For Lot TRE02, inthe past five years, the products to be supplied shall have thefollowing experience: atleast twenty-two sets of 27.5kV auto transformers and eleven sets of 27.5kVtransformer for self-use shall have been applied on a main railwayline with the minimum design speed of 250 km/h which shall have been insatisfactory operation for at least one year. This requirement can be met by upto three contracts. The Bidders shall furnish copies of the sales contracts andend-user certificate issued by the department of the relevant Railway Bureau of CRC.

Bidding will be conductedthrough the International Competitive Bidding procedures as specified in theWorld Bank’s Guidelines: Procurement of Goods, Works and Non-ConsultingServices under IBRD Loans and IDA Credits & Grants by World BankBorrowers[the edition of Jan.,2011](“Procurement Guidelines”), and is open toall eligible bidders as defined in Procurement Guidelines. In addition, pleaserefer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy onconflict of interest.

Interestedeligible bidders may obtain further information from China Mechanical &Electronic Engineering Tendering Co., Ltd. and inspect the Bidding Documents atthe address given below every day (except for Saturdays, Sundays and publicholidays) between 9:00am-11:30 am and 13:30 pm-16:30pm (Beijing Time).

A complete set ofthe Bidding Documents in English or Chinese may be purchased 9:00－11:30 am and 1:30－4:30 pm from Jun 28th, 2016 (Weekends and Holidays Excluded) byinterested bidders on the submission of a written Application to the addressbelow and upon payment of a non-refundable fee RMB1000 or in USD160. The methodof payment will be in cash or T/T. RMB200 (mainland China) or USD50 (Outside Mainland China) shall be addedfor the postage for express mail for purchasing by mail. No liability will beaccepted for loss or late delivery.
