投标人应具备的资格或业绩：1)投标人具有有效的营业执照（境内投标人）/企业经营许可证明文件（境外投标人），需提供相应证明复印件； 2)投标人必须是制造商或代理商投标；若为代理商，需提供制造商出具的针对本项目的唯一授权函； 3)自2018年1月1日至2022年1月1日（以合同签订日期为准），投标人所提供的投标产品在中华人民共和国境内石油化工装置同类工况中应同时满足以下两项要求：①至少具有2项包含气体超声波流量计的供货业绩。②至少具有2项包含液体超声波流量计的供货业绩。（若一个合同同时包含气体超声波流量计和液体超声波流量计的，可各计算为1项） 须提供业绩表、合同复印件作为业绩证明材料。内容至少包括合同签订时间、装置名称、产品型号及数量、签章页。投标人提供的气体超声波流量计和液体超声波流量计的合同数量每类不得超过三个。投标人投标产品的型号必须与上述提供的成功应用业绩中的产品一致或等同。若投标文件提供的业绩证明材料不满足上述要求，则视为无效业绩。 4)投标人及制造商未处于被中国石化给予风险停用、违约停用处理期内，以开标当日招标人现场查询为准。 5)投标人应当提供投标人开户银行在开标日前三个月内开具的资信证明原件或复印件； 6)投标人在投标前应在必联网（https://www.ebnew.com）或机电产品招标投标电子交易平台（https://www.chinabidding.com）完成注册及信息核验。 7)本项目不接受联合体投标。

3.Qualification Requirements For Bidder

Qualifications or Performance：1)The bidder has a valid business license (bidder from within the territory of P.R.C.)/operation license (bidder from outside the territory of P.R.C.), and a copy of the corresponding certificate is required; 2)The bidder must be a manufacturer or an equipment agent; if the bidder is an equipment agent, sole authorization letter for the bid from the manufacturer is required; 3)From January 1, 2018 to January 1, 2022 (based on the contract signing date), the product provided by the bidder shall meet the following two requirements: (1) at least two contracts include the gas ultrasonic flowmeter; (2) at least two contracts include the liquid ultrasonic flowmeter; (If a contrat includes both gas ultrasonic flowmeter and liquid ultrasonic flowmeter, they can be counted as 1 item for each.) It is necessary to provide a performance table and a copy of the contract as the performance supporting materials. All the materials should at least include the signing time of the contract, unit name, product model and quantity, and signed pages. The number of contracts for the gas ultrasonic flowmeter and the liquid ultrasonic flowmeter provided by the bidder shall be no more than three for each. The model of the bidder"s products must be consistent or equivalent with the products in the successfully applied performances provided above.
