一、招标条件
木都江w青域合作片区城市设计方案国际征集(Dujiangyan Qingcheng cooperation
area urban design scheme international solicit)已由项目审批/棱准/备案机关批准，项
目资金来源为其色资金己落实，招标人为成都高都建设开发有限责任公司。本项目已具备招
标条件，现招标方式为其它方式，特邀请有兴趣的潜在投标人提出资格预审申请。
二、项目概况和招标范围
规木次国际询活动拟向国内外征集最具创意的城市设计厘念和方案，坚持“世界
眼光、国际标准、中国特色、高点定位”的理念，将青城合作片区打造成为掩映于山水之中
的生态之城.建设新质生产力策源地、文化传承创新地、顶尖人才聚集地。s

范围：本招标项日划分为1个标段。本次招标为其中的：
(OO1)都江展青城合作片区城市设计方案国际征集(Dujiangyan Qing(heng
cooperation area urban design scheme international solicitation.
三、投标人资格要求
(OO1都江据青城合作片区城市设计方案国际征集(Dujiangyan Qingcheng
cooperat ion area urban design scheme international solicitation.)的投标人资格能力
要求：1，申请人须具有独立承担民事责任的能力，不接受自然人参与应征。
An Applicant must have the ability to bear civil liability independently and the
participation of natural person is not accepted
2申请人须具有城乡规划或建筑设计甲级资质，中请人须具有城市规划，城市设计类项目的
经验和能力
The applicant shall have Grade A qualification in urban and rural planning or
architectural design,and the applicant shall have experience and ability in urban
planning and urban design projects.
3.本项日接受联合体。
The Consortium is accepted in this Project.
3.1,本次征集以城市设计为主。申请人可以选择单独或以联合休的形式参加资格预审。如以
联合体形式参加，联合体的牵头人承担主要设计工作，牵头人须具有城乡规划或建筑设计甲
级资质
This solicitation focuses on urban design.Applicants may choose to prequalify
individually or ina consortium.If participating in the for ofa consortium the
lead person of the consortium shall undertake the main design work.and the lead
person shall have the Grade A qualification of urban and rural planning or
architectural design.
3.2,如果以联合体形式参加资格预审，联合体的成员数量不得超过两(2)家，其中牵头人
必须满足上述第2条的资格要求。
In case of participating in the prequalification in the form of consortium.the
number of members of the consortiun shall not exceed three (3).and the leader of

3.3.联合体的组成以提交的资格预审《中请文件》为准。联合体各力不得再以自己名义单
独参与本次征集活动，也不得同时加入参与本次征集活动的其他联合体，否则，相关《中
请文件》均被否决
Each meaber constituting the Consortium must no longer apply for prequalification
separately in its oun name again,nor join other consortiuns at the sametime.

3.4联合体的各成员应共同签岩一份联合体协议，协议需明确各成员单位分工
A consortium agreement shall be signed by all partners of the Consortium.the
division of labor of each meabershall be clarified in the agreement.:

评审办法：资格评审采取记名投票的方式。得票最高的三(3)位申请人为正式的入围
应征人。当因得票数并列面影响入围应征人的数量时，则由评审委员会对相关申请人再次
进行投票。直至决出符合数量要求的入围应征人，除三(3)位正式入用的应征人外，评审
委员会还将通过投票的方式从剩余的申请人中选取两(2)位申请人，作为备选应征人。当
正式入围的应征人无法参加征集时，征集单位可根据备选应征人的排名，依次选择备选应征

人增补。征集单位保留不增补的权利。如提交有效《中请文件》的申请人不足三(3)名或
评审委员会判定符合要求的申请人不足三(3)名，征集单位保留诚少入应征人数量或重
新组织资格预审的权利。
The qualification evaluat ion shall be conducted by open ballot.Three (3)Applicants
with the highest number of votes are the formal Participants.When the number of

formal Participants is affected due to the juxtaposition of votes,the evaluation
committeewill vote on the relevant Applicants agnin until three (3)Participants
with highest votes are determined.In addition,the evaluation committee will vote
two (2)back-up participants from the remaining Applicants.Then the formal
Participants are unable to participate in the solicitation,the Host and Organizer
can seleet the back-up participant in turn according to the ranking of the
participants.The Host and Organizer reserve the right not to make up the gap.If
less than three (3)applicants submit valid application documentsor the evaluation
committee determines that less than three (3)applicants meet the requirements.

Participants or reorganize the prequalification process.

The Consortium's Application Documentshall be accepted when any member of the
Consortium has registered and has the domnload record of the Prequalification
Document.There is no need toclarify the composition of the Consortiu at the
stage of Prequalirication Document Acquisition.The composition of the
Consortium shall be specified in its subaitted Application Document.
4。申请人成功领取《资格预审文件)并不意味着其资格条件符合要求。中请人是否符合本
公告第六条“中请人的资格要求”由资格预审评审委员会判定
An Applicant's successful acquisition of the Prequalification Document does
not mean that it is eligible for this Project.Thether an Applicant
meets the requirements of Article 6 in this Announcement is
