1、招标内容

本次采购招标范围为防城港项目3-4号机组所需的6套TEP蒸汽压缩机，以及相关配套设备、专用工具、备品备件、消耗品和文件等。TEP蒸汽压缩机主要技术要求如下：1）压缩机的结构应为卧式、罗茨式蒸汽压缩机，由感应电动机驱动。工作介质为不凝气体/水蒸汽。2）屏障物项分级B-SC3，功能物项分级F-SC3，机械设备规范要求M2，RCC-M规范等级RCC-M2，抗震分类SSE1，抗震要求I，质保分级Q2，民用核安全等级安全3级（SC-3）；3）压缩机吸气压力范围（-0.01~0.01Mpa(g)）, 压缩机吸气温度范围95~105℃，额定流量8316m3/h，排气压力（0.08Mpa(g)），排气温度117℃。本项目采用二阶段招标，第一阶段为技术方案探询，第二阶段为公开招标。2、投标人资格条件1) 投标人应是财务上独立的实体；2) 投标人需通过ISO9001系列质量体系认证，处于有效期内。3) 近5年内（自递交投标文件截止日起倒算）无因违约、不恰当履行合同而导致的合同终止、仲裁和诉讼记录，无在招标投标活动中受到违规处罚的记录（以地级市及以上行政主管部门认定为准）。4) 本项目不接受代理投标。3．资格审查方式本项目采用资格后审方式。4．方案探寻文件的获取4.1投标人应在报名期内在中广核电子商务平台(https://ecp.cgnpc.com.cn)上先进行网上投标报名，报名时需填写被授权的投标联系人信息。4.2 投标人已注册为中广核电子商务平台会员的，可直接登录报名，否则需先注册为该平台会员后方可报名，注册会员的步骤请详见中广核电子商务平台。如果投标人报名时《营业执照》信息与会员注册时发生变化，请及时登录中广核电子商务平台更新会员注册信息。因投标人未能及时更新注册信息而影响投标人投标的，投标人应自行承担责任。4.3 投标人在投标报名审核通过后，招标人将通知投标人并线下免费发送方案探寻文件。若需要纸质版方案探寻文件，请投标人根据招标人的通知自行前往方案探寻文件领取地点领取。4.4 投标人需在报名期内完成投标报名工作，逾期系统将自动关闭。4.5 投标人因未按上述要求进行投标报名或提交的投标报名文件不符合要求而影响投标的，投标人应自行承担责任。5.方案建议文件的递交方案建议文件递交的截止时间、地点和递交方式详见方案探寻文件。6.招标文件的获取和投标文件的递交获取招标文件和递交投标文件的时间、地点和方式，招标人将在方案探寻完成后另行通知。7.2 若有疑问，请与招标代理机构的项目负责人联系。 Tender NoticeBid No.: CGN-********0031-N1Project Name: Fangchenggang nuclear power plant Unit 3&4 LOT134Ic TEP Vapor CompressorChina Nuclear Power Engineering Company, Ltd. entrusted by the purchaser, invites eligible suppliers home and abroad for the supply of the following goods and/or service by way of International Competitive Bidding and traditional bidding. Tendering ScopeThe procurement scope is six sets of TEP Vapor Compressor for the Fangchenggang nuclear power plant Unit 3&4, including the Equipment design, procurement, fabrication, examination, test, packing and service.The main technical requirement for TEP Vapor Compressor as following:1）Compressor shall be designed as a horizontal, Roots compressor, driven by the AC induction motor. Qualified Bidder1） The bidder shall be financially independent entity.2） The bidder shall pass the attestation of ISO9001 Quality Management System and the certification shall be in the valid period.3） The bidder should not have record of contract termination, arbitration and lawsuit caused by broken contract or improperly contract implementation in recent 5 years.
