1 INTRODUCTION
This RFT document is issued to subcontract the Construction of Temporary Water Supply Pipeline for Storage Tank Settlement Test (WORK) for the Engineering, Procurement and Construction (EPC) for new Nassiriya Depot Project.
1.1 China Petroleum Pipeline Engineering Company Limited - Iraq Branch (“CPP”) has, issued this Request for Tender (“RFT”) to selected bidders (each a “Bidder”) in order to obtain bid submissions in relation to the project described in brief in paragraph 3 below and in more detail in the scope of work set out in Appendix 6 to this RFT (“Scope of Work”).

1.2 Following submission of the Bids, CPP may select one or more Bidder(s) to enter into a legal agreement with CPP in the form set out in Appendix 10 to this RFT (“Agreement”). The Agreement shall detail the Scope of Work, the terms and conditions and agreed fees pursuant to which CPP may engage the selected Bidder(s) to perform all or part of the Scope of Work.

2 DEFINITION

3 OVERVIEW OF THE WORK
3.1 CPP has been awarded by SCOP the EPC for new Nassiriya Depot Project. The Project is located at Nassiriya, Iraq. Project scope includes but not limited to:
? 7 X 66,000M3 Crude Oil Tank
? 2 X 23,000M3 Surge Relief Tank
? 2 X 10,000M3 Water Tank
? 20 KM pipelines of different sizes
? Other facilities for the tank depot

3.2 Selected Bidder will be engaged to carry out the Construction of Temporary Water Supply Pipeline for Storage Tank Settlement Test (WORK) for the Engineering, Procurement and Construction (EPC) for new Nassiriya Depot to enable the construction of above-mentioned work.

3.3 The Scope of Works are to be completed within time frame provided by CPP.

4 SCOPE OF WORK
4.1 Installation/dismantling of pipeline from the water intake point to the evaporation pond and the assorted jockey pump (length estimated as 3.5km). The main work includes but is not limited to: installation and dismantling of pipelines and accessory facilities with HDPE material, 10inch diameter and 10mm wall thickness, and ensuring that the water supply speed is not less than 400m3/h; providing labor, main materials, consumables and equipment and all other related work. The construction period shall be implemented according to the contractor"s construction plan
4.2 Installation/dismantling of pipeline from the evaporation pond to the T-wall of the reservoir area (length estimated as 2.0km). The main work includes but is not limited to: installation and dismantling of HDPE pipes with a diameter of 261mm and wall thickness of 11mm and accessory facilities; providing labor, consumables and equipment and all other related work(excluding pipes and pumps). The construction period shall be implemented according to the contractor"s construction plan.
4.3 Installation/dismantling of pipeline from the T-wall of the depot area to the storage tanks, (length estimated as 3.5km). The main work includes but is not limited to: installation and dismantling of HDPE pipes with a diameter of 273mm and wall thickness of 8mm and accessory facilities; providing labor, main materials, consumables and equipment and all other related work. The construction period shall be implemented according to the contractor"s construction plan.
4.4 Evaporation pond bottom (saline waste) clean. The area is 160m*110m. Cleaning requirements: remove all saline and alkaline substances at the bottom and rinse with clean water as necessary.
4.5 Security of pipelines. The time is tentatively set at 270 days from the date of pipeline construction to the completion of pipeline dismantling, subject to the actual completion time.
4.6 Purchase water for the tank area settlement test.
4.7 Apply for a water permit for the tank area settlement test，apply for temporary land access rights,coordination and communication with landowners during pipeline Installation and dismantling.

5 SUBMISSION OF BIDDING DOCUMENTS

5.1 Bidding documents shall be composed of TWO parts, Technical Proposal (Un-priced) and Commercial Proposal.

If the bidder has any objection to the technical, commercial requirements in the tender documents, the bidder is requested to clarify in writing to the Tenderee within 7 days of receipt of the bidding documents, and no clarification will be accepted after the deadline. If no clarification is provided to the Tenderee, it will be deemed that the bidder can meet all the technical and commercial requirements. The Tenderee has the right to reject the deviation items pointed by Bidder and regard the bidding documents as unqualified.

5.2 Acquisition of Tendering Documents
Time of receiving the tendering documents (Request for Tender): 9:00 AM on 24rd August 2024 to 5:00 PM on 29th August 2024 (Abu Dhabi time, the same below).

5.3 Submission of Bidding Documents
Bidding documents shall be composed of two components, a Technical Proposal (Un-priced) and a Commercial Proposal.
Main Receive Mode:
The Technical proposal shall be submitted to biddingtechnical02@enlinkenergy.com before 9:00 AM (Abu Dhabi Time), 4th September 2024.
The Commercial proposal shall be submitted to bidcommercial02@enlinkenergy.com before 9:00 AM (Abu Dhabi Time), 4th September 2024. The Commercial Proposal shall be encrypted. The encrypted password shall be sent to the email box separately: Pengyanxin@cppiraq.com. The overdue delivery of the bid documents will be rejected, and the delivery time shall be subject to the time of the tendering& trading platform or designated email ID.

5.4 Should the Bidder fail to submit before the aforesaid deadline, the Proposal Documents will be rejected. The time presented in the e-mail shall be considered as the submission time.
5.5 Before the deadline indicated above, the Bidder is entitled to request the Tenderee to check whether the proposals have been successfully delivered to the assigned email address by sending the email to the undersign.
5.6 Before 3 days ahead of the deadline indicated above, the Bidder is entitled to request the Tenderee to postpone the deadline for no more than 7 days in total in case of puzzles/difficulties happening to the bidder for preparing the bidding documents.

8 Special Instructions to Bidders
7.1 The Bidder shall submit all required bidding documents in both PDF and Editable version to convenient Tenderee evaluation work.
7.2 Enlink Energy FZE is registered in Dubai, CPP’s wholly owned subsidiary corporation, Tenderee may select Enlink Energy FZE as the Buyer of Purchase Contract of the bid on behalf of the Tenderee. Tenderee reserves the right of final interpretation for the tendering documents and confirmation of the Buyer.
