1 General
1.1 Project Overview
GSP7 Project plans to install a new 7th gas separation plant (GSP7) to replace the current production capacity of PTT"s gas separation plant no.1 (GSP1) which has been in operation for over 30 years and will stop operation after the completion of GSP7.Thus, the time for completion of the GSP7 is of the essence. GSP7 will receive natural gas from the existing gas separation plant then recover the ethane C2) and fractionate heavier hydrocarbon to be gas/liquid products (propane (C3, LPG and NGL (C5+. The output gas, liquefied products and sales gas (methane)from GSP7 will be transmitted back to the existing gas separation plant of PTT via the new inter connecting pipelines which will be installed simultaneously with the construction of GSP7 by a contractor separately procured by PTT. GSP7 is to be located in Map Ta Phut Industrial Estate, Rayong Province, Thailand on an approximately 180,000 square meters reclaimed land, which certain part of it remains a silt pond PTT has a long-term land use right over the Site from the Industrial Estate Authority of Thailand.

1.3 Bidding Cost
All the cost regarding the bidding activities of the bidders shall be undertaken by the bidders.
1.4 Confidentiality
The bidder shall keep confidential towards the relevant bidding and tendering activities. All the problems arisen from the confidentiality shall be solved by the disobeyer.
1.5 Language
The bid prepared by the Bidder, as well as all correspondence and documents relating to the bid exchanged by the Bidder and the Tenderee shall be written in English.
1.6 Applicable Law
The Tender document shall be interpreted in accordance with the Laws of Thailand.

? Section 3: Bid Formats
The Bidder is expected to examine all instructions, forms, terms and specifications etc., in the bidding documents and prepare bids pursuant to the requirement of the tender documents. Failure of doing so will be at the Bidder’s risk.
2.2 Clarification and Amendment of bidding Documents
A prospective bidder who requires any clarification of the bidding document (including any clarification of amendment of the tender document) should notify the Tenderee in writing prior to the time stipulated in the Bid Data Sheet. The Tenderee will respond in writing to any request for clarification received no later than the time stipulated in the Bid Data Sheet. Written copies of the response (without identifying the source of inquiry) will be sent to all prospective bidders who have received the tender documents.
Prior to the deadline for submission of bids, the Tenderee, for any reason, whether at its own initiative or in response to a clarification requested by a prospective bidder, may modify the bidding document by amendment.
The amendment is a part of the bidding documents. If content of clarification or amendment may affect preparation of the Bid, the Tenderee shall, at least five (5) days prior to the deadline for submission of bids, notify in writing to all prospective bidders who have collected the bidding documents. And such clarification or amendment will bind on bidders. Prospective bidders shall promptly acknowledge the receipt thereof in writing to the Tenderee.
In order to ensure prospective bidders reasonable time to take amendments into consideration, the Tenderee will extend the deadline for submission of bids in accordance with the relevant regulations.

3.2 The Compliance of Bidding Documents
The Bidding Documents shall materially respond to the scope of Work, technical Specifications, Q/HSE Requirements etc., specified in the bidding documents. During the Bid process, tenderee has the right to revise, modify and update the bid documents.
Unless otherwise specified in the Bid Data Sheet or Technical Specifications or bidding documents, the Bidder is only permitted to offer one proposal; otherwise its bid will be rejected. Provided that alternative bid is allowed or required in the bidding document, the bidder can only submit one alternative proposal and specify the main proposal. In such case, the price of the alternative bid or its evaluated bid price should not be higher than that of the main proposal. Only the main proposal will enter evaluation. If the bidder submits two and more alternative proposals or fails to specify the main proposal, its bid will be rejected.
4 Submission of Bids
4.1 In case of any issue needs to be clarified, please inform the Tenderee in a written form (the Clarification Template attached with the RFQ Files), and sent to the following email address:

If the bidder has any objection to the technical, commercial requirements in the tender documents, the bidder is requested to clarify in writing to the Tenderee within 7 days of receipt of the bidding documents, and no clarification will be accepted after the deadline. If no clarification is provided to the Tenderee, it will be deemed that the bidder can meet all the technical and commercial requirements. The Tenderee has the right to reject the deviation items pointed by Bidder and regard the bidding documents as unqualified.

4.2 Acquisition of Tendering Documents
The tendering documents acquisition time (Request for Tender): 12:00 AM on 13th September 2024 to 5:00 PM on 20th September 2024 (Abu Dhabi time, the same below).

4.3 Submission of Bidding Documents
Bidding documents shall be composed of three components, the qualification documents, the Technical Proposal (Un-priced) and the Commercial Proposal, detailed refer to 3.1 clause.
Main Receive Mode:
The Qualification Documents and Technical Proposal shall be submitted to biddingtechnical02@enlinkenergy.com before 9:00 AM (Abu Dhabi Time), 25th September 2024.
The Commercial proposal shall be submitted to bidcommercial02@enlinkenergy.com before 9:00 AM (Abu Dhabi Time), 25th September 2024. The Commercial Proposal shall be encrypted. The encrypted password shall be sent to the email box separately: password@enlinkenergy.com.. The overdue delivery of the bid documents will be rejected, and the delivery time shall be subject to the time of the tendering& trading platform or designated email ID.
4.4 Should the Bidder fail to submit before the aforesaid deadline, the Proposal Documents will be rejected. The time presented in the e-mail shall be considered as the submission time.
4.5 Before the deadline indicated above, the Bidder is entitled to request the Tenderee to check whether the proposals have been successfully delivered to the assigned email address by sending the email to the undersign.
