1.中国政府已从亚洲开发银行获得了一笔贷款，用于支付亚洲开发银行贷款甘肃省农业互联网服务体系建设项目的费用，并计划将其中的一部分贷款用于支付子项目6 张掖市甘州区3万头肉牛智慧生态牧场建设项目（二期）智慧牧场工程（HL-CW-01）合同项下的合格支出。

2.受业主张掖市甘州区现代农业开发投资有限责任公司的委托，中海建国际建设咨询集团有限责任公司现邀请合格的且有资格的投标人就下列工程递交密封的投标文件：

本工程位于甘肃省张掖市甘州区安阳乡安阳滩。本合同包内容包括：1）育肥牛栏；2）母牛栏；3）隔离牛栏；4）中转料仓；5）TMR饲料加工车间；6）精料中转库；7）干草棚；8）机械库；9）粪污车间；10）集污池；11）污水池；12）门卫地磅房；13）处置室与兽医室；14）处置区；15）生产区泵房；16）生产区生活水池1500m3；17）青贮平台；18）生活区泵房；19）消防水池；20）转牛通道栏杆；21）装卸牛台；22）粉碎间；23）混合间、投料棚、粗饲料仓、消毒池等。

上述工程详见施工图。

上述工程的施工期为18个月。

3.本次招标为国内公告公开招标，凡符合招标文件规定的合格成员国的投标人均可投标。

4.有兴趣的合格投标人可以从本投标邀请函列明的地址进一步了解有关信息，并在2024年9月15日至2024年10月13日上午9时至11时，下午15时至17时（节假日除外）到招标代理王鹏（电话：0931-*******-811，邮箱：*********@qq.com）处查阅招标文件。

5.潜在投标人应注意本招标文件投标人须知第4条关于合格性和利益冲突的规定。所有存在利益冲突的投标人均为不合格的投标人。

6.投标人的资格要求包括：

1）投标人须同时具备住建部门颁发的建筑工程施工总承包贰级及以上、钢结构工程专业承包贰级及以上资质；

2）根据过去3年里（2021年、2022年和2023年）在建工程或已完工程经核实的已收到的付款额计算的最低年均施工营业额为人民币*****万元；

3）投标人必须证明其最近的营运资金（流动资产-流动负债）加上任何信贷或者其它融资渠道，（不包括合同预付款），扣除其现有合同承诺的现金流必须能够满足人民币1140万元；

4）投标截止时间前，至少有5年及以上的作为承包商、联合体成员或分包商的经营的经验；

5）在过去5年里，作为承包商、联合体成员或分包商，至少参与了2个合同的实施，并且每个合同金额不少于人民币5400万元。这些合同应该已经成功完成，且与本合同的内容相似。相似包括工程规模、复杂程度、施工方法或技术以及第六章“业主要求”所要求的其它特征。

7.有兴趣的合格投标人可将购买招标文件的申请递交到本投标邀请函列明的地址，并支付人民币1000元的不可退还费用。付款方式为现金、银行本票或者电汇。招标文件采用特快专递的方式寄送的，投标人将额外支付人民币30元作为邮寄费。对寄送过程中招标文件的遗失或迟到概不负责。

2.Delegated by the EmployernamedZhangye City Ganzhou District Modern Agricultural Development Investment Co., Ltd,COC International construction consulting group Co,. Ltd now invites sealed bids from all eligible and qualified bidders for Smart Cattle Farm Project：This project is located in Anyang Beach, Anyang Township, Ganzhou District, Zhangye City, Gansu Province. This contract package includes: 1) fattening cattle pen; 2) cow pen; 3) isolation cattle pen; 4) transit silo; 5) TMR feed processing workshop; 6) concentrate transit warehouse; 7) hay shed; 8) machinery storage; 9) manure and sewage workshop; 10) catchment pond; 11) sewage pond; 12) janitorial weighbridge; 13) disposal room and veterinary room; 14) disposal area; 15) pump house in production area; 16) 1500m3 of living pool in the production area; 17) silage platform; 18) pump house in the living area; 19) fire-fighting pool; 20) cattle turnout access rail; 21) cattle loading and unloading platform; 22) crushing room; 23) mixing room, feeding shed, roughage barn, disinfectant pool, and so on.

The construction period is18months.

3.Bidding will be conducted through the OpenCompetitive Biddingprocedures, advertised nationally.The bidding is open to all bidders from Eligible Sources Countries as defined in the Bidding Documents.

5. The attention of prospective Bidders is drawn to the eligibility and conflict of interest provisions under ITB Clause 4 of the Bidding Documents. All Bidders found to have a conflict of interest shall be disqualified.

6.Qualifications requirements include: 1)Bidders must possess both Level 2 or above qualifications for general contracting of construction projects and Level 2 or above qualifications for specialized contracting of steel structure engineering issued by the housing and construction department;2)For the last THREE [3] years(2021, 2022and 2023), minimum average annual turnover of CNY 114,000,000.00; 3)The Bidder shall demonstrate that its most recent working capital (current assets – current liabilities), plus any valid lines of credit, and other additional financial means, other than any contractual advance payments, less its financial obligations for its current contract commitments, meet or exceed the total requirement for the subject contract of CNY11,400,000.00.4)Experience under contracts in the role of contractor or joint venture partner or subcontractor for at least the last FIVE [5] years prior to the applications submission deadline. 5)Participation as contractor, joint venture partner, or subcontractor, in at least TWO (2) contracts within the last FIVE (5) years, each with a value of at least CNY 54,000,000.00, that have been successfully completed and that are similar to the proposed Works. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section VI, Employer’s Requirements. 7.A complete set of Bidding Documents in Chinese may be purchased by interested bidders on the submission of a written application to the address (ii) below and upon payment of a nonrefundable fee of CNY 1000. The method of payment will be on cash, cashier check or direct deposit. For the Bidding Documents to be sent by courier the bidder needs to pay an additional postage fee of CNY 30. No liability will be accepted for loss or late delivery.
