(b)Qualification requirements to be met to implement government procurement policies:(1) Implement the quota reservation measures, increase the share of smes in government procurement, and support the policy of smes: This project is specifically for the procurement of smes, and no price discount will be implemented for the products of smes during the review. (c)本项目的特定资格要求：3、法人依法设立的分支机构以自己的名义参与磋商时，应提供依法登记的相关证明材料和由法人出具的授权其分支机构在其经营范围内参加政府采购活动并承担全部民事责任的书面授权。法人与其分支机构不得同时参与同一项目的采购活动。 4、单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动 5、具备有效期内的房地产估价机构备案证书（备案等级三级及以上，三级备案在暂定期内的除外）。

(c)Specific qualification requirements for this program:3. When a legally established branch of a legal person participates in the consultation in its own name, it shall provide the relevant certification materials registered in accordance with the law and the written authorization issued by the legal person authorizing its branch to participate in government procurement activities within its business scope and bear all civil liabilities.
