一、招标条件Tendering Conditions
东非原油外输管道EPC项目招标人为中石油管道局坦桑尼亚国家公司，项目资金来源已落实。本招标项目已按要求履行了相关报批及备案等手续，具备招标条件，现进行公开招标。
The project has implemented relevant procedures according to rules, regulations, and laws .as well as the capital has been confirmed. Now we hereby invite your esteemed company to participate in this bid. The tenderee is China Petroleum Pipeline Engineering Company Ltd.
二、项目概况与招标范围 Project Overview and Tendering Scope
2.1项目概况：东非原油外输管道EPC项目起点于乌干达Tilenga CPF（联络线起点），止于坦桑尼亚 Tanga港，总长1539km，其中：干线1443km，联络线96km。乌干达境内392km， 坦桑尼亚境内1147km；全线泵站6座，减压站2座，阀室82座，电伴热站20座（与阀室合建17座，单独建设3座）。该项目业主为道达尔勘探开发公司（上游，联络线部分）与道达尔东非中游公司。计划工期为27个月。
East African Crude Oil Pipeline EPC Project starts from Tilenga CPF, Uganda (starting point of contact line) and ends at Tanga Port, Tanzania, with a total length of 1,539km, including 1,443km trunk line and 96km connection line. 392km in Uganda and 1147km in Tanzania; There are 6 pump stations, 2 decompression stations, 82 valve rooms and 20 electric tracing stations (17 jointly built with valve rooms and 3 separately built). The project is owned by Total E&P (upstream, link line) and Total East Non-Midstream. The planned construction period is 27 months.
2.2 招标范围：本次招标采购物资详见下表 Scope of Supply:
For the materials to be procured by the present Tendering, please refer to the table below.
标包划分：此次招标分A包（坦桑尼亚）和B包（乌干达）。
A包（坦桑段）PS3、PS4、PS5、PS6、PRS1、PRS2共6个站的电缆桥架。
B包（乌干达段）PS1、PS2共2个站的电缆桥架。

2.3 交货地点 Delivery place：
中国投标人：A包及B包提供天津港/上海港人民币含税交货价。
国际投标人：A包，CIF Dares Salaam Port,Tanzania 美元价格；B包，CIF Mombasa Port, Kenya 美元价格。
乌干达属地投标人：A包，DDP坦桑尼亚指定地点交货价；B包：DDP乌干达指定地点交货价。
Chinese bidders(applicable to the bidder of origin in China):
Package A & B, the goods shall be delivered to Tianjin/Shanghai Port in China.
Product prices，13% VAT，completion data charges，packaging，insurance, test charges and everything before delivery to the buyer all costs.
International bidders:
Package A ：CIF Dares Salaam Port,Tanzania ;Package B ：CIF Mombasa Port, Kenya（Uganda）,both in USD price.
Local bidders：
DDP Price for delivery to designated place in Tanzania（Package A），DDP Price for delivery to designated place in Uganda（Package B）.
2.4 交货期 Delivery time：
按照项目进度分批交货，供货商提供最短交货期。 Deliver goods in batches according to the project schedule. The supplier shall provide the shortest delivery time . 三、投标人资格要求 Bidder qualification requirement
3.1 本次招标 不接受 联合体投标。
Bids from joint venture are not accepted.
3.2本项目的投标人须具有独立法人资格，为此项目的生产、制造、安装、调试的制造厂商，对其提供的货物和服务负全面责任。在法律和财务上独立，合法运作并独立于招标人（招标机构）。
The Tenderer shall be a manufacturer or Trader who specified by owner and who possesses independent legal personality, has independence in law and finance and operates legally and shall take full responsibility to the goods and service.The bidder shall have independence in law and finance and operates legally and independent of the tenderer (tendering agency).
请注意 Noted： 原产地中国以外的制造商接受代理商投标；中国制造商不接受代理商投标，只接受制造商投标。 Manufacturers of unexpected origin in China accept bids from agents; Chinese manufacturers do not accept bids from agents, only from manufacturers. 3.3 本次招标要求投标人须提供投标人或其代理的制造商的有效的ISO相关体系认证（ISO9001、ISO*****、ISO*****/OHSAS *****）及相关企业资质（包括但不限于营业执照或注册证书等）, 具有与本招标项目相应的供货能力。评委们需要在相关网站上查询其ISO证书真伪性，提供虚假证书的将被否决投标。
Qualification requirement: The bidding requires bidders and the manufacturers to have ISO9001 certification, enterprise qualification (including but not limited to business license or registration certificate, etc.), and have the supply ability corresponding to the bidding project. The judges need to check the authenticity of the ISO certificates on the relevant website, and who provide false certificates will be rejected.
投标人需在投标文件中如实写明中标后该批货物的生产地址，如生产、制造加工基地。当制造地址与投标人营业执照中的注册地址不同时，需提供生产、制造加工地的资质，并说明企业隶属关系。不接受生产分包。当投标人为代理商时，应提供制造商的授权证明。 The bidder shall, in your technical or commercial proposal, explicitly listed the Manufacturing site of the goods if you win the bid. When the manufacturing address is different from the registered address in the bidder"s business license, the qualifications of the production, manufacturing and processing place must be provided, and the enterprise affiliation must be explained. Production subcontracting is not accepted. When the bidder is an agent, the manufacturer"s authorization certificate should be provided.
3.4 财务要求：
国内投标人：提供 3 年度（2021-2023）财务报告，经会计师事务所或审计机构审计的财务会计报表（未完成2023年财务审计的可提供2020-2022年的财务审计报告），包括但不限于资产负债表、现金流量表、利润表的复印件。不存在进入清算程序、被宣告破产或其他丧失履约能力的情形；成立日期晚于要求年份的，从成立年起计算。
Chinese Suppliers: The bidder should provide financial reports for 3 years(2020-2022), including but not limited to balance sheets(If the financial audit for 2023 has not been completed, the financial audit report for 2020 to 2022 can be provided), cash flow statements, income statements and financial statements. The reports should be audited by accounting firms or institutions. The bidder should not be in the situation of bankrupt or unable to perform the contract; If the date of establishment is later than 2019, it shall be counted from the year of establishment.
中国境外投标人和属地投标人：投标阶段，需提供承诺函。
承诺函内容为：技术商务评审合格后，提供近三年经审计的财务报表。
International Suppliers and Local Suppliers: The Tenderer shall undertake in the bid, once Passed Commercial and Technical evaluation, to provided audited financial statements for the past three years.
3.5 信誉要求（适用于中国厂家）：Credit requirements:
在国家企业信用信息公示系统（http://www.gsxt.gov.cn)、信用中国网站（www.creditchina.gov.cn）未被列入严重违法失信企业名单或失信被执行人名单。
The bidder has not been listed in the serious illegal and trust-breaking enterprises or trust-breaking enforcement list In the National Enterprise Credit Information Publicity system (http://www.gsxt.gov.cn)and credit China website (www.creditchina.gov.cn)
3.6 其它要求：
本次招标要求投标人须具有独立法人资格，近3年内未被管道及所属单位列入黑名单，并且近3年内未与管道及所属单位有重大合同纠纷或者商业纠纷；能源一号网入网状态应为：“正常” （针对入网企业）。
This bidding requires bidders to have independent legal personality, have not been blacklisted by the Pipeline Bureau and its affiliated units in the past 3 years, and have not had major contract disputes or commercial disputes with the Pipeline Bureau and its affiliated units in the past 3 years; The status Of Energy NO. 1 network connection should be "normal" (for connected enterprises).

五、投标文件的递交Submission of Bidding Documents
Bidding documents shall be composed of two components, “Technical proposal” and “Commercial proposal”
The Technical proposal shall be submitted to bidding@enlinkenergy.com before 9:00 AM (Abu Dhabi Time), 08 Oct 2024.
The Commercial proposal shall be submitted to bidprice@enlinkenergy.com before 9:00 AM (Abu Dhabi Time), 08 Oct 2024. The Commercial Proposal shall be encrypted. The encrypted password shall be sent to the email box separately: password@enlinkenergy.com
The overdue delivery of the bid documents will be rejected, and the delivery time shall be subject to the time of designated email ID.
