3）鼓励环保政策：在性能、技术、服务等指标同等条件下，优先采购国家公布的环保产品清单中的产品。

(b)Qualification requirements to be met to implement government procurement policies:1) Compulsory purchase of energy-saving products policy: compulsory purchase of items marked with "★" in the energy-saving list published by the state. 2) Encourage energy-saving policy: under the same conditions of technology, service and other indicators, priority procurement belongs to the energy-saving list of products published by the state. 3) Encourage environmental protection policies: under the same conditions of performance, technology, service and other indicators, give priority to the purchase of products in the list of environmental protection products published by the state.

(c)本项目的特定资格要求：3、须系我国境内依法设立的法人或非法人组织（本项目（不接受）分公司以自己名义参加采购活动）； 4、本项目仅面向中小企业采购。
5、本项目不允许转包。

(c)Specific qualification requirements for this program:3. It must be a legal person or unincorporated organization legally established in China (this project (does not accept) branch to participate in procurement activities in its own name); 4. 1、根据上海市财政局规定，本项目招投标相关活动在上海市政府采购云平台（网址：http://www.zfcg.sh.gov.cn）电子招投标系统进行。投标人应根据《上海市电子政府采购管理暂行办法》等有关规定和要求执行。投标人在政府采购云平台的有关操作方法可以参照政府采购云平台中的专栏有关内容和操作要求办理。 投标人应在投标截止时间前尽早加密上传投标文件，电话通知项目负责人进行签收，并及时查看政府采购云平台上的签收情况，打印签收回执，以免因临近投标截止时间上传造成无法在开标前完成签收的情形。未签收的投标文件视为投标未完成。
