4. 招标文件的领购

4.1 招标文件领购开始时间：2024年09月27日09时00分(每天上午9时00分-11时30分，下午13时30分-16时00分)节假日除外。

4.2 招标文件领购结束时间：2024年10月11日16时00分（北京时间）

4.3 招标文件领购地点：登录航空工业电子采购平台电子招投标专区(http://www.eavic.com)进行注册；支付成功后在航空工业电子采购平台招投标专区自行下载招标文件（如个人汇款，请标注汇款人名字）。

4.4 招标文件售价：每套售价为1000元人民币或150美元，售后不退。

5. 投标文件的递交

5.1 投标截止时间（开标时间）：2024年10月22日下午14时30分（北京时间）

5.2 本项目开标将在线上和线下同时进行，投标人须登录航空工业电子采购平台电子招投标专区参加线上开标，所有的投标文件必须在投标文件递交截止时间前在航空工业电子采购平台电子招投标专区（http://www.eavic.com/rest/index）在线提交；投标人派授权代表把纸质的投标文件在投标截止时间前送至河南省洛阳市航空大厦7层会议室（河南省洛阳市西工区凯旋西路25号）并参与线下开标。

5.3 逾期送达、未按照招标文件要求加密的电子投标文件，电子招标投标交易平台将予以拒收。逾期送达的、未送达至指定地点或者不按招标文件要求密封的纸质投标文件，招标人将予以拒收。招标人只接受投标截止时间前成功上传加密的电子投标文件的投标人递交的纸质文件。未成功上传加密的电子投标文件的投标人，其纸质投标文件将被拒收。
