(b)Qualification requirements to be met to implement government procurement policies:This procurement project implements the policy functions of government procurement related to encouraging and supporting energy-saving products, environmental certification products, as well as supporting small and medium-sized enterprises and welfare units for the disabled.

(c)本项目的特定资格要求：3.本项目仅面向小型、微型企业采购；
4.为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的潜在投标人，不得参加本项目的采购活动；
5.单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；
6.本项目不接受联合体投标。

(c)Specific qualification requirements for this program:(iii)This project is only open to small and micro enterprises for procurement.
(iv)Potential bidders who provide overall design, specification development, or services suchas project management, supervision, and testing for the procurement project are not eligible to participate in the procurement activities of this project.
(v)Suppliers whose unit leaders are the same person or who have direct holding or management relationships shall not participate in government procurement activities under the same contract.
(vi)This project does not accept bids from consortia.

磋商时请授权代表持提交投标文件时所使用的数字证书(CA证书)前来参加磋商，另请自带无线上网卡及可无线上网的笔记本一台 (笔记本电脑应提前确认是否浏览器设置、CA证书管理器下载等，确保和CA证书匹配可以正常登陆上海市政府采购网)，纸质版投标文件一份（与上传平台文件保持一致）。

During the negotiation, authorized representatives are required to bring the digital certificate (CA certificate) used when submitting the bid documents to participate in the negotiation. Additionally, please bring your own wireless network card and a laptop that can connect to the Internet wirelessly (the laptop should be pre-confirmed with browser settings, CA certificate manager downloads, etc., to ensure that it matches the CA certificate and can normally log in to the Shanghai Municipal Government Procurement Network), as well as a paper copy of the bid documents (which must be consistent with the files uploaded to the platform).
