1. Bidding conditions
The tenderer for overall procurement of materials for KLL overhead line detection project is CNPC DaGang Niger Engineering SARL., The project funds come from self-financing. The bidding project has fulfilled the relevant procedures of reporting and approval and filing as required, with bidding conditions, now open bidding.
2. Overview of the project and scope of the tender
Overview of the project: The main work KLL for overhead line detection project is to purchase a batch of power overhead line fault monitoring equipment, design and program a control system that meets the on-site usage requirements, and dispatch professional engineers to the site for construction and commissioning.;
Scope of the tender: Procurement of materials for a set of overhead power line fault monitoring equipment.
Commercial pricing method: fixed total price.
Place of delivery: Place designated by Party A in Niamey, Niger.

Duration of service: On site demand date: December 10, 2024;
3. Bidder Qualification Requirements
3.1 The commodities must meet the corresponding income order requirements of the OWNER (such as cable fault location device for XJBH-TLMU-C, bridge management host for DB6000NVS-300, communication cabinet for XI-8000, etc.), and equipment that complies with legal regulations and agreed standards by both parties and technical parameters should be purchased from the manufacturer. Product qualification certificates and inspection certificates (if necessary) should be provided, and bidder should be responsible for the quality of materials.
3.2 Good financial condition, without entering liquidation procedures, being declared bankrupt or other situations of loss of performance ability, and possessing the corresponding supply capacity for this bidding project.

3.3. The on-site monitoring equipment should be able to accurately identify the specific location of the fault, with an error not exceeding ± 100 meters from the fault point.
3.4. The commodities must be able to operate stably in harsh environments such as high temperatures, sandstorms, and strong winds, and have the ability to resist corrosion, water, dust, and lightning.
4、Acquisition of bidding documents
4.1 Tender documents release time: 9:00:00 on 25th October, 2024 to 17:00:00 on 31st October, 2024 (Abu Dhabi time, the same below).

5. Submission of tender documents
5.1 Deadline for submission of tender documents: 9:00 am on 6th November, 2024.
5.2 Receive Mode (Email)：
Bidding documents shall be included quotation and preliminary evaluation.
The bidding documents shall be submitted to bidcommercial02@enlinkenergy.com before 9:00 am on 6th November, 2024 (Abu Dhabi Time).
The bidding documents shall be encrypted. The encrypted password shall be sent to the email box separately: password@enlinkenergy.com. Describe the name of the bidder and relevant procurement package in the email for the supervisor to verify the password .
5.3 In case of any issue needs to be clarified, please inform the Tenderee and Tendering Agent in a written form (the Clarification Template attached with the ITB Files), and sent to liuzijian@enlinkenergy.com and CC to jianan@international-dge.com.
5.4 If the bidder has any objection to the technical, commercial requirements in the tender documents, the bidder is requested to clarify in writing to the Tenderee within 5 days of receipt of the bidding documents, and no clarification will be accepted after the 7 days. If no clarification is provided to the Tenderee, it will be deemed that the bidder can meet all the technical and commercial requirements. The tenderee has the right to reject the deviation items pointed out by the bidder and consider the bidding documents to be unqualified..
5.5 The tenderer will reject any tender document that is delivered late, not delivered to the designated place, or not sealed in accordance with the requirements of the tender documents.
