中华人民共和国已为乌鲁木齐城市交通改善项目II从世界银行获得了一笔贷款,并打算将部分资金用于下述咨询服务合同的支付:

咨询服务(简称“服务”)名称:乌鲁木齐管理咨询服务项目,咨询服务的具体内容包括:

l 财务管理咨询

(1)专家将帮助项目办在项目财务管理体系方面达到世行和国内有关要求,确保能够恰当地有效地使用项目资金。财务管理体系包括会计核算、预算决算、财务报表、内部控制、世行贷款支出及审计的现金流。

(2)根据世行和国内的具体要求编制详细的项目财务计划书,以便恰当的执行及控制项目;审核账目,及时有效地反映项目资金的来源和使用;

(3)协助加强项目工程支出的内部控制(包括必要的审核及批准),制定内部审核及批准流程;加强成本控制管理,有效降低成本。

(4)根据世行政策和程序要求为项目实施建立财务管理系统,协助及时办理世行项目贷款的提款报账和支付,包括周转金账号补充的预测和申请、提款申请文件和报账文件的审核、世行贷款支付的定期汇总、国内配套资金到位和使用审核和汇总,协助指导项目办建立独立的项目会计核算系统。

(5)根据国家、地方财政部门及世行的要求编制财务报告;根据财务管理手册和支付报账的要求,进行财务管理,维护财经纪律。

(6)协助项目办和项目账户的年度审计,协调年度审计报告的提交和对世行意见的回复;定期提供培训,定期更新项目财务信息,包括投资估算、融资计划等。

l 报告与联络

(1)协助项目办日常与世行的联络,协助项目办提前准备、组织世行项目检查团对项目的历次检查的相关工作,建立组织框架、操作程序、文件填报系统和工作计划。

(2)协助项目办编制项目年度工作计划;按照世行要求起草半年报、年报、中期报告(包括对中期调整建议)、竣工报告和定期的监测评估报告;完成并及时更新项目的采购计划、实施计划和投资计划,至少每年更新一次。

(3)咨询专家将帮助项目办、项目实施单位和施工监理单位建立相应的质量监测和报告程序。

(4)协助项目办根据项目协议和贷款协议要求,编制贷款协议要求的报告,编制并提交定期进度报告,并根据世行、项目办的意见进行修改。但与环境、移民和社会相关内容由项目办提供,咨询公司仅负责汇总到报告里。

(5)协助项目办完成世行中期以及完工阶段的相关的工作,包括检查前的准备和协调、在中期检查及完工检查前编制所需要的全部报告-包括招标进度、采购进度、建设进度、提款报账和支付进度、财务再评估、经济再评估、环境再评估、移民再评估、项目内容调整及理由和环境与移民影响审核以及环境管理计划和移民计划的更新、采购计划的调整等的编制,检查后期的文件完善。但与环境、移民和社会相关内容由项目办提供,咨询公司仅负责汇总到报告里。

l 机构能力培训和技术援助

(1)根据项目实施内容,按照国内及世行相关要求编制项目管理的综合考察、培训计划,包括国内和国外的培训和考察计划,并根据要求及时进行更新,协助项目办组织考察、培训。

(2)协助项目办制定机构框架、文档管理和工作计划以指导和促进项目的实施,协助项目办建立高效的项目管理内部运行机制。

(3)咨询专家根据项目办需求,对项目建设管理人员开展工程管理方面的相关培训工作,加强施工现场的管理能力,对所有项目建设的质量控制、进度控制、成本控制、安全管理等提供专业参考意见和技术指导服务。确保参与项目的工程管理人员的义务能得到很好的履行。

(4)咨询公司应根据项目办的意见制定编制详细的项目培训计划,并根据项目实施过程及项目办需求对项目培训计划进行调整。培训内容包括贷款所涉及领域的培训和政策建议,以提高政府与项目办以及项目实施单位实施和运营项目的能力,确保地方项目办、子项目办及实施单位有足够的知识和技能顺利实施和运营项目。

l 合同与工程档案管理咨询

协助项目实施单位按照世行及国内有关规定进行项目合同管理与工程档案管理,建立合同、档案管理体系,并协助对已签订合同文件执行情况进行动态管理,记录合同实施过程;建立完整的工程档案整理、移交、归档制度,对项目办和实施单位人员提供必要的合同、工程档案管理培训。

l 项目绩效监测

根据世行政策要求建立项目绩效监测系统,包括确立数据基线和数据的收集、分析、报告的机制,并根据要求定期更新成果框架和监测的指标;及时按要求完成“成果框架和监测”的数据收集、分析、建议以及报告(反映在定期进度报告)工作。

中国技术进出口总公司代表乌鲁木齐市城市综合交通项目研究中心现邀请合格的咨询公司(简称“咨询顾问”)就上述服务表达意向。有兴趣的咨询顾问表达意向时所提交的资料应包括类似咨询经验的证明,资料应该能体现出合同的基本信息如合同金额、人月数的投入等,并提交拟推荐的专家履历。

入选短名单的标准:

(1)具有国际金融组织(如世行/亚行)项目管理咨询服务的经验,且截至2016年11月,在本项目相关领域参与并完成的实施经验不少于2个,其总人月数与本咨询服务相当;

(2)有丰富的专家资源,包括:项目管理、财务管理、城市交通建设项目管理,社会,和环境等;

(3)熟悉国际金融组织贷款项目的执行程序和规定,专家能够熟练使用中英文进行与项目办、项目实施单位和世行的沟通;

(4)有足够的翻译能力,按照要求进行相关文件的翻译。

有兴趣的咨询顾问应注意世界银行咨询服务采购指南(2011年1月版,2014年7月修订)第1.9款: 关于利益冲突的相关规定。

咨询顾问为加强资格,可以与其他公司联合组成联合体或作为咨询子顾问,

选择咨询顾问的方法是:基于质量和费用的选择(QCBS)。

Assignment Title: Urumqi Urban Project Management and Consulting Service

Reference No. (as per Procurement Plan): Contract No. CS-05

The government of People’s Republic of China has received financing from the World Bank toward the cost of the Urumqi Urban Transport Improvement Project II, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include: Urumqi Transport Project Management and Consulting Service. Scopes of services to be provided by the consultant include:

l Financial Management Consulting Service

a. The consulting experts help the Project Office to work on the project financial management system related consulting works that making it meets the requirements of the World Bank and domestic government so that to ensure the Project Office can utilize the project capital appropriately and effectively. The financial management system is comprise of the financial accounting, budget and financial account, financial statement, internal control, audited cash flow and the payment by the World Bank.

b. The consulting experts should help the Project Office to compile detailed project financial proposal according to the World Bank and domestic government’s requirements, so that the consulting company could execute and control the project appropriately. The audited accounts could effectively reveal the capital resources and usage conditions.

c. Assist and enhance the internal control of the project payment (including necessary capital audit and approval), while formulate internal audit and approval process; enhance the cost control management, lower the cost effectively.

d. Establish a Financial Management System according to the World Bank’s policy and procedures, assist the World Bank loan project’s withdrawal and pay, including working fund account prediction and appliance, withdrawal appliance documents and reimbursement documents review, periodical summary for the World Bank’s payment, fully funded domestic fund and usage review, assist the Project Office Bank to establish independent project accounting calculation system.

e. Compile the financial report according to national and domestic Ministry of Finance, and the World Bank’s requirements, conduct financial management and safeguard the discipline.

f. Assist the Project Office and the project account to manage the annual audit, submit and reply to the World Bank; provide trainings to staffs, update new project’s financial information, estimated investment and financing plans etc.

l Report and Liaison

a. Assist the Project Office to get in a daily touch with the World Bank; Assist the Project Office to help the World Bank’s project group with preparing and organizing project inspection related works;

b. Assist the Project Office to compile an annual working plan of the project; Draft semi-annual report, annual report, interim report (contain suggestions for interim adjusting), a completion report and a regular supervising evaluation report; Complete and update project procurement plan in time, implementation plan and investment plan with an annual update.

c. Consulting experts will help the Project Office, Project Implementation Unit and Construction Supervising Unit to establish quality monitoring and report procedure accordingly.

d. Consulting experts are responsible for the Project Office, the Project Implementation Unit and Construction Supervising Company to compile reports required by the Loan Agreement and Project Agreement, at the meantime, submits schedule reports periodically, and amends the reports according to the World Bank and the Project Office. The Project Office should provide environment, immigration and society related contents, the consulting company only responsible for concluding it to the report.

e. Assist the Project Office to complete the interim inspection works of the World Bank, including preparation and coordination in advance, prepare all relevant reports for inspection, such as bidding, procurement, construction, drawing and reimbursement, payment, financial reevaluation, economic reevaluation, environment reevaluation, immigration reevaluation. But the Project Office should provide environment, immigration and society related contents, the consulting company only responsible for concluding it to the report.

l Institution Training and Technical Assistance

a. Assist the Project Office to compile a comprehensive project management training plan, including domestic and abroad trainings and inspections while update in time, help with relevant works of inspection and trainings.

b.Assist the Project Office to set an institutional framework, document management and working plan that in order to guide and promote the implementation of the project, finally the Project Office could establish a high efficiency project management operation mechanism.

c. Consulting experts should offer project management related trainings to the project management staffs, thereby enhancing their management efficiency, providing professional guidance and technical guidance services to quality control, schedule control, cost control and safety control. Make sure project participants could carry out their obligations.

d. The consulting company could compile detailed project training plan according to the Project Office’s suggestions, and also amend the plan through the actual needs. The training contains Loan related fields and policy suggestions that to improve communications among governments, the Project Office and the Project Implementation Unit, thereby the projects could be constructed in process.

l Contract and Project Archives Management

Assist the Project Implementation Unit to manage contracts and project archives according to the World Bank and domestic requirements, set up a contract and archives management system; track and record the conditions of contracts so as to check the implementation of contracts circumstances; establish an integrated filing system of project archives management, hand over and archive backup, provide necessary trainings to the Project Office and Implementation Unit’s staffs.

l Project Performance Monitoring

Consulting experts should assist the Project Office to build a Project Performance Monitoring System, including database, data collection, and analysis and report mechanism. At the meantime, update the newest achievements framework and monitoring index; complete the data collection, analysis, suggestions and report scheduled report works in time.

The China National Technical Import & Export Corporation (“CNTIC”), the procurement agent, authorized by Urumqi Urban Comprehensive Transport Project Research Center now invites eligible consulting firms (“Consultants”) to indicate their interests in providing the Services. Interested Consultants should provide information demonstrating that they have the relevant experience, the provided documents should involve contract's basic information, such as contract value, the scale of staff monthly inputs and recommended experts' resumes.

The shortlisting criteria are:

a. Own experiences of international finance organizations (i.e. the World Bank or the Asian Bank) project management consulting services; dated to November 2016, the consulting company should have had been involved in relevant fields and complete at least 2 projects successful, and the scale of staff monthly inputs of the accomplished projects should be approximate to this consulting service.

b. The consulting company has rich expert resources, including project management, financial management, urban traffic construction project management and Social Expert , Environmental Expert etc.

c. Familiar with rules and execution procedures of international finance organization’s loan project, the expert should be bilingual in English and Chinese, communicate well with the Project Office, the Implementation Unit and the World Bank.

d. The expert is capable of translating documents for the Project Office.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s "Guidelines: Selection and Employment of Consultants by World Bank Borrowers” dated Jan 2011, revised in July 2014, setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the QCBS method set out in the Consultant Guidelines.
