1. 中华人民共和国已申请一笔德国促进性贷款，用于支付广西南宁职业技术学院利用德国促进贷款建设实训基地项目的费用，并计划将一部分贷款用于9号实训楼土建工程合同项下的合理支付。所有符合德国复兴信贷银行采购指南中规定的合格的投标人均可参加投标。

2. 中信国际招标有限公司（招标代理）受南宁职业技术学院（业主）的委托，邀请合格的投标人对下列工程的实施、完工和修复缺陷提交密封投标。本次招标将采用国际竞争性招标（ICB）方式进行采购。

本工程合同段及工程内容见下表：

3.投标申请人资质等级及业绩要求：国内投标人应具备建设行政主管部门颁发的房屋建筑工程施工总承包贰级及以上资质（含贰级），并同时具备建筑装修装饰工程总承包或专业承包贰级、土石方工程专业承包贰级、安全生产许可证的独立企业法人，须提供有效的质量管理体系认证证书，注册资本金不低于600万欧元（其他币种以开标当日前10天中国银行总行首次发布的对人民币的现汇卖出价折算）。国外投标人应是依法注册的独立法人，在其国家的注册资本金不低于600万欧元，应提供其企业营业执照复印件，须提供国际权威机构认证的质量管理体系认证证书，须在中国有办事机构或分支机构，并提供相应证明。投标人过去三年（2013-2015）在中国境内至少承担过1个及以上类似的房屋建筑工程，且单个房屋建筑施工工程合同金额至少为4000万人民币或600万欧元，投标文件中须提供相应的证明资料（中标通知书和合同复印件，注明业主联系人、联系电话及传真）；具有良好的银行资信和商业信誉，没有处于被责令停业，财产被接管、冻结、破产状态。

4. 投标申请人项目经理资质：至少10年工作经验、至少8年从事房屋建筑专业，具有担任项目经理5年以上（含5年）的经验，过去三年（2013-2015）至少完成过1个类似的房屋建筑工程项目，并担任项目经理。国内投标人的项目经理必须具有国家一级注册建造师和安全生产管理合格证书。

项目部配置：鉴于本项目建设规模大，工期紧的特点，投标人项目部人员的配置必须满足工程施工进度及质量要求，配备的项目总工需具备高级工程师职称证书。

5. 本项目不接受联合体投标。

6. 投标人可从招标代理办公室获得更详细的资料，查阅和购买招标文件。招标文件获取时间及地点：北京时间2016年10月4日至2016年10月24日，每天上午9时30分至11时30分，下午14时00分至16时00分（节假日除外），到北京市海淀区中关村南大街1号友谊宾馆苏园17单元3层获取招标文件。

7. 有兴趣的投标人可以自2016年10月4日至2016年10月24日每天（节假日除外）上午9时30分至11时30分，下午14时00分至16时00分（北京时间）将购买招标文件的申请通过电子邮件递交给招标代理。招标文件售价为人民币5000元或625欧元（不含图纸），售后不退。如需邮寄，另加邮费全套500元人民币或70欧元，招标代理在收到邮购款当日内，以快递方式向投标人寄送上述资料。图纸购买地点：南宁职业技术学院。

8. 所有投标书应于2016年11月22日上午10：00（北京时间）之前送交到以下地址。兹定于2016年11月22日上午10：00（北京时间），在北京市海淀区中关村南大街1号友谊宾馆苏园17单元2层会议室公开开标。届时请参加投标的代表出席开标仪式。

1.The Government of the People’s Republicof China has applied for financing from Germany through KfW Bank towards thecost of Practice Base ConstructionProject of Nanning College for Vocational Technology Funded By GermanPromotional Loan. The Borrower intends to apply a portion of the funds toeligible payments under contract of The Civil Work ofNo.9 Practical TrainingBuilding. In line with the KfW procurement guidelines, all eligible bidders maysubmit a bid.

2.CITICInternational Tendering Co., Ltd. (the Procurement Agent) hasbeen authorized by Nanning College forVocational Technology (theEmployer) to invite the sealed bids from eligiblebidders for the construction, completion and defects remedy of the followingcivil works. The tender will apply International CompetitiveBidding (ICB) procurement.

Contents of the contract and the works are shown inthe table below：

3. Qualificationlevel and performance requirement of bidder: Domestic bidder shall beindependent legal entity with grade IIor above (include grade II) qualificationof general contracting of house and building construction engineering issued bythe construction administrative department, and grade II of professionalcontracting or general contracting of building decoration engineering, grade IIof professional contracting of earth and stone works, and safety production license.The domestic bidder shall have the valid quality management system certificate.The registered capital of domestic bidders shall be noless than 6 million Euros (other currencies shall be converted into RMB at thespot exchange selling price between foreign currencies and RMB initiallypublished by the Bank of China on the tenth day before bid submission date).

Foreign bidder shall be a legally independent enterpriseregister according to its national law, with a registered capital of no lessthan 6 million Euros in its country. A copy of valid business license andcertification of quality management system from international authoritativeorganization shall be provided. The bidder shall have administrativeorganization or branch in China and provide relevant evidence document.

During the past 3 years (2013-2015), the bidder shall completed1 or moresimilar house and building construction projects in China, and each contractvalue shall be not less than RMB 40 million or EUR 6 million, thecorrespondingdocumentary evidence (copies of Contract and Notification of Award of Contract,End-user’s contact person, telephone and fax number shall be indicated) shallbe provided; With good bank credit and business reputation andshall not be shut down; its property was not in receivership, freezing orbankruptcy status.

4. Qualification of project manager: The projectmanager shall have completed at least 1similar house and building constructionproject during the past 3 years (2013-2015). The project manager of domesticbidder shall have the national registered first-class construction engineercertificate and safety production assessment certificate. At least 10 years working experience engaged in house and building engineering for 8 years and served as project manager for morethan 5 years (inclusive) experience.

Project Department Configuration:

In consideration of the characteristics of largeconstruction scale and tight construction period, the staff composition of thebidders must meet the requirements of Construction Progress and ProjectQuality. TheChief Engineer ofthis project shall have the Senior Engineer Qualification Certificate.

5. Bids submitted by a joint venture (JV) shall NOT be acceptable.

6. Bidders can check and purchase the bidding documents from theprocurement agent office for more detailed information in the period: from 4thOctober, 2016 to 24th October, 2016 daily (except holidays) 9:30-11:30 AM,14:00-16:00 PM (Beijing time), 3/F, No.17th Unit, Su Yuan, Beijing FriendshipHotel, No.1 South Zhongguancun Street, Haidian District.

7. The Bidding Documents may be purchased by the bidder and upon payment ofa non refundable fee RMB 5,000 yuan or 625 EUR (tender drawings are exclusive)from 4th October, 2016 to 24th October, 2016 daily (except holidays) 9:30-11:30AM, 14:00-16:00 PM (Beijing time). If the Bidding Documents is sent by courier,bidder can notify CITIC International Tendering Co., Ltd. in writing, andpurchase at extra cost RMB 500 or EUR 70 per set for postage. The tender agentshall send the bidding documents in express to the purchaser on the day whenthe purchasing fee, including postage, has been received. The Drawing can beobtained at Nanning College for Vocational Technology.

8. All bids mustbe delivered to the following address before 10:00 AM on 22th November, 2016(Beijing Time).Bid Open Ceremony will be held at 10:00 AM on 22th November, 2016(Beijing Time) at meeting room 2/F, No.17th Unit, Su Yuan,Beijing Friendship Hotel, Haidian District, Beijing, China, Bids will be opened in the presence ofBidders representatives who choose to attend.
