(c)本项目的特定资格要求：(1)本项目需要网上投标，投标人必须获得上海市电子签名认证证书（CA认证证书）；
(2)具有有效的营业执照或相关证件；
(3)具有承接本项目的人员、设备及其他条件；
(4)具有良好的商业信誉和健全的财务会计制度；
(5)有依法缴纳税收和社会保障资金的良好记录；
(6)投标人在近三年内无违法犯罪记录；
(7)未被列入“信用中国”网站(www.creditchina.gov.cn)失信被执行人名单、重大税收违法案件当事人名单和中国政府采购网(www.ccgp.gov.cn)政府采购严重违法失信行为记录名单的投标人；

(c)Specific qualification requirements for this program: (1) This project requires online bidding, and bidders must obtain the Shanghai Electronic Signature Certification Certificate (CA Certification Certificate); (2) Having a valid business license or relevant documents; (3) Having the personnel, equipment, and other conditions to undertake this project; (4) Having a good business reputation and a sound financial accounting system; (5) Have a good record of paying taxes and social security funds in accordance with the law; (6) The bidder has no criminal record in the past three years; (7) Bidders who have not been included in the list of dishonest persons subject to enforcement on the "Credit China" website (www.creditchina. gov.cn), the list of parties involved in major tax violations, and the list of records of serious illegal and dishonest behavior in government procurement on the China Government Procurement Network (www.ccgp. gov.cn);

(i)符合《中华人民共和国政府采购法》第二十二条的规定；
