中华人民共和国通过全球环境基金获取一笔赠款用于《全球环境基金‘缓解大城市拥堵 减少碳排放项目’》（以下简称“项目”），并且计划将部分赠款用于咨询服务，其中咨询服务包括：

合同包CCR/CP5-MOT《公路与城市道路衔接标准体系研究》将在对国内主要大城市进行调研的基础上，分析目前公路与城市道路衔接状况以及拥堵的总体情况、类型特点和主要成因，结合我国新型城镇化未来发展的若干特点，分析预测其对公路与城市道路衔接可能的影响和发展趋势。参考借鉴国外公路与城市道路衔接经验，提出新型城镇化背景下解决我国大城市公路与城市道路衔接拥堵问题的重点任务，包括优化城市布局、完善区域路网、改善交通结构、改造重要节点、提升系统性管理。探索建立涵盖规划布局衔接、基础设施衔接、服务功能衔接、管理体制衔接等具有我国特点的公路与城市道路衔接标准体系，并在推进公路与城市道路衔接标准体系应用方面提出若干保障措施和配套政策建议,以解决公路与城市道路“衔接瓶颈”面临的困难和问题。执行期：12个月。该咨询合同预计将于2017年1月开始执行。

交通运输部现邀请咨询机构（以下简称“机构”）提交意向书。有意向的机构应提供体现其机构资质和相关经验的材料及机构宣传册，包括：

1.核心业务和从业年限

2.在本咨询任务领域的资质

3.技术和管理组织机构

4.一般资质和核心员工数量

5.与本咨询任务直接相关的项目经验。

短名单评定标准为：

1.该机构具有2个或以上公路与城市道路衔接相关领域项目经验；

2.具有国际及国内类似项目经验者优先；

有意向的咨询机构应详阅世界银行 《国际复兴开发银行贷款和国际开发协会信贷和赠款世界银行借款人选择和聘请咨询顾问指南》 （咨询专家指南）第1.9节规定的世界银行关于利益冲突的政策（2004年5月发布, 2006年10月、2010年5月及2011年1月修订）。

咨询机构可与其他单位以联营或分包的形式联合提交意向书，以提高其竞争力。

咨询机构将按照选聘指南中基于咨询顾问资质的选择方法选出。

Project Assignment Title: Study on Connection Standards between Highways and Urban Roads

The People’s Republic of China has received a Grant from the Global Environment Facility toward the cost of the GEF Large City Congestion and Carbon Reduction Project (“the Project”), and intends to apply part of the proceeds for the consulting services.

The consulting services (“the Services”) include:

Contract No.: CCR/CP5-MOT Study on Connection Standards between Highways and Urban Roads. This assignment shall analyze the overall status, characteristics of different types and main reasons of connection congestion between urban roads and highways based on surveying the major Chinese large cities, and predict its possible impact and development trends on the connection between urban roads and highways taking into account of some characteristics of the future development of China new-type urbanization, and put forward with reference of relevant foreign experience the key tasks of solving the connection congestion between urban roads and highways in Chinese large cities under the new-type urbanization including optimization of city layout, improvement of regional road network and transport structure, reconstruction of key nodes and promotion of system management, and establish standard connection systems with Chinese characteristics covering planning layout connection, infrastructure connection, service function connection and management system connection, and propose some safeguard measures and supporting policies regarding the application of standard connection system between urban roads and highways.

The implementation period: 12 months. The service is expected to start in January, 2017. The total inputs required for the expert with international experience is 1 person-month, and the total inputs required for the experts with national experience are 33 person-months.

The Ministry of Transport (MOT) now invites eligible consulting firms (“consultants”) to indicate their interest in providing the Services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services, such as:

? Core business and years in business

? Qualifications in the field of the assignment

? Technical and managerial organization of the firm

? General qualifications and number of key staff

? Details of the Experience that closely related to the assignment of this project

The shortlisting criteria are:

1.Consultant shall have experience of at least 2 projects in the area of connection between highways and urban roads;

2.Consultant who have international experience and relevant national experience working on similar assignment will be preferred;

The attention of interested consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrower, January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A consultant will be selected in accordance with the Selection Based on the Consultants’ Qualifications (CQS) method set out in the Consultant Guidelines.
