中华人民共和国通过全球环境基金获取一笔赠款用于《全球环境基金‘缓解大城市拥堵 减少碳排放项目’》（以下简称“项目”），并且计划将部分赠款用于咨询服务，其中咨询服务包括：

合同包CCR/CP4-MOT《新能源公交车辆运营评估体系及数据采集标准研究》将通过掌握新能源公交车在过去几年的示范运营过程中的实际性能表现和运营情况，在充分考虑新能源公交车性能特点和行业需求以及总结提炼公交运营企业在实践中的提高运营表现的运营组织经验的基础上，科学评估新能源公交车运营效果，提出新能源公交车运营评估体系和数据采集方法，实现新能源公交车辆运营数据采集的标准化、规范化，为保障新能源公交车运营安全，提升新能源公交车运营效率提供支撑，提高数据采集的标准化和规范化，保证新能源公交车运营评价的可持续性。。执行期：12个月。该咨询合同预计将于2017年1月开始执行。

交通运输部现邀请咨询机构（以下简称“机构”）提交意向书。有意向的机构应提供体现其机构资质和相关经验的材料及机构宣传册，包括：

1.核心业务和从业年限

2.在本咨询任务领域的资质

3.技术和管理组织机构

4.一般资质和核心员工数量

5.与本咨询任务直接相关的项目经验。

短名单评定标准为：

1.该机构具有2个或以上新能源公交相关领域项目经验；

2.具有国际及国内类似项目经验者优先；

有意向的咨询机构应详阅世界银行 《国际复兴开发银行贷款和国际开发协会信贷和赠款世界银行借款人选择和聘请咨询顾问指南》 （咨询专家指南）第1.9节规定的世界银行关于利益冲突的政策（2004年5月发布, 2006年10月、2010年5月及2011年1月修订）。

咨询机构可与其他单位以联营或分包的形式联合提交意向书，以提高其竞争力。

咨询机构将按照选聘指南中基于咨询顾问资质的选择方法选出。

Project Assignment Title: New Energy Bus Operation Evaluation Framework Study

The People’s Republic of China has received a Grant from the Global Environment Facility toward the cost of the GEF Large City Congestion and Carbon Reduction Project (“the Project”), and intends to apply part of the proceeds for the consulting services.

The consulting services (“the Services”) include:

Contract No.: CCR/CP4-MOT New Energy Bus Operation Evaluation Framework Study. Based on full consideration of the electric buses’ performance feature and the sector demand as well as the refined conclusion of the operating organization experience of improving the operations performance of bus operating companies, this assignment shall scientifically evaluate the electric buses’ operation effect and propose performance assessment systems and assessment data collection method for electric buses, by knowing electric buses practical performance and operation during the demonstration operation in the past years, in order to safeguard electric buses operation safety and improve the electric buses efficiency and promote the standardization and normalization of data collecting as well as guarantee the sustainability of electric buses operation.

The implementation period: 12 months. The service is expected to start in January, 2017. The total inputs required for the expert with international experience is 2 person-months, and the total inputs required for the experts with national experience are 30 person-months.

The Ministry of Transport (MOT) now invites eligible consulting firms (“consultants”) to indicate their interest in providing the Services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services, such as:

? Core business and years in business

? Qualifications in the field of the assignment

? Technical and managerial organization of the firm

? General qualifications and number of key staff

? Details of the Experience that closely related to the assignment of this project

The shortlisting criteria are:

1.Consultant shall have experience of at least 2 projects in the area of new energy bus;

2.Consultant who have international experience and relevant national experience working on similar assignment will be preferred;

The attention of interested consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrower, January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A consultant will be selected in accordance with the Selection Based on the Consultants’ Qualifications (CQS) method set out in the Consultant Guidelines.
