1. Tendering Conditions
We, China Petroleum Pipeline Material and Equipment Company Limited, as the authorized tendering agent by Tenderee (China Petroleum Pipeline Engineering Co., Ltd.-Papua New Guinea), are now hereby pleased to issue this instruction to Tender to your company for attending our bid for the Civil and Mechanical installation Work for Motukea Fuel Facility Project as set forth in this tender ITB No.: ITC-PB-PNG-SUB-2024-0001-01 and all attachments.
2. Project Overview and Tendering Scope
2.1. Project overview:
The objective of this project is to design and construct a jet fuel tank depot to address oil supply shortages in Papua New Guinea. The project involves the construction of Jet A1 storage tanks, along with the necessary ancillary facilities. The project is located within the area of PNG International Port at Motukea, Port Moresby, Papua New Guinea.
2.2. Scope:
Civil engineering includes steel structure supply, site clearance, building monomers, etc. Among them, the steel structure is about 180 tons. Installation of storage tanks and process pipelines includes completing four 3000 cubic meter jet fuel storage tanks, one 3500 cubic meter fire water tank and supporting processes, prefabrication, installation, hydrostatic test and anti-corrosion of fire protection pipelines and equipment. Cooperate with the project department to complete the acceptance. Among them, the welding volume of storage tanks is about 11,700 meters, the welding volume of process pipelines is about 12,000 inches, and there are about 200 sets of equipment.
3. Requirements For Bidder
General Requirement: Carry out pile driving construction work in strict accordance with the scope of work, project quality and safety requirements in the bidding document. Civil engineering, storage tank and process pipeline construction subcontracting and installation allow consortium bidding.
4. Acquisition of Tendering Documents
Tendering documents acquisition time: 9:00 AM on 2 January ,2025 to 5:00 PM on 6 January ,2025 (Abu Dhabi time, the same below).

5. Submission of Bidding Documents
Bidding documents shall be composed of two components, “Technical proposal” and “Commercial proposal”
Receive Mode(Email)：
The TENDERER shall submit the TENDER to the following email addresses no later than 9:00 AM(Abu Dhabi Time) on the tender closing date:
“Technical Proposal UNPRICED” shall be submitted to biddingtechnical02@enlinkenergy.com on or before 9:00 AM (Abu Dhabi Time), 10 January, 2025.
“Commercial Proposal” shall be submitted to bidcommercial02@enlinkenergy.com on or before 9:00 AM (Abu Dhabi Time), 10 January, 2025. The Commercial Proposal shall be encrypted. The encrypted password shall be sent to the email box separately: password@enlinkenergy.com.

8. Confirmation on Invitation to Bid
