二、项目概况和招标范围
规模：项目总投资36313万元，其中借用法国开发署贷款4000万欧元（约折
合人民币3.12亿元)，其余资金由地方配套解决。
范围：本招标项目划分为1个标段，本次招标为其中的：

“ΛFD”)申请了一笔贷款，用于支付法国开法署贷款宁德市建设自然
与文化遗产保护和合理利用示范工程项且的费用，并计划将其中的
一部分贷款用于支付第六包：大碑溪、万安公园、茶盐古道初步和深
化设计研究与工程(EPC)项且（重新招标）合同项下的合格支出。
2.中仪国际招标有限公司（招标代理机构），受屏南知进发展股份有限
公司（招标人）委托，就本合同下内容进行公开招标：
2.1主要建设内容
(1)大碑长桥步行系统建设：12.81公里，其中：厦地村
村头村茶盐古道2.64km,滨水栈道工程0.99km:村头村
里汾溪村茶盐古道3.28km:后井村
前汾溪村滨水步道2.57水m,登山步道1.44km:前汾溪村
里汾溪村滨水栈道1.89km。
(2)大碑长桥骑行系统建设：21.16公里，其中：村头村
后井村1.4km,后井村-前汾溪村2.8km.前汾溪村
远坵村4.61km,远坵村-里高溪村2.07km,里高溪村
官洋村3.2km,官洋村-长桥镇5.03km,长桥镇-坑墘村2.05km
(3)茶盐古道本体修复建设：17.33km,其中：寿山
前墘村5.45km,前墘村茗园村-白凌村8.61k
白玉村3.27km。
(4)大碑长桥生态公园及村落绿地生态修
程
碑长桥万安公园建设7.14公顷：百草公园建购公料落您地建
设：5582m2。
(5)古民居修复建设：3508平方米。
(6)茶盐古道阐释系统建设工程：标识、指向、提示牌约300个，垃
圾桶约50个。
本工程的EC总承包工作，包括本工程的任务大纲技术部分
研究与设计文件、施工直至竣工验收合格及整体移交、工程保修期内
的缺陷修复和保修工作。
22设计内空
本部分分为两部分：一是本包涉及项目所需的测绘和导则编制部
分，二是工程项目涉及的包括大碑长桥区域和茶盐古道区域的方案设
计、初步设计和施工图设计。

(1)大碑长桥区域项目：大碑长桥步行道和骑行道慢行系统项目
、大碑长桥绿色系统的万安公园、百草园和四块古村落景观绿地
生态修复工程，及四处村落古民居修复工程的方案设计、初步设
计和施工图设计。
(2)茶盐古道区域项目：茶盐古道本体生态保护修复及自然景观
整治及生物多样性设计、茶盐古道游客服务系统设计和茶盐古
道阐释系统建设项目」
2.3主要测绘内容
测绘包括公园、慢行系统项目地形图绘制和古村落绿地、古民居
的建筑测绘。
(1)慢行系统项目地形图绘制，共：包括大碑长桥步行系统：12.8】
公里，大碑长桥骑行系统建设21.16公里，（线路两侧各5米宽）。
(2)茶盐古道本体路段的修复长度17.33公里（道路两侧各5米宽，
(3)生态公园及绿地测绘，共9.7公顷。其中大碑长桥万安公园建
设7.14公顷：百草公园建设2公顷：村落绿地建设：5582m
(4)村落古民居的建筑测绘：6处院落，建筑总面积约3508m2。
2.4上述工程的施工期为[24】个月。
3.招标将通过国内竞争性招标(NPC)进行，并对投标人须知(ITB)第
4条中定义的所有合格投标人开放。
