中化国际招标有限责任公司受中国商用飞机有限责任公司上海飞机设计研究院(买方)委托对下列产品及服务进行国际公开竞争性招标。现邀请合格投标人参加投标。
1.招标产品的名称、数量和技术参数、投标人的主要资格和业绩条件:

1.2技术要求:
1)基本要求:
(1)本次招标为1套液压油源系统,主要用于为强度试验中加载执行机构提供油源动力,是最基本的试验条件与设备,在设备验收合格后即可进行航空结构部件级、组元件级静力和疲劳试验。主要包括1套液压油源,1套液压子站和分油器。主要设备清单见表1。

2)交货期
合同生效后6个月内。具体交货时间以招标方通知为准。
3)液压油源主要技术指标
(1)液压油源基本构成
液压油源由硬件及软件两大部分构成,其硬件结构主要包括电机、液压泵、不锈钢油箱、过滤器、冷却系统(热交换器)、液压阀、压力表、管件等主要部件,软件主要包括油源的每个泵组控制管理系统等。
(2)液压油源规格及数量
液压油源数量为2台,额定流量分别为400L/min和600L/min,每台具备独立的输入/输出、冷却系统、控制系统、油箱等组件。
(3) 液压油源基本参数及性能指标要求
a)额定工作压力:21MPa;工作压力:(1~21)MPa可调。
b)过滤器:高压过滤精度10μ至20μ之间。回到油箱的液压油通过一只全流量3μ的滤芯进行过滤。保证液压油不论是供往外部回路还是在低压状态下经过油源的分配阀块回流都会经过过滤。
c)按额定流量1000L/min、额定工作压力21MPa的使用条件下具有无限寿命,可连续运行不少于24小时。
d)油泵站为电机浸入油箱内设计,声场噪音为全功率工作条件下不大于72dB,满载工作时在距离油源1m处测量。
e)单台液压油源的占地面积不超过5平方米,可以进入2米高的门。投标方在投标文件中提供其液压油源设备的具体尺寸数据。
f)每台油源由多组油泵组成。要求每组油泵为100L/min,带有分配阀块。分配阀块将单个油泵组输出的高压油流汇集起来,并提供油源与液压系统之间的连接。该分配阀块包含高/低压电磁阀以及一个设定压力为22.4MPa不可调整的溢流阀,单向阀位于分配阀块内以防止高压油被强制倒灌回油泵。
g)具有低液面自动(声光)报警的远程状态指示灯以及启停开关,报警液位可调。
h)具有超温自动(声光)报警的远程状态指示灯以及启停开关,报警温度可调。
i)具备油污自动(声光)报警远程状态指示灯:系统可自动监控滤芯状态,过滤器需要更换滤芯时,会给出报警信号。
j)为节能考虑,油源要按需运行各组油泵。按需运行会根据需要,开闭单个油泵以适应系统对液压油流量的需求,投标方需提供油源功耗的详细参数。
(4)油源本地控制系统要求功能
a)本地可编程控制器对流量进行监控,当流量改变超过预设极限值时,油泵则会根据需要启动或停止。例如,如果激活5个油泵,总共可获得500L/min的流量输出。假定流量为400L/min,那么自动流量调节特性将运行四个油泵。一旦流量增加到用户设定的触发点,第五个油泵就自动启动以满足增加油量的需求。
b)本地可编程控制对每个油泵的运行时间加以监控,当开启液压油源时,就会检查被激活油泵的运行时间并启动运行时间最低的油泵,平均分配各个油泵工作小时数量,延长油源寿命和运行时间。
(5) 油源远程控制系统要求功能
a)超压报警:当油源的压力超过设定的最高压力值时,能够进行声光报警。
b)温度报警:当油箱油温超过设定值时,能够进行声光报警,提醒操作者及时找出原因排除故障。
c)油污染报警:当安装在油箱盖上的滤油器滤芯两端压差超过0.35MPa时,压差发讯器就会发出一个电信号,能够进行声光报警,提醒操作者下次工作前应更换新的滤芯。
d)液位报警:当油源油箱内的油液面低于设定的最低工作液面时,能够进行声光报警,油源自动停止运行。
e)远程控制系统可以管理监控,在本次采购的2台油源(400L/min和600L/min)中能够对其中的任一油源的油量进行设置。
f)远程可编程控制器对流量进行监控,当流量改变超过预设极限值时,油泵则会根据需要启动或停止。例如,如果激活5个油泵,总共可获得500L/min的流量输出。假定流量为400L/min,那么自动流量调节特性将运行四个油泵。一旦流量增加到用户设定的触发点,第五个油泵就自动启动以满足增加油量的需求。

h)可以在招标方任意电脑上显示油源系统内1000L油源的油泵运行状态,包括高低压状态,运行时间,需要维护的时间等,并能够监控扩展到4000L的油源。
i)将本项目两套油源统一管理,远程控制,通过触摸屏实现油源的开启、流量控制,并配备应急停和油源状态指示灯,指示灯可远程放置在测试间,以不同颜色指示油源当前状态。

(6)投标方应对招标方已有的两套油源(一套MTS 505.180油源和一套400 L/min国产非标油源)进行最优化的集成设计,最大化实现和本项目两套油源的集中控制(包括本地控制和远程控制)、管理和使用,可同时为多通道协调加载结构试验系统及材料试验机提供液压动力源。
(7)针对3.1.6条款,投标方应在投标文件中描述该集成设计方案,内容至少包括四套油源(本项目2套油源,以及招标方已有的一套MTS 505.180油源和一套400 L/min国产非标油源)的集成使用,实施方式,以及可行性、可靠性、稳定性分析等。
4)液压子站和分油器主要技术指标
(1)液压子站
a)正常停车时应用缓慢降压功能,缓慢降压应平稳可靠。紧急情况采用快速卸荷功能,快速卸荷功能由外部控制器提供一对触点开关信号,控制油源卸荷,触点容量为24V、不小于1A。投标方应开放本项目中液压子站上的相关软硬件接口,可以实现外部控制器对液压子站开启/关闭的控制。
b)所有压力状态转换均不能对子站前面的油压及并联的其他液压试验系统造成冲击影响。0-低压、低压-高压缓慢切换、缓慢降压等操作时,不能对子站后面连接的液压元件造成冲击影响。
c)工作电压:24V(DC);工作电流:1A;工作介质:工业抗磨液压油(粘度等级:46);额定供油压力:21MPa;具有可靠的起吊装置,以便灵活挪动使用场地。
d)液压子站数量
液压子站数量共7台,具体指标如下:
单站台,数量3台,额定流量指标:每台不少于150L/min;
单站台,数量4台,额定流量指标:每台不少于300L/min。
e)液压子站蓄能器:额定流量不少于150L/min的液压子站需配有不小于3L出油蓄能器,不小于0.8L回油蓄能器;额定流量不少于300L/min的液压子站需配有不小于6L出油蓄能器,不小于2L回油蓄能器,并提供蓄能器充气工具一套。
f)液压子站过滤器:额定流量不少于150L/min的液压子站需配有不小于10μ进油过滤器;额定流量不少于300L/min的液压子站需配有不小于20μ进油过滤器。
(2)分油器
a)分油器数量
分油器数量共11件,分油器需要包含压力输出口球阀,具体指标如下:
一分8通道:3件;
一分4通道:8件。
5)附件
(1)液压软管
a)根据本系统的规格,以及试验现场的需求,配备相应数量和规格的液压软管。包括:连接液压油源到试验室液压硬管的液压软管,连接液压子站到试验室液压硬管的液压软管,连接液压子站到分油器的液压软管,连接油箱与阀块之间的液压软管。
b)所有液压软管及接头应满足抗压性好、密闭性好、易安装等,液压软管长度以招标方使用场地要求为准,保证试验区域覆盖整个试验大厅的承力地坪。
(2)硬管路实施
a)由招标方提供液压管道管材和已敷设的气压管道(投标方可向招标方确认管材清单及现场已实施条件,管材不足部分由投标方补齐)。投标方进行管路图纸的深化设计,提供最优化的管路设计方案,能够同时为多通道协调加载结构试验系统和材料试验机输送稳定、可靠的液压动力,并且负责完成液压管道的敷设、预留接口、清洗及打压以及气压管道的开口等硬管路实施工作,接口的末端均安装在地沟盖板下。投标方在选定管道承担方时,需审核其符合国家相关液压、气压行业规范要求的资质等,并由招标方确认后,方可实施。
b)液压管道安装连接采用非焊接管道系统技术。完成硬管路施工所需的相关附件(泄油管道、阀口法兰、集成阀块、放气阀、打压清洗用液压油等),由投标方列出清单并补齐。
c)投标方提供液压油源和管路的初始用液压油,预估量8000L。液压油要求见3.1.3.3条款。
d)液压油循环过滤
投标方提供在现场的全部四套液压油源和液压管路的循环过滤,实时检测油液清洁度,验收标准为不低于NAS6级。
e)其余管道施工细则按招标方要求实施。
(3)油源供电电缆和施工
投标方提供四套从供电柜到液压油源的供电电缆和相应的安装施工,总长度按照60m预估,确保整个油源系统的供电。
(4)管路蓄能器
a)投标方提供在现场的四组蓄能器,安装在主管路地沟内,压力端提供不少于50L,充压压力不少于6MPa,充压压力可调节,用于补液和维持管道压力稳定。回油端提供不少于20L,充压压力不少于0.6MPa,充压压力可调节,用于迅速卸载保证试验件安全。
b)由于管路蓄能器属于压力容器,投标方须提供相应产品由中国国家质量监督检验检疫总局认可或者颁发的特种设备制造许可证(SELO)。
(5)冷却水装置
a)投标方提供一套室外冷却水塔。规格:流量180m3/h,温度32~40℃,电机功率11kW,喷淋泵功率4kW。建议型号:CXW-U160。该室外冷却水塔位置、桩基等已预留,由投标方负责该冷却水塔的安装以及与室外水管接口的连接等施工,连接水管的长度按照4m预估。
b)投标方提供四套从油源间水管出口到油源的冷却水管(包括压力表、手动阀以及入口的过滤器等)和相应的安装施工,确保整个油源系统的冷却。
6)验收及培训
(1) 投标系统应包括本技术规格中未提及的但为确保系统正常、稳定、可靠运行所必须的其它配套设备。
(2)投标方应提供整套系统中的备品备件清单和质保期后维修时的备品备件价目表,备品备件包括所有辅件、附件及必要的软件;对不含在报价范围内须单独计价的项目须做出说明。
(3)系统设备上自带的各类传感器、仪器仪表等计量器具,应经有资质的第三方计量技术机构检定或校准合格;并在交付验收时,提供合格有效的检定或校准证书。校准证书应有是否合格的结论及有效日期。设备的计量应在验收前完成,计量费用由投标方承担。
(4)系统设备在交付验收时,投标方应提供系统设备整体经有资质的第三方计量技术机构出具的校准证书,并且校准合格且在有效期内。校准证书应有是否合格的结论及有效日期。设备的计量应在验收前完成,计量费用由投标方承担。
(5)投标方应在研制过程中编制计量或校准手册,其内容需经过招标方认可,计量或校准手册应包含但不限于以下内容:
l本项目需计量的通用测量设备清单,及其技术指标;
l本项目需计量的专用测量设备清单,及其计量参数,允许误差极限等技术指标;
l本项目需计量的专用测量设备的校准方法(经招标方认可),校准环境,校准用设备,校准周期等。
(6)土建基础的检查:合同生效后一(1)个月内,投标方应提供详细的并符合现场条件的设备安装基础图以及相关技术资料及图纸;投标方在设备安装前负责对设备土建基础施工进行检查,以保证设备与土建基础之接口要求,如果因投标方的接口要求及检查失误造成工期延误而导致设备投标方额外发生的费用由投标方自负,并为此引起的其它损失承担责任。
(7)设备包装应符合中华人民共和国有关标准要求;包装材料必须坚固,能适应气候的变化,做到防震、防水、防潮、防锈、防蚀、防粗暴装卸,能满足海运、铁路及公路运输要求,应明确吊装要求,在装运过程中因包装质量造成的设备损失由投标方承担。
7)质保和服务
(1)投标方应对最终用户的需求、系统设备的故障及时有效地支持并解决问题(2小时内响应,24小时内到位)。
具体技术要求详见招标文件。
1.3主要资格和业绩条件
1)联合体投标:本次招标不接受联合体投标。
若投标人为境外制造商的代理商且为中国境内公司,则必须出具一份承诺函。承诺如若中标,其代理的境外制造商愿意以卖方的名义与招标人签订进口合同。
若签订进口合同时,中标人(卖方)需加入卖方代理,则需在投标文件中提供该卖方代理信息,包括但不限于卖方代理名称、注册地、注册日期、财务状况、情况简介等。
2)投标人必须是制造商或制造商针对本项目唯一授权的代理商。投标人如为代理商,则必须提供其制造商针对本项目的正式授权函、原厂服务承诺函,否则其投标将被否决。本次招标产品须为厂家标准产品,须提供标准产品的样本资料,并提供厂家官方网站下载样本的链接。为确保系统稳定可靠、通用,本项目中液压油源、液压子站和分油器须保证为同一制造商制造,液压管路配套可由该制造商制造或集成。
3)境内投标人提供:有效的营业执照复印件、组织机构代码证、税务登记证复印件或“三证合一”后加载统一社会信用代码的营业执照复印件或事业单位法人证书复印件
境外投标人提供:其商业登记/商业证明。
4)投标人应为独立法人,注册资金或净资产不少于1000万人民币或等值外币。
5)投标人具有良好的营业财务状况,充足的资金保证,并提供近二年(2014年和2015年)财务审计报告复印件。
6)投标人必须提供其所投产品制造商的有效期内的ISO9001质量管理体系认证证明或AS9100认证证书或武器装备质量认证证明。
7)投标人所投设备的制造商应有十年以上(含十年)研制、生产该类设备的经验以及十年以上(含十年)的销售、服务、维护历史(营业执照公司成立时间在2006年1月1日之前);投标人须提供近三年(2014-2016)的销售或制造本投标邀请所要求提供的同类型货物50万美金或等值外币/人民币以上业绩清单,并出具至少3份合同复印件(50万美金或等值外币/人民币以上)或最终用户的最终验收证明,并出具最终用户的联系方式(包括:用户名称、地址、联系人、通讯方式)。
8)投标方需要提供同型号系统在国内外的用户列表(择优选择),以备查访。
9)投标人应当提供在开标日前3个月内由其开立基本账户的银行开具的银行资信证明的原件或复印件。

1)Basic requirements
(1)The bid inviting of this time is for a set ofhydraulic oil source system, mainly used for provide oil source power forloading actuating mechanism in intensity test, which is the most basic testconditions and equipment so that the static and fatigue tests of the level of aviationstructural component and grouped component can be made as soon as after equipmentacceptance is qualified, mainly including a set of hydraulic oil source, a setof hydraulic sub-stations and oil separator. Main equipment list is shown inTable 1.

3)Main technical indicators of hydraulicoil source
(1)Basic structure of hydraulic oil source
Thehydraulic oil source is composed of hardware and software two major parts, withhardware structure mainly including: motor, hydraulic pump, stainless steeltank, filter, cooling system (heat exchanger), hydraulic valve, pressure gaugeand pipe fittings and etc., with software mainly including: control system of eachpumping set of the oil source and etc.
(2)Specifications and quantity of hydraulic oilsources
There aretwo sets of hydraulic oil sources, with rated flow of 400L/min and 600L/minrespectively. There is independent component such as input/output, coolingsystem, control system, fuel tank and etc. on each oil source.
(3)Requirements for basic parameters andperformance of hydraulic oil source
a)Rated working pressure: 21MPa; Workingpressure: (1 ~ 21) MPa, adjustable.
b)Filter: high-pressure filtration with accuracybetween 10μ to 20μ; the hydraulic oil back to tank is filtered through acartridge of full flow of 3μ to ensure that the backflow of hydraulic oil canbe filtered, no matter providing to external circuits or through oil source distributionvalve block in low-pressure state.
c)It should have infinite service life in theuse condition of rated flow rate of 1000L / min, rated working pressure of 21MPaand manage to operate continuously for no less than 24 hours.
d)The oil pump station is designed to immersethe motor in oil tank with sound field noise of less than 72dBin the full powerworking condition, which should be measured at 1 meter away from oil sourcewhen it working at full load.
e)The floor space for a single hydraulic oilsource should not exceed 5 square meters and should be able to enter 2-meter-highdoor. The bidder shall provide in bidding documents the specific dimension ofthe hydraulic oil source.
f)Each oil source is composed of multiple oilpumps. Each set of pump is required to be 100 L/min with a distribution valveblock. The distribution valve block brings together the high pressure oil flow fromindividual oil pump set and provides the connection between oil source andhydraulic system. This dispensing valve block includes a high/low pressuresolenoid valve and a relief valve which is nonadjustable, with a set pressure of22.4 MPa. Check valve is located within the dispensing valve block to prevent highpressure oil from being forced back into the oil pump.
g)It should be provided with remote statusindicator with automatic low-liquid level (acousto-optic) alarm and start /stop switch, and adjustable alarm level.
h)It should have remote status indicator with automaticover-temperature (acousto-optic) alarm and start / stop switch, and adjustablealarm temperature.
i)It should be provided with remote statusindicator with automatic (acousto-optic) oil fouling alarm: the system canautomatically monitor cartridge status and will give the alarm signal ifnecessary to replace the cartridge for the filter.
j)For the sake of energy saving, each set ofpumps should be run as required so as to open and close a single pump as requiredto adapt to the system requirement for hydraulic oil flow. Bidder shouldprovide the detailed parameters of oil power consumption.
(4)Function required by the local control systemof oil source
a)Local programmable controller should monitorflow. Oil pump will start or stop as required when the flow changes and exceedspreset limit. For example, if you activate five oil pumps, a total of 500 L/minof flow output is available. Assuming that flow rate is 400 L/min, four oilpump scan be run by automatic flow adjusting characteristics. Once the flowrate increases to the user-set trigger point, the fifth pump will automaticallystart to meet the demand of increased oil.
b)Locally programmable control should be ableto monitor the running time of each pump. It will check the running time of activatedpump and start the oil pump of the minimum running time when hydraulic oilsource is opened, and equally distribute the number of working hours of eachpump so as to extended oil source life and running time.
(5)Function required by oil source remotecontrol system
a)Overpressure alarm: when the pressure of oilsource exceeds the set maximum pressure value, it should be able to give soundand light alarm.
b)Temperature alarm: when the temperature in oiltank exceeds the set value, it should be able to give sound and light alarm to remindoperator of finding out reasons in time and remove fault.
c)Oil pollution alarm: when the pressuredifference on the both ends of filter cartridge installed on tank cap is over0.35MPa,pressure transmitter will send an electrical signal for sound and lightalarm to remind operator of replacing with new cartridge before next working.
d)Liquid level alarm: when the oil level in oilsource tank is lower than the set minimum working liquid level, it should beable to give sound and light alarm and oil source will automatically stop running.
e)Remote control system can supervise monitoring;and the oil quantity can be set by any of the two sets of oil sources (400L/minand 600L/min) purchased of this time.
f)Flow can be monitored by remote programmablecontroller. When flow changes more than the preset limit, oil pump will startor stop as required. For example, in the case of five oil pumps activated, atotal of 500 L/min of flow output is available. Assuming that flow rate is 400L/min, four oil pumps can be run by automatic flow adjusting characteristics.Once the flow rate increases to the user-set trigger point, the fifth pump willautomatically start to meet the demand of increased oil.
g)Remote programmable control monitors therunning time of each oil pump. It will check the running time of activated pumpand start the oil pump of the minimum running time when hydraulic oil source isopened, and equally distribute the number of working hours of each pump so asto extended oil source life and running time.
h)The oil pump operation status of the 1000Loil source in oil source system can be displayed on any computer of tenderee,including high and low pressure state, running time and necessary maintenancetime and so on, able to monitor the oil source extended to 4000L.
i)The two sets of oil sources in this project shouldbe in unified management and remotely controlled so as to realize the openingof oil source by touching screen, flow control and provided with the indicatorlights of emergency stop and oil source status. The indicator lights can beremotely placed in testing room, indicating the current state of oil sourcewith different colors.
j)SeeFigure 1, for control cables:
(6)Bidder should make optimized integrateddesign for the two sets of oil sources the tenderee possesses (a set of MTS505.180 oil source and a set of 400 L/min domestic non-standard oil source) inorder to realize by maximization the concentrated control (including localcontrol and remote control), management and use of the two sets of oil sourcesin this project, which should be able to provide hydraulic power sourcesimultaneously for multiple channel coordinating loading structure test systemand material testing machine.
(7)In accordance with 3.1.6, bidder shalldescribe the integrated design proposal in bid document, which shall include atleast the integrated use, implementation method, feasibility, reliability,stability analysis and so on of four sets of oil sources (two sets of oilsources for this project and one set of MTS 505.180 oil source and a set of 400L/min domestic non-standard oil source).
4)Main technical indicators of hydraulicsub-station and oil separator
(1)Hydraulic substation
a)Slow step-down function can be applied in normalshutdown, which should be stable and reliable. In emergency, fast unloadingfunction can be used and provided with a pair of contact switch signal by externalcontroller to control oil source unloading, with contact capacity of 24V, notless than 1A. Bidder shall open the hardware and software interfaces on thehydraulic sub-station under this project to realize the power up and offcontrol of hydraulic sub-station by peripheral control unit.
b)The transition of all pressure state shouldnot affect the oil pressure in front of substation and other hydraulic testsystems. In the operation of slow switching of 0 - low pressure, low pressure -high pressure and slow step-down and etc. there should be no any impact on the hydrauliccomponents connected behind the sub-station.
c)Working voltage: 24V(DC); working current: 1 A; industrial anti-wearhydraulic oil (viscosity level: 46);rated oil supply pressure: 21 MPa; with reliablehoist system so as to flexibly move using field.
d)Number of hydraulic substation
Thereare 7 hydraulic sub-stations in total, with specific indicators are as follows:
Singlestation, three sets, rated flow indicators: not less than 150 L / min for each;
Singlestation, four sets, rated flow indicators: not less than 300 L / min for each;
e)Accumulator of hydraulic substation: thehydraulic substation with the rated flow of not less than 150L / min should beprovided with the outlet oil accumulator of not less than 3L, the return oil accumulatorof not less than 0.8L, the hydraulic substation with the rated flow of not lessthan 300L / min should be provided with the outlet oil accumulator of not lessthan 6L, the return oil accumulator of not less than 2L, and provided with aset of accumulator gas-filling tool.
f)Hydraulic substation filter: the hydraulicsub-station with rated flow of not less than 150L / min shall be equipped withthe inlet oil filter of not less than 10μ; the hydraulic sub-station with ratedflow of not less than 300L / min shall be equipped with the inlet oil filter ofnot less than 20μ.
(2)Oil separator
a)Number of oil separators
There are11 oil separators in total, which should include pressure output ball valve,with specific indicators are as follows:
Channelsdivided into eight: 3 pieces;
Channelsdivided into four: 8 pieces.
5)Accessories
(1)Hydraulic hoses
a)According to the specifications of thissystem, as well as the requirements for test site, it is required to equip withthe hydraulic hoses with corresponding quantity and specifications, including: thehydraulic hoses connecting hydraulic oil sources to the hard hydraulic pipes inlaboratory, the hydraulic hoses connecting hydraulic sub-stations to the hardhydraulic pipes in laboratory, the hydraulic hoses connecting hydraulicsub-stations to oil separators and the hydraulic hoses connecting between oiltanks and valve blocks.
b)All hydraulic hoses and joints should meetthe requirements for good pressure resistance, good sealing, easy to installand etc. The length of the hydraulic hose shall be subject to the requirementsof the site used by the tenderee so as to ensure the test area able to cover thegravity bearing terrace of the entire hall.
(2)Hard pipe transformation
a)hydraulic pipeline and the laid pneumaticpiping is provided by the tenderee (bidder can confirm with the tenderee thepipe list and the conditions which have been implemented on site and providethe remaining pipe if the quantity is not enough), bidder shall take the responsibilityfor the further and detailed design of piping drawings, optimize the pipelinedesign, which can ensure the simultaneous transportation of stable and reliablehydraulic energy for multiple channel coordinating loading structure testsystem and material testing machine, complete the laying of hydraulic pipelineand reserving of interfaces, rinsing and pressuring the opening of pneumatic pipeand etc. The ends of interfaces should be installed below trench cover. Whenchoosing the pipe constructor, bidder shall verify if the constructor’squalification complies with the requirement of related national hydraulic and pneumaticindustry regulation and shall confirm with the tenderee before implementation.
b)Installation and connection of hydraulicpiping adopts the technology of non-welded piping system. The relevant accessories(oildrainage pipe, valve flange, integrated valve block, release valve, pressurecleaning hydraulic oil and etc.) required for completion of hard pipe workshould be supplemented according to the inventory listed by bidder.
c)Bidder shall provide the initial hydraulicoil used for hydraulic oil source and pipeline, with estimated amount of8000L.For the requirements for hydraulic oil, see clause 3.1.3.3.
d)Loop filtration of hydraulic oil
e)Bidder should provide all the four sets ofhydraulic oil sources and hydraulic pipes on site with loop filtration, with acceptancecriteria of not less than level NAS6 in the real-time detection of oilcleanliness.
f)For the details of remaining pipeline work,carry out as required by the tenderee.
(3)Power supply cable and construction for oilsource
Bidder shouldprovide four sets of power supply cables from power supply cabinet to hydraulicoil source and corresponding installation and construction, with total lengthestimated according to 60m to ensure the power supply of the entire oil supplysystem.
(4)Pipeline accumulator
a)Bidder should provide four sets ofaccumulators on site, which are installed in the trench of main channel; pressureend should be provided not less than 50L, pressurized not less than 6MPa, usedfor supplementing liquid and maintaining pipe pressure stable. Return oil end shouldbe provided not less than20L, pressurized not less than 0.6MPa, with chargepressure adjustable, used for rapid unloading to ensure the safety of test articles.
b)Since the pipeline accumulator is a pressurevessel, bidder shall provide the corresponding product with special equipmentmanufacturing license (SELO)approved or issued by the General Administration ofQuality Supervision, Inspection and Quarantine of the Peoples Republic ofChina.
(5)Cooling water device
a)Bidder shall provide an outdoor cooling watertower. Specifications: Flow of 180m3/ h, temperature of 32 ~ 40℃,motor power of 11kW,spray pump powerof 4kW and recommended model:CXW-U160. The location, pile foundation and so onof outdoor cooling water tower have been reserved. Bidder is responsible forthe installation of the cooling water tower and the connection with outdoorwater pipe joints and other construction, with the length of connected pipe estimatedaccording to 4m.
b)Bidder shall provide four sets of coolingwater pipes(including pressure gauges, manual valves, inlet filters andetc.)from the water outlet in oil source room to oil source and correspondinginstallation work to ensure the cooling of the whole oil source system.
6)Acceptance and training
a)Bid system shall include other ancillaryequipments not mentioned in this technical specification but necessary forensuring the normal, stable and reliable operation of the system.
b)Bidder shall provide a list of the spareparts in the whole set of system and the spare parts price list at the time ofmaintenance after warranty period. The spare parts include all accessories,attachments and necessary software. For the items which have not been includedin quotation range and are required to price independently, it is a must tomake explanation.
c)All kinds of sensors, instruments and meters,measuring instruments and so on which are provided on the system equipment shallbe qualified through verification and calibration by a third-party measurementtechnical institution; and the certificates of verification and calibrationshould be provided in the delivery for acceptance. There should be conformityconclusion and valid date on the calibration certificate. The measurement ofthe equipment shall be completed before the acceptance with measurement fee borneby the bidder.
d)In delivering system equipment for acceptance,bidder shall provide the system equipment, as a whole, with the calibrationcertificate issued by a qualified third-party measurement technologyinstitution, on which, there should be conformity conclusion and valid date. Themeasurement of the equipment shall be completed before the acceptance with measurementfee borne by the bidder.
e)Bidder shall, in the course of itsdevelopment, prepare a measurement or calibration manual, with contents to berecognized by the tenderee. The measurement or calibration manual shallinclude, but not be limited to the following:
lThe listof the general measuring equipment which should be measured in this project andits technical indicators;
lThe listof the special measuring equipment which should be measured in this project andits measurement parameters, allowing the technical indicators such as errorlimit and etc.
lThecalibration method of the special measuring equipment which should be measuredin this project (approved by the tenderee), calibration environment, andcalibration used equipment, calibration cycle and so on.
f)Inspection of civil foundation: Within one(1) month after contract coming into effect, bidder shall provide detailedequipment installation foundation drawings which should comply with siteconditions and relevant technical data and drawings; bidder, beforeinstallation of the equipment, should be responsible for the examination of civilfoundation work to ensure the requirement for the interface between theequipment and civil foundation. The additional costs of equipment bidder, dueto the duration delay because of the interface requirement and inspection errorshould be borne by the bidder, as well as other responsibilities for the lossdue to it.
g)Equipment packaging should meet the relevantstandards of the Peoples Republic of China; packaging materials must be solid,able to adapt to changes in climate, able to be shockproof, waterproof,moisture proof, rust-proof, anticorrosive, anti-rough handling, able to meetthe requirements for maritime, railway and road transport. Lifting requirementsshould be clear so that the equipment loss caused by packaging quality in thecourse of shipment should be borne by the bidder.
7)Warranty and Service
Bidder shall timelyand effectively solve problem in the face of end users needs and systemequipment failure (response within 2 hours, in place within 24 hours).
Others technical parameters and requirements could refer to thebidding documents.
1.3Requirements of qualificationand sales achievements:
1)Joint bidding: joint bidding is notaccepted in the tendering.
If thebidder is the agent of the manufacturer outside customs area of the People’sRepublic of China and is a company inside customs area, the bidder shall provideacommitment letter stating that if thebidder is awarded the Contract, its manufactuerer outside customs area iswilling to sign the import Contract with the Tenderee in the name of theSeller.
If the bidwinner, i.e. the seller of the Contract, needs to have its commercial agentincluded in the Contract, the bidder shall provide its commercial agent’sinformation in the bidding document, including but not limited to the companyname of the agent, registered address, registered date, financial status, briefintroduction etc.
2)The bidder must be manufacturer orunique agent authorized by manufacturer aimed at the project. If the bidderbids for agent, the bidder needs to provide certificate of authorization andManufacturer Service Commitment Letter both issued by the manufacturer for thisbidding project, otherwise the bid will be rejected. The bidding product shallbe the standard product provided by the manufacturer. The bidder shall providethe sample introduction brochure of the standard product and the manufacturer’sofficial website where the sample introduction can be downloaded. To make surethe system is stable and reliable and can be used universally, Hydraulicsub-station and oil separator must be manufactured or integrated by the same manufacturer.The hydraulic line facilities can be fabricated or integrated by themanufacturer.
3)Bidder inside the Customs area shallprovide: the duplicates of its valid Business License, Organization CodeCertificate, Tax Registration Certificate or the duplicate of its BusinessLicense that integrates the above-mentioned three certificates with the unifiedsocial credit code or the duplicate of Legal Person’s Registration ofInstitutions.
Bidderoutside the Customs are shall provide: Business Registration/BusinessCertificate;
4)Bidder shall be independent legalentity with the registered capital or net asset of no less than 2 million RMBor equivalent in foreign currency;
5)Bidder shall have excellent financialperformance and abundant capital and shall provide the duplicate of financialauditing report within the recent two years from 2014 to 2015.
6)Bidder shall provide ISO9001 or AS9100or Certificate of Weapons and Equipment Quality System Certification withinvalid period of the manufacturer of the bidding products.
7)The manufacturer of the equipment usedby the bidder shall have the experience of developing and producing this typeof equipment of no less than ten years (including ten years) and the sales,service and maintenance history of no less than ten years (the registered dateof the company on the business license shall be before Jan.1st,2006);bidder and/or manufacturer shall provide application performance list eachamounting to over 500 thousand USD or equivalent in foreign currency/RMB of thesame type of equipment offered in this bidding, which sold or manufacturedwithin the recent three years from 2014 to 2016, and shall provide at least 3duplicates of the Contract (over 500 thousand USD or equivalent in foreigncurrency/RMB) or the final acceptance certificate of the end user and shallprovide the contact information of the end user, including user name, address,contact person, communication method.
8)Bidder shall provide the home andabroad user list (selecting the best) who use the same type of equipment forfuture reference.
9)The bidder shall provide original copyor copy of bank reference letter within 3 months before the date of bid opening,issued by the bank where the bidder opens its basic account, otherwise the bidwill be rejected.
Others qualificationrequirements could refer to the bidding documents.
