The summary scope of the contract is summarized below: Designa maintenance pilot program that addresses the following key issues:

a)Maintenance Practices. Based on a review of current maintenancepractices, needs and budgets, the Consultant will analyze options includingroad maintenance groups, maintenance contractors, maintenance yards (withrelated options for ownership/operation and work scope), performance-basedcontracting, and staff training.

b) Overloading Control. Based on traffic surveys and a review ofoverloading sources and control mechanisms, the Consultant will analyze optionsincluding mobile weighing equipment, road sensors/cameras, fixed overloadingcontrol stations, and changes to overloading fines.

c) Monitoring and Surveying. Based on a review of data requirements andcurrent collection techniques, the Consultant will analyze options includingalternative data collection options, road condition surveying equipment, roadinventory surveying tools, and mobile- and web-based inspection technologies.

d) Maintenance Implementation Funding. Based on an analysis of existingmaintenance funding levels, sources and expenditure, the Consultant will assessoptions including alternative funding sources, leveraging increased fundingthrough project support, and improving efficiency of funding use.

e)Pavement Maintenance Materials. Based on a review of current pavementmaintenance materials and application techniques, the Consultant will assess optionsincluding alternative materials and application techniques and the need for arural roads materials supply station.

(1) 养护执行实践：根据现有养护实践、需求和预算的审核，咨询顾问将分析各种方案，包括公路养护群体、养护承包商、养护站（及相关业主或操作方和工作范围的方案）、绩效保证式合同和员工培训；

(2) 超载控制：根据交通调查，审核超载源和控制机制，咨询顾问将分析各种方案，包括移动称重设备、公路摄像头、固定的超载检测站，及超载罚款找零；

(3) 监管与调查：根据对数据需求和现有技术的审核，咨询顾问将分析各种方案，包括数据收集备选方案、路况调查设备、公路清单调查工具、及移动和联网的监测技术；

(4) 养护实施资金：根据现有养护资金等级、来源和花费的分析，咨询顾问将评估不同方案，包括资金来源备选方案、通过项目帮助增加的资金、及提高资金利用的有效性；

(5) 路面养护材料：根据对现有路面养护材料和运用技术的审核，咨询顾问将评估不同方案，包括备用材料和运用技术，及一个农村公路材料供给站。
