投标人应具备的资格或业绩：1、投标人必须是中华人民共和国境内正式注册的并具有有效的独立法人资格，有能力提供本次设备采购及服务的法人或其他组织； 2、投标人具有能力履行招标内容要求和提供招标货物及服务的生产厂商或经生产厂商针对本招标项目授权的代理商； 3、投标产品必须具有中国民用航空局颁发的《民用航空安全检查设备使用许可证书》，需提供有效期内的证书的复印件加盖生产厂商公章； 4、投标产品必须具有公安部检测报告，需提供检测报告复印件加盖生产厂商公章； 5、本次招标要求加“★”项为必须满足需求内容，不满足招标要求，该投标将被视作无效投标； 6、本次招标不接受联合体投标； 7、法定代表人为同一个人的两个及两个以上法人，母公司、全资子公司及其控股公司，以及其他形式有资产关联的投标人，都不得在同一招标项目中同时投标。投标人不是制造商的必须是货物的代理商或经销商，并出具制造商的授权函或代理协议；同一品牌仅能授权一个代理商投标。
