一、项目基本信息

项目名称:通过国际合作促进中国清洁绿色低碳城市发展(简称PSC)

咨询服务名称:“典型城市(石家庄)的挑战、政策工具和制度框架”(PSC-7)

二、咨询服务范围

本研究课题旨在评估典型城市(石家庄)在绿色、低碳发展过程中所面临的问题及挑战,识别典型城市(石家庄)的城市类型,提出适合城市特色的低碳发展模式,提出绿色低碳发展的路径选择,结合国内外低碳发展经验及城市特征,利用促进城市绿色低碳发展的制度框架及规划工具,为城市深化低碳试点工作提出政策及实施建议。为完成子项目咨询服务的目标,咨询机构需要完成以下研究任务。

1.典型城市(石家庄)绿色低碳发展所面临问题及挑战的分析报告;

2.典型城市(石家庄)绿色低碳发展模式与路径选择;

3.典型城市(石家庄)绿色低碳发展的规划评估工具应用;

4.关于典型城市(石家庄)促进绿色低碳发展总体政策和制度框架的建议。

本咨询服务预计为4个月,预计开始时间为2017年3月。

三、咨询机构资格

承担本咨询服务的机构应该具备如下条件,详细工作安排及要求请参考工作大纲。

1.具有独立法人资格;

2.具有在国内外应对气候变化和可持续低碳城市建设的政策、制度与经验提供咨询服务的经历;

3.熟悉典型城市(石家庄)应对气候变化和低碳城市建设的政策、制度与经验;

4.具有气候变化和经济研究以及国际合作方面的经验;

5.与典型城市(石家庄)地方政府机构有良好的合作关系,与其他有能力的低碳发展研究机构有良好的合作关系,具有良好的协调能力。

四、报名方式

项目承担单位的选择将根据世行规定,按照“基于咨询顾问资历的选择”(简称CQS)的方式进行。有兴趣的机构请于本公告发布后14日内向项目办提交申报材料。具体包括:

典型城市(石家庄)的挑战、政策工具和制度框架

工作大纲

一、 项目背景

目前,全球能源活动约70%的碳排放都在城市这一载体中发生,到2030年,这个比例将达到76%,且大部分增长将来自快速城市化中的国家,如何用政策手段控制城市的碳排放量将成为中国减排策略的一个重要内容。为贯彻落实“十二五”、“十三五”规划《纲要》、鼓励和推动城市先行先试、探索和总结低碳发展经验,国家发展改革委分别于2010和2012年组织开展了两批低碳省区和城市试点,并于2017年开展了第三批低碳城市试点。前两批试点省市编制了实施方案和低碳发展规划,研究建立温室气体排放统计、核算和考核体系,初步探索了一批具有特色的低碳发展模式,较好地实现了控制排放与促进经济社会发展的“双赢”。

各试点城市的资源禀赋、发展阶段、产业特征、消费模式等有很大的不同。比如,北京市和天津市同属于直辖市,但北京市以第三产业为主,天津市则第二产业与第三产业并重;深圳市与宁波市同属于东部沿海城市,但深圳市的人均碳排放已趋于稳定,接近于欧盟人均的平均排放水平,而宁波市的碳排放也趋于稳定,但具有高碳锁定的特征;石家庄市、贵阳市第二产业较重,产业低碳转型是其重要内容。北京市、天津市、深圳市都是碳排放权交易试点城市,积累了很多利用市场机制减排的经验;深圳市和南昌市在碳排放管理和低碳试点体制机制方面有很多创新的举措。总而言之,这些低碳试点城市在低碳发展规划的制定、低碳产业体系的构建、碳排放统计核算管理体系的制度、绿色低碳消费模式的促进以及促进公众参与和能力建设等方面探索了很多经验,需要总结、提炼和分享。一些发达国家和地区以城市为单元进行低碳发展实践,也形成了各具特色的低碳城市发展模式。

中国低碳城市发展的政策与制度框架不能在城市间简单复制或模仿,需要根据各个城市的不同特点进行评估,寻求体现不同城市自身优势的、具备可行性的低碳发展路径。试点城市工作的重点不仅应放在缓解当前存在的问题上,更应着眼长远,合理评估现状,结合城市“十三五”规划,基于自身特点找到低碳和绿色发展的路径,制定有效措施,实现资源消耗和环境容量之间的平衡,指导未来城市的低碳发展。

二、项目目标

本项目将评估典型城市(石家庄)在绿色、低碳发展过程中所面临的问题及挑战,识别典型城市(石家庄)的城市类型,提出适合城市特色的低碳发展模式,提出绿色低碳发展的路径选择,结合国内外低碳发展经验及城市特征,利用促进城市绿色低碳发展的制度框架及规划工具,为城市深化低碳试点工作提出政策及实施建议。

三、研究内容

典型城市(石家庄)的类型划分、模式与路径分析,以及规划工具和政策框架是“通过国际合作促进中国清洁绿色低碳城市发展”项目的重要组成部分,基于城市已有的低碳发展和建设成就,更加突出城市特点优势和挑战,立足地方实际,综合运用模式与路径分析、指标体系、规划工具和政策框架分析等方式,明确“十三五”时期甚至更长时间低碳城市建设的关键内容和重要领域,进一步深化低碳试点城市建设,同时为已有的模式与路径分析、指标体系、规划工具和政策框架分析等内容向项目办提供反馈信息,优化研究成果,更具操作和实用性。

内容一:评估典型城市(石家庄)面临的问题及挑战

通过实地考察、调研、咨询政府官员和学者等方式,基于项目办提供的指标体系(即PSC1的临时产出),识别案例城市(石家庄)在经济、社会、生态环境、资源能源等方面所面临的主要问题。根据城市定位、未来发展方向以及利用现有文献,分析和评估城市目前在清洁、绿色和低碳发展,基本制度政策框架和公共融资结构方面所面临的挑战和需求,对城市概况进行整体分析。为了开展咨询服务,项目办将协助咨询机构联系地方政府提供所需文件。

内容二:典型城市(石家庄)绿色低碳发展模式与路径选择

根据不同类型城市绿色低碳发展模式与路径分析项目的临时产出(即PSC2,由项目办提供),从现代能源产业体系、产业结构调整、绿色交通、绿色建筑等方面提出案例城市(石家庄)(城市改造、新兴城市建设)发展绿色、低碳的路径选择,对城市进行整体研究,总结绿色低碳发展模式和路径选择过程中的理念、方法、模型、障碍及政策等。

内容三:提出促进城市(石家庄)绿色低碳发展的规划评估工具应用

根据低碳城市发展规划工具和系统框架研究的临时产出(即PSC3,由项目办提供),运用绿色低碳城市规划工具初稿中的方法(包括碳排放清单编制与核算、碳排放情景分析、低碳发展路线图、低碳城市规划策略及政策选择等),根据城市“十三五”规划内容,结合低碳城市建设工作,明确研究把城市(石家庄)的类型与规划要素纳入绿色低碳规划的策略,使之能够互相联动相互促进。以城市生态环境承载力为基础,应用城市发展规划工具的模式,如以循环经济为导向的发展模式、以绿色交通为导向的发展模式、以能源效率为导向的发展模式等。根据分析过程中的实际经验,为低碳城市建设规划工具和系统框架项目的其它研究工作提出反馈信息,同时提出关于如何改善工具设计的建议。

内容四:促进城市(石家庄)清洁绿色低碳发展的制度框架

针对城市(石家庄)低碳城市发展的关键问题,在确保地方政府官员与专家合作参与的基础上,根据对促进低碳城市建设发展案例中的政策和规划的评估,总结优势,找出实施相关单项制度、综合规划(如低碳城市、可再生能源、城市水资源管理、绿色建筑等)及清洁绿色城市发展资金保障机制存在的主要障碍,对城市的低碳发展政策进行总结评估,分析其实施效果,提出完善现有低碳发展政策的制度框架的方法和建议。

四、雇主的责任

咨询服务的雇主是项目办,咨询机构应在项目办主任的指导下工作。项目办应做出合理努力,向咨询机构提供支持,提供气候变化司内可以获得的与项目相关的数据、信息和报告,特别是项目其它任务获得的临时产出。为了执行任务之需,项目办将协助咨询机构与国家发改委相关部门和其它机构的联系。

五、项目产出

1. 项目将提交1份研究报告(中英文)。研究报告包括以下核心内容:

(1)典型城市(石家庄)绿色低碳发展所面临问题及挑战的分析报告;

(2)典型城市(石家庄)绿色低碳发展模式与路径选择;

(3)典型城市(石家庄)绿色低碳发展的规划评估工具应用;

(4)关于典型城市(石家庄)促进绿色低碳发展总体政策和制度框架的建议。

六、资格要求

(一)咨询机构资质要求

具有独立法人资格;

具有在国内或国外应对气候变化和可持续低碳城市建设的政策、制度与经验提供咨询服务的经历,并能提供证明材料;

熟悉典型城市(石家庄)应对气候变化和低碳城市建设的政策、制度与经验;

具有气候变化和经济研究以及国际合作方面的经验;

与典型城市(石家庄)地方政府机构有良好的合作关系,与其他有能力的低碳发展研究机构有良好的合作关系,具有良好的协调能力。

(二)团队负责人

在气候变化、环境或经济领域有至少5年工作经验;

具有为地方政府制定清洁绿色低碳发展政策提供建议和技术支撑的经验,并能提供证明材料;

在相关领域有领导团队和项目管理的具体经验;

熟悉典型城市(石家庄)低碳建设的特点,可以与当地利益相关者联系与合作;

具有硕士学位或者中级职称。

(三)高级专家

在气候变化、环境或能源领域有至少10年工作经验;

具有为地方政府制定气候变化政策的经验,并能提供证明材料;

熟悉典型城市(石家庄)低碳建设的特点,可以与当地利益相关者联系与合作;

具有博士学位或者高级职称。

(四)技术专家(2-3位)

在气候变化、环境或能源领域有至少5年工作经验;

Challenges,Policy Instruments and Institutional Framework for the Prototypical City (Shijiazhuang)

Termsof Reference (TOR)

I. Project Background

Today, about70% of global carbon emissions from energy activities take place in cities. By2030 this proportion will reach 76%, and most of the growth will be contributedby countries with a rapid urbanization. One important aspect of Chinas futureemission reduction strategy is about how to leverage policy instruments tocontain the carbon emissions from cities. The National Development and ReformCommission launched two batches of low-carbon pilot program at the levels of province,autonomous region and city in 2010 and 2012 respectively and introduced thethird batch in cities in 2017 with an aim to implement the Outlines of the 12thFive-Year Plan and 13th Five-Year Plan, encourage and facilitatecities to move first as pilots, and accumulate experiences in low-carbondevelopment. The provinces and cities of the first two batches have formulatedthe implementation plan and low-carbon development plan, developed astatistical, accounting and assessment system for greenhouse gas emissions,initially set up a number of distinctive low-carbon development patterns, andachieved a win-win situation between emission control and socio-economicdevelopment .

The pilotcities are vastly different in resource endowment, development stage,industrial structure and consumption pattern. For example, although bothBeijing and Tianjin are directly under the administration of centralgovernment, Beijing is dominated by the tertiary industry while Tianjin equallyby secondary and tertiary industries. Both Shenzhenand Ningbo belong to the eastern coastal city, but the per capita carbonemission in Shenzhen is close to that in EU, which has almost reached astabilized level, while carbon emissions in Ningbo are characterized by highcarbon lock-in, although they also have almost reached a stabilized level; AsShijiazhuang and Guiyang are predominated by the secondary industry, their priorityis to transform their industry into the low-carbon one. Beijing, Tianjin andShenzhen have learned a lot in reducing emissions by the market mechanism whenthey are piloting carbon emission trading scheme. Shenzhen and Nanchang haveintroduced many innovative measures in carbon emission management andlow-carbon system and mechanism. All in all, these pilot cities haveaccumulated much experience in formulating the low-carbon development plan,setting up the low-carbon industrial system, developing the carbon emissionstatistical, accounting and management system, promoting the green andlow-carbon consumption patterns, and facilitating the public participation andcapacity-building, all of which need to be summarized, refined and shared.Distinctive low-carbon city development patterns are also being shaped in somedeveloped countries and regions when they practice their low-carbon developmentwith cities as a unit.

In China, thepolicy and institutional framework of the low-carbon urban development can notbe simply reproduced or replicated between cities. Instead, every city needs toassess the policy and framework according to their own differentcharacteristics and seek for a viable low-carbon development path which willleverage their own advantages. The pilot cities should not only focus on theexisting problems, but also on long-term issues. They should assess where theyare, charter a green and low-carbon development path accommodating their ownfeatures based on their own 13th Five-year Plan, and developeffective measures, which can strike the balance between resource consumptionand environmental loading and guide their future urban low-carbon development.

II. Project Objectives

Theproject is designed to assess the problems and challenges faced by theprototypical city(Shijiazhuang) in pursuing the green and low-carbondevelopment, identify the typology of the prototypical city(Shijiazhuang),propose low-carbon development patterns fit for its urban features, recommendoptions for green and low-carbon development path, and make policy andimplementation recommendations based on low-carbon development experience athome and abroad and urban characteristics and using institutional framework andplanning tools which promote urban green low-carbon development for the purposeof deepening the low-carbon pilot in cities.

III. Project Scope

The typology, pattern and pathanalysis, and planning tools and policy frameworks for the prototypical city(Shijiazhuang)represent an important component of the Project on Promoting Clean, Green andLow-Carbon Cities in China through International Cooperation. This assignment willgive more considerations specifically on the local advantages and challenges basedon the local circumstances and achievements of the city in low-carbondevelopment and practice. It will also employ various approaches in anintegrated manner, including pattern and path analysis, indicator system,planning tool and policy framework analysis, in order to identify the key areasand sectors of low-carbon city development in 13th Five-year Planperiod and beyond, and to further deepen the low carbon development of thespecific pilot city. In the meantime, it will provide feedback information to theProject Management Office (PMO) on available pattern and path analysis,indicator system, planning tool and policy framework analysis, and make themmore operational and practical through optimizing the research results.

Component 1:Assessing the problems and challenges faced by the prototypical city(Shijiazhuang)

The assignment intends to identify,with an indicator system to be provided by the PMO (i.e. the interim outputs ofPSC 1), the major economic, social, ecological environment, resources andenergy problems faced by the case city(Shijiazhuang) through fieldinvestigation, research, and interview with government officials and scholars. Based on existing documentation, the consultantwill analyze and assess the current challenges and needs in pursing clean,green and low-carbon development, basic institutional and policy frameworks andpublic financing structures based on the citys positioning and futuredevelopment plan. An overall analysis on the city will also be made. The PMOwill support the consultant in contacting the city authorities to provide thenecessary document necessary to carry out this assignment,

Component 2: Pattern and pathoptions for green and low-carbon city development in the typicalcity(Shijiazhuang)

Based on interim outputs of the Analysis ofLow Carbon Development Patterns and Paths for Cities of Different Types (i.e.PSC2, the interim outputs are to be provided by the PMO), the consultant will also propose green,low-carbon path options for the case study city Beijing (transformation of oldtowns and development of emerging towns) from the aspects of modern energyindustry system, industrial structure adjustment, green transportation, greenbuilding, etc., and conduct an overall study on the city, sum up the concept,methods, models, obstacles and policies in the green and low-carbon developmentas well as path options.

Component 3: Proposing theapplications of the planning and evaluation tools facilitating the green andlow-carbon development of the city(Shijiazhuang)

The assignment will, based on the interim outputs of thestudy of Planning Tools and System Framework of Low Carbon City Development(i.e. PSC 3, the interim outputs are to be provided by the PMO), apply thedraft green and low-carbon urban planning toolkit methods (including carbonemission inventory compilation and accounting, carbon emission scenarioanalysis, low carbon development road map, low-carbon urban planning strategyand policy options), and study the approaches on how to mainstream the elementsof typology and planning for the city(Shijiazhuang) into the green andlow-carbon planning strategy according to the contents of the city’s 13thFive-Year Plan combined with low-carbon city practice so that they can interactwith each other. The assignment will apply models of urban development planningtools based on the loading capacity of urban ecological environment, forinstance, the development model driven by circular economy, greentransportation-based development model, and energy-efficiency-orienteddevelopment model. The consultant will, based on practical experience of theanalytical process, provide feedback to the other study of the project ofPlanning Tools and System Framework of Low Carbon City Development withrecommendations on refining the design of the toolkit.

Component 4: Promoting theinstitutional framework of the clean, green and low-carbon development in thecity(Shijiazhuang)

Based on the evaluation on policiesand plans of the case study facilitating low-carbon city development, the assignmentwill work with local government officials and experts to identify theadvantages and major barriers to implement inbridual measures, integratedplanning (such as low-carbon city, renewable energy, urban water resourcemanagement, green building, etc.) and funding mechanism for clean and greenurban development, summarize and assess the urban low-carbon developmentpolicies, analyze their implementation results, propose the methods andrecommendations to improve its current low-carbon development policy system andframework in response to the key issues of low-carbon city(Shijiazhuang)development.

IV.Employer’s Responsibility

The Employer of the ConsultantServices shall be the PMO and the Consultant shall work under the guidance ofthe Director of the PMO. The PMO shall make reasonable efforts to providesupport to the Consultant, shall furnish any available project related data,information and reports, especially interim outputs of other assignments underthe project, if they are available to them within the Department of Climate Change.The PMO will also assist the Consultant to connect with related brisionswithin the NDRC and organizations needed to execute the assignment.

V. ProjectDeliverables

1. The project will deliver a studyreport (in Chinese and English). The study report should cover the followingcore elements:

1) Analysis report on the problemsand challenges faced by the prototypical city(Shijiazhuang) in green andlow-carbon development;

2) Pattern and path options forgreen and low-carbon city development in the prototypical city(Shijiazhuang);

3) Applications of the planning andevaluation tools facilitating the green and low-carbon development of the city(Shijiazhuang);

4) Recommendations on overallpolicy and institutional framework of the clean, green and low-carbon developmentin the city(Shijiazhuang).

VI. Timeline

The project implementation period is expected to last 4months from March to June 2017.

VI. Qualification

1) Qualification ofconsulting institute

? Independentlegal person;

? Experiencedin providing advisory services on policy, system and experience in climatechange and sustainable low-carbon urban development in China and abroad andproof of certificate is required;

? Familiar with policies, regulation and experience ofclimate change and

low-carboncity development in the prototypical city(Shijiazhuang);

? Experienced in climate change and economics researchand international cooperation; and

? Enjoyinggood cooperative relationship with local government of the prototypical city(Shijiazhuang)and with other capable research institutions on low-carbon development, andgood coordination ability.

2) Project TeamLeader

? A minimum of 5 years’ experience in climate change,environment or economics field;

? Demonstrated experience in providing localgovernments with suggestions and technical support on policies of clean, greenand low-carbon development and proof of certificate is required;

? Having practical experience in leading team andproject management in related field;

? Familiar with characteristics of low-carbondevelopment in the prototypical city(Shijiazhuang) and able to communicate andcooperate with local stakeholders; and

? Master’s degree or intermediate professional title.

3) Senior experts

? A minimum of 10 years’ experience in climatechange, environment or energy field;

? Demonstrated experience in advising localgovernments on climate change policy and proof of certificate is required;

? Familiar with characteristics of low-carbondevelopment in the prototypical city(Shijiazhuang), and able to communicate andcooperate with local stakeholders; and

? Doctoral degree or senior professional title.

4) Technical experts (2-3positions)

? A minimum of 5 years’ experience in climate change,environment or energy field;

? Demonstrated knowledge in low-carbon developmentand proof of certificate is required;

? Familiar with of low-carbon development in theprototypical city(Shijiazhuang) and experienced in providing governments withadvice on the low-carbon development; and

? Master’s degree or intermediate professional title.
