1. 中国海洋石油总公司采办部采购招标中心和中化建国际招标有限责任公司（以下简称：招标代理机构）受中海石油（中国）有限公司（以下简称：招标人）委托，现邀请投标人对下列货物和服务提交密封投标：

交货期：国内交货时间为2018年2月1日到达山东青岛买方指定地点；国外交货时间为2018年1月15日到达山东青岛港。

交货地点：山东青岛买方指定地点（境内货物）/ CIF青岛港（境外货物）

2.资格标准：

投标人所提供的电动消防泵橇应为制造厂家的成熟产品，买方不接受新试制产品。投标人应具有至少2个项目（泵送介质为海水的立式长轴消防泵机组，排量≥270 m3/h；扬程≥120m ），2年及以上（从调试验收报告签字日期或使用方出具的运行时间证明文件起计）在海洋环境下（海洋环境指：海上平台、FPSO、远洋运输船舶以及在海岸沿线的码头、石化处理终端、电厂）成功运行的业绩，并提供相应的书面材料（书面材料是指:合同及调试验收报告或合同及使用方出具的有效证明文件）；上述文件中如未包含设备所在设施的名称及使用方信息，投标人应提供有效说明文件。

投标人需委托FM或UL认证机构对消防泵进行认证，并在设备交付时提供泵的FM或UL证书，泵铭牌需标有FM或UL的认证标志。

电动消防泵橇需按照中国强制性产品认证制度进行设计、制造、认证和检验。投标人应委托经国家认监委指定的认证机构对电动消防泵组进行3C认证，并在设备交付时提供3C认证证书，设备本体需标有3C消防认证标志。

电动消防泵需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。投标人应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS, LIoyd‘s, DNV,CCS，BV）对电动消防泵设备整体进行检验并获得检验证书。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

从2017年5月4日开始至2017年5月11日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（受益人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支付，美元帐号：****************07037，SWIFTCODE:COMMCNSHBJG)，售后不退。

4.投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2017年5月25日10:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦3层309室。

5.开标时间：定于2017年5月25日10:00时（北京时间）开标。届时请参加投标的代表出席开标仪式。

6.开标地点：北京市东城区东直门外小街6号海油大厦3层309室。

1.1. China National Offshore Oil Corp. Procurement Department Procurement & Tendering Centre and CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of CNOOC China Limited (herinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:

2. Qualification Requirements:

The Electric Motor Driven Fire Water Pumps that VENDOR supplied should be the manufacturers standard products. The newly trial products is unacceptable. At least two projects(vertical line shaft seawater pump type、Capacity≥270m3/h and Pumping Head≥120m)has been operating successfully in marine environment （Offshore Platform 、FPSO、Ocean Transport Ship、coastal wharf、Petroleum And Chemical Processing Terminal、Power Plant） for two years or more（commissioning/approval report date of signature OR Running time proof document of user ），The VENDOR Shall provide the relevant written documents （CONTRACT and Commissioning/Approval Report OR CONTRACT and the Effective Proof Document Of User）. If the name of the facility and the users information are not included in the above documents, the bidder shall provide the valid documentation.

The bidder shall entrust FM or UL certification body certification of fire pump, and VENDOR supply pump FM or UL Certificate in equipment delivery, the certification mark pump nameplate marked FM or UL .

The electric fire pump skid to design, manufacture, inspection and certification in accordance with the China mandatory product certification system. The bidder shall entrust the certification body designated by the National Accreditation Authority for the 3C certification of the electric fire pump group, and provide the 3C certification certificate when the equipment is delivered, and the equipment body shall be marked with the 3C fire certification mark.

The Electric Motor Driven Fire Water Pumps shall be designed, manufactured, certified and tested in accordance with the requirements of Safety Rules for Offshore Fixed Platform Issued by State Economic & Trade Commission. PRC（SETC）. Supplier shall at his own cost arrange inspection and obtain inspection compliance certificate of The Electric Motor Driven Fire Water Pumps from one of the certifying agencies authorized by COOOSO, which are ABS, LIoyds, DNV,CCS，BV.
