1. 中国海洋石油总公司采办部采购招标中心和中化建国际招标有限责任公司（以下简称：招标代理机构）受中海石油（中国）有限公司蓬勃作业公司（以下简称：招标人）委托，现邀请投标人对下列货物和服务提交密封投标：

货物名称：雾笛导航：

共3套：CEPB 平台1套；WHPV平台1套；WHPG平台1套。

主要技术参数：导航灯、航空障碍灯光源类型应为LED；雾笛导航系统电池应为镍镉型。

2.资格标准：

？ ★投标人应委托CCS对雾笛导航系统设备整体进行检验并获得检验证书。

？ ★投标人所投标的雾笛导航系统应为制造厂家的成熟产品，买方不接受新试制产品。投标人所投产品（含蓄电池组）应具有至少两个项目在海洋环境条件下（海洋石油平台）运行两年及以上（从调试验收报告签字日期或使用方出具的运行时间证明文件起计）的业绩，并提供相应的书面材料（书面材料是指：合同及调试验收报告或合同及使用方出具的有效证明文件）；上述文件中如未包含设备所在设施的名称及使用方信息，投标人应提供有效说明文件。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

从2017年5月18日开始至2017年5月25日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元，售后不退。

4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2017年6月13日15:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦3层309室。

5. 开标时间：定于2017年6月13日15:00时（北京时间）开标。届时请参加投标的代表出席开标仪式。 开标地点：北京市东城区东直门外小街6号海油大厦3层309室。

6. 本次招标公告同时在中国国际招标网（www.chinabidding.com）上发布。

1. China National Offshore Oil Corp. Procurement Department Procurement & Tendering Centre and CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of CNOOC China Limited (herinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:

Technical parameters: The type of Navigation lights and obstruction lights should be LED. Battery of Navigation should be Nickel-Cadmium.

2. Qualification Requirements:

？ ★VENDOR shall entrust the CCS to competed NAVIGATION AIDS SYSTEM inspection certificate.

？ ★The NAVIGATION AIDS SYSTEM that VENDOR supplied should be the manufacturers standard products. The newly trial products is unacceptable. The products（include Battery）at least two projects has been operating successfully in marine environment （Offshore Oil Platform）for two years or more（commissioning/approval report date of signature or running time proof document of user ），Supplier should offer the corresponding written document (contract and commissioning report 、 contract and other valid documents by PURCHASERs or USERs) If document can not show the project name or user’s information, Supplier need supply other support documents.

5. Bids will be opened in the presence of bidders representatives who choose to attend at 15:00 p.m. (Beijing time) on June 13, 2017 at Room 309, 3rd Floor, CNOOC Tower, No.6 Dongzhimenwai Xiaojie, Dongcheng District, Beijing 100027, P.R. China for bid-opening.
