1. 中国海洋石油总公司采办部采购招标中心和中化建国际招标有限责任公司（以下简称：招标代理机构）受中海石油（中国）有限公司蓬勃作业公司（以下简称：招标人）委托，现邀请投标人对下列货物和服务提交密封投标：

货物名称：气浮选机，数量：4台

主要技术参数：处理量：550 方/小时，设计压力：-2kPaG~FW+35kPaG，设计温度：90℃

交货期：

国内交货时间及地点：2018年3月5日，山东青岛买方指定地点

国外交货时间及地点：2018年2月7日，CIF青岛港港口

2.资格标准：

投标人所投标的溶气气浮机橇产品应为制造厂家的成熟产品，买方不接受新试制产品。投标人所投产品应至少拥有两台（单台处理量≥430m3/h）产品在类似环境（海洋平台或FPSO）上运行两年以上（从交货验收合格日期或使用方出具的运行时间证明文件起计）的业绩，并提供相应的书面材料证明（书面材料是指：合同及交货验收单或合同及使用方出具的有效证明文件）；上述文件中如未包含溶气气浮机橇所在设施的名称及使用方信息，投标人应提供有效说明文件。

气浮选机橇块，投标人应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的中国船级社（CCS）对气浮选机橇块设备整体进行检验并获得检验证书。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

从2017年6月2日开始至2017年6月9日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（受益人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：****************07037，SWIFTCODE:COMMCNSHBJG），售后不退。

4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2017年6月26日13:30时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦3层308室。

5. 开标时间：定于2017年6月26日13:30时（北京时间）开标。届时请参加投标的代表出席开标仪式。

6. 开标地点：北京市东城区东直门外小街6号海油大厦3层308室。

7. 本次招标公告同时在中国国际招标网（www.chinabidding.com）上发布。

1.CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of CNOOC China Limited PENGBO Operating Company (herinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:

Name of Goods: Dissolved Gas Floatation， Q’ty: Four（4） sets.

The Key technical requirement:Capacity: 550 m3/h,Design pressure: -2kPaG~FW+35kPaG,Design temperature: 90℃

Delivery Schedule:

From within PRC: March 5, 2018 , Construction Site of Qingdao,Shandong ,P.R.China

From outside PRC: Februray 7, 2018,Qingdao seaport,Shandong,P.R.China

2.Qualification Requirements:

The Dissolved Gas Floatation Skid shall be the mature product of manufacture, The unused prototype equipment shall not be acceptable. The Suppliers bidding product shall have at least two similar sets (capacity is equal or greater than 430 m3/h) experiences in marine environment (offshore platform or FPSO), which running for more than 2 years (from delivery acceptance date or the performance period documentary evidence supplied by the user). The Supplier shall provide related written material (contract delivery acceptance and valid documentary evidence supplied by the user).If those documents do not contain which facility the product is located, or the user’s information, the supplier shall provide valid supporting paper.

The Supplier shall at his own cost arrange inspection and obtain inspection compliance certificate of The Dissolved Gas Floatation Skids from one of the certifying agencies authorized by COOOSO, which are CCS.

3. All those who are willing to participate in the bids are kindly requested to :

5. Bids will be opened in the presence of bidders representatives who choose to attend at 13:30 p.m. (Beijing time) on June 26, 2017 at Room 308, 3rd Floor, CNOOC Tower, No.6 Dongzhimenwai Xiaojie, Dongcheng District, Beijing 100027, P.R. China for bid-opening.
