2.资格标准：

投标人所投标的自力式调节阀应为制造厂家的成熟产品，买方不接受新试制产品。投标人所投产品应具有至少两个项目在石油炼化行业上运行两年及以上（从交货验收合格日期或使用方出具的运行时间证明文件起计）的业绩，并提供相应的书面材料证明（书面材料是指：合同及交货验收单或合同及使用方出具的有效证明文件）；上述文件中如未包含自力式调节阀所在设施的名称及使用方信息，投标人应提供有效说明文件。

投标人的产品必须取得TS B2认证（中华人民共和国特种设备制造许可证，针对自力式调节阀的取证级别）。

投标人所提供的产品应保证所有的设计，制造，配置，调试将在自己的工厂完成，并提供原产地证书，代工产品是不能接受的。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：从2017年6月19日开始至2017年6月26日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（受益人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：****************07037，SWIFTCODE:COMMCNSHBJG），售后不退。

4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2017年7月18日11:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦3层304室。

5. 开标时间：定于2017年7月18日11:00时（北京时间）开标。届时请参加投标的代表出席开标仪式。 开标地点：北京市东城区东直门外小街6号海油大厦3层304室。

1. China National Offshore Oil Corp. Procurement Department Procurement & Tendering Centre and CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of CNOOC China Limited PENGBO Operating Company (herinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:

2. Qualification Requirements:

The self-actuated pressure regulators provided by VENDOR shall be the mature products of the manufacturers, new trial products would not been accepted. The products provided by VENDOR should have at least two projects had successful applications in petroleum refining industry for two years ( From the date of acceptance of delivery or the certificate issued by USER). The VENDOR shall provide the corresponding documents (written material refers to: contract and the commissioning acceptance documents or contract and the effective proof certificate issued by the operator). If the above documents do not contain the name of the facility where self-actuated pressure regulator is located and the information of the user, the bidder shall provide a valid document.

VENDOR must obtain TS B2 certification (Peoples Republic of China special equipment manufacturing license, according to the evidence level self-actuated pressure regulator).

VENDOR shall guarantee that all the designing, fabricating, configuring, commissioning will be done in his own factory and provide Certificate of Origin, OEM product is not acceptable.

3.
