2.黑龙江省国律招标有限责任公司(招标代理)受哈尔滨市高寒城市智能公交系统建设项目管理办公室(业主)的委托现邀请合格的且有资格的投标人就下列合同包的货物和相关服务递交投标文件:

3.本次招标采用国际竞争性招标,凡符合世界银行(WB)采购指南(2011年1月版)规定,且不存在采购指南第1.6和1.7条款所述利息冲突的合格投标人均可投标。

4.有兴趣的合格投标人可以从黑龙江省国律招标有限责任公司进一步了解有关信息,并于2017年5月23日起每天9:00~11:30,13:00~15:30(北京时间,节假日除外)查阅招标文件。

5. 投标人的资格后审要求,如下:

1)、投标人具有ISO/TS16949、ISO9001和CCC认证证书;

2)、(a)如果投标人不是制造商:

如果投标人不是制造商,但是具有制造商授权(使用第四章投标格式中的制造商授权)代表制造商提供货物,制造商应该证明其满足下述(b)中的第(i)、(ii)和(iii)条资质要求,并且投标人应满足:

(i)投标人应该,在过去的5年内(2012年1月-投标截止时间),已经成功的执行了2个相似的合同,每个合同应供应至少120台插电式混合动力公交车。提供销售合同证明;

(ii)投标人应该有能力获得不少于2000万元或等价金额的财务资源履行本合同。

(b)如果投标人是制造商,应该证明其满足下列资格要求:

(i)投标人在过去3年内(2014年1月- 投标截止时间),大中型客车(大型客车指车长不小于9米,中型客车指车长7-9米)年均营业额不低于3亿元人民币;

(ii)投标人公交车生产经验不少于5年,且插电式混合动力公交车生产经验不少于3年;

(iii)投标人过去3年内(2014年1月-投标截止时间)年均生产插电式混合动力公交车不少于300辆。提供销售合同证明;

(iv)投标人应该有能力获得不少于2000万元或等价金额的财务资源履行本合同。

3)、国内制造商应该具有质量技术监督部门颁发的中华人民共和国特种设备安装改造维修许可证I级。

1.The People’s Republic of China has received financing from the World Bank toward the cost of the Heilongjiang Cold Weather Smart Public Transportation System Project, and intends to apply part of the proceeds toward payments under the contract for Purchase of Green Energy Buses of Harbin city.

2. Heilongjiang Guolu Tendering Co., Ltd. (the Procurement Agent), authorized by Harbin Cold Weather Smart Public Transportation System Project Management Office (the “Purchaser”), now invites Bids from eligible Bidders for the following contract:

3. Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers [Jan. 2011] (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

4. Interested eligible bidders may obtain further information from Heilongjiang Guolu Tendering Co., Ltd. and inspect the bidding documents during office hours 9:00~11:30,13:00~15:30 (Beijing Time) from May 23, 2017 at the address given below.

5. Post qualification requirements as follows:

1). the bidder should have ISO/TS16949, ISO9001 and CCC authentication certificate;

2). (a) If a Bidder is not a manufacturer

If a Bidder is not a manufacturer, but is offering the Goods on behalf of the Manufacturer under Manufacturer’s Authorization Form (Section IV, Bidding Forms), the Manufacturer shall demonstrate the qualifications stated in (b) (i), (ii) and (iii)below and the Bidder shall demonstrate the following:

(i) The bidder shall, in the past five years (January 2012 – the deadline of the bid submission), have successfully performed two similar contracts, each contract with supply of at least 120 plug-in hybrid buses. The sales contract shall be provided to demonstrate this.

(ii) The bidders shall have access to financial resources of not less than CNY 20 million or equivalent to perform the contract.

(b) If Bidder is a manufacturer

The bidder shall demonstrate the qualifications as stated below:

(i) The bidder’s average annual turnover of large (the length of the bus not less than 9m) and/or medium (the length of the bus between 7m and 9m both inclusive) buses shall be not less than CNY300 million in the past 3 years (January 2014 – the deadline of the bid submission).

(ii) The bidder shall have at least 5 years’ experience in bus manufacturing, and at least 3 years’ experience in plug-in hybrid bus manufacturing.

(iii)The bidder’s average annual production of plug-in hybrid bus shall be notless than 300 buses in the past 3 years (January 2014 – the deadline of the bid submission). The sales contract shall be provided to demonstrate this.

(iv)The bidder shall have access to financial resources of not less than CNY 20 million or equivalent to perform the contract.

3).The domestic manufacturer shall have the Peoples Republic of China special equipment installation maintenance license Class I issued by the National Quality and Technology Supervision Department.

6. A complete set of bidding documents may be purchased by interested eligible bidders upon the submission of a written application to the address below. The nonrefundable fee for purchase the Bidding Document is the CNY 1500 (or 200 dollar). The method of payment will be cashier, telegraphic transfer, or cheque. The document will be obtained at the address below or sent by mail for an additional CNY100 (the documents for international mail should pay for CNY350). No liability will be accepted for loss or late delivery.
