3. 投标人资格要求Qualification Requirements For Bidder

提供各种资质证书的复印件：投标人须提供有效的企业法人营业执照副本（或事业单位法人证书）、税务登记证、组织机构代码证复印件（若营业执照更换为统一社会信用代码，则不需要提供组织机构代码证、税务登记证），ISO9001质量管理体系认证证书。

To provide the photocopy of every kind of qualification certificate: The bidder shall provide photocopies of valid duplicate of business license of enterprise legal person (legal person certificate of public institution), tax registration certificate, organization code certificate (provided that the business license is changed to the uniform social credit code, organization code certificate and tax registration certificate shall not be required), and ISO9001 quality management system authentication certificate.

针对境内投标人：投标人须提供公司注册地检察机关出具的《检察机关行贿犯罪档案查询结果告知函》；投标人须提供银行基本账户开户许可证；被人民法院列为失信被执行人或被国家安全监管总局列入安全生产不良记录‘黑名单’的潜在投标人不得参加投标，否则其投标无效。

For domestic bidders：the bidder must provide the Procuratorial Organ’s Letter of Announcement of Query Result of Bribery and Crime Archives offered by the local procuratorial organ of the domestic bidder’s registered office;the bidder must provide the account opening permit for its basic bank account;the bidder that is listed as dishonest executor by people’s court(s) or in the “blacklist” of work safety demerits by State Administration of Work Safetymustn’t bid . If so, its bid will be rejected.

投标人应具备的业绩：

投标人应具有近3年该测试系统或同等测试系统的销售业绩并提供业绩清单，出具销售合同复印件或终验收证明。投标人应提供生产或代理销售过不低于本次招标要的测试系统或同等测试系统的业绩清单，投标人须提供近5年（2012年至今）在国内外实际应用不低于3个案例，并提供采购过类似设备的用户及使用情况，以相关合同复印件或用户证明（加盖用户公章有效，外文证明须附中文翻译）为准（案例个数以合同个数或用户证明个数为准）。

Performance requirements:

The bidder shall have the sales performance of the test system or equivalent test system in recent three years and provide a performance list, copy of sales contract or final acceptance certificate. The bidder shall provide a performance list of having ever produced or agented test system or equivalent test system not below related bidding requirements; provide at least three (3) cases of domestic and foreign actual applications in the past five (5) years as of 2012, with basic information of previous buyers of similar equipment and their use conditions, copy of related contracts or user certification bearing the user’s official seal (Especially foreign certification, if any, must be attached with Chinese translation.). The number of cases shall be subject to the number of contracts or user certification
