1. 中化建国际招标有限责任公司（以下称为“招标代理机构”）受海洋石油工程股份有限公司（以下称为“招标人”）委托，就惠州32-5/33-1项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by Offshore Oil Engineering Co.,Ltd. (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of HZ32-5 /HZ33-1by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

境外:

转子流量计、靶式流量计、超声波流量计：合同签订后20周

容积流量计、涡轮流量计、电磁流量计、质量流量计、孔板流量计：合同签订后16周

Overseas:

境内：中海福陆珠海场地

2. 对投标人的资格和业绩要求：

Requirements for Qualification and reference of Bidder:

（1）资格要求

Requirements for Qulification of Bidder

A．制造商通过ISO9001质量体系认证，并提供有效的质量体系认证证书；

The manufacturer of the Bid Goods shall pass ISO9001 Certification, and the Bidder shall provide valid Certificate of Quality Management System Certification.

B．如果投标人为代理商，投标人应得到所投货物制造商同意其为本次投标提供该货物的合法正式授权书。

If the bidder is an agent, the Bidder shall be duly authorized by the goods’ Manufacturer to supply the goods in this bid.

（2）资质要求及证明文件

A. 防爆证书Exd IIBT4 Explosion Proof Certificate Exd IIBT4

B. 防护等级证书IP56 Ingress Protection Certificate IP56

（3）业绩要求：

Requirement for Bidders reference:

投标人所投标的流量计应为制造商的成熟产品，不接受新试制产品。投标人所投货物业绩应在2015年1月1日前每种类型的流量计具有不少于两个应用于海洋环境的项目（海洋环境指海上平台或者FPSO）成功运行两年以上的业绩（从交货验收合格日期或使用方出具的运行时间证明文件起计）。

The flowmeters provided by VENDOR shall be the mature products of the manufacturers. Unused prototype equipment shall not be acceptable. Before Jan. 1,2015 the Bidder shall have at least two sets successfully operated references of each type flowmeter Goods in offshore project(offshore project shall mean offshore platform or FPSO)for two years (from the date of acceptance of delivery or the time of operation certificate issued by the user)

投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：销售合同复印件（含相关技术附件），和用户盖章的证明文件

投标人所提交的合同必须至少体现以下内容：货物名称、项目名称、使用环境、型号、交货验收报告或使用方出具的运行时间证明文件。用户盖章的证明文件必须至少体现已成功运行时间。

未提交业绩证明文件，或所提供的业绩证明文件无法验证货物名称、项目名称、使用环境、型号、成功运行时间，均视为无效业绩。

The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract(including technical appendix) and evidentiary documents sealed by Enduser. The copies of sales Contract furnished by the Bidder shall as least demonstrate the content show as follows: Name of Goods, Name of Project, usage circumstance, type、the contract and the delivery of acceptance or the use of a valid certificate issued by the user.. Evidentiary documents sealed by Enduser shall at least demonstrate the successful operation time.

If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Name of Goods, Name of Project, usage circumstance, successful operation time, the relevant reference will be deemed unvalid.

3. 有兴趣的投标人可通过以下方式获取招标文件：从2017年8月25日开始至2017年9月8日止，请登录中国海洋石油总公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding Document from Aug.25, 2017 toSep.8, 2017. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding Documents which is non-refundable, Bidder may download the Bidding Documents. Bidder fails to purchase Bidding Documents online is not eligible to bid.

4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2017年9月19日上午9:30（北京时间）前递交至北京市东城区东直门外小街6号海油大厦304会议室。在此时间后收到的投标文件恕不接受。

The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to No.304 meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing100027, P. R. China at or before 9:30 am (Beijing Time) on Sep.19, 2017. Any bid beyond the required time and date shall be subject for rejection.

This Invitation for Bids will be published on China International Bidding website (http://www.chinabidding.com) ，China Procurement and Tendering websit （http://www.chinabidding.com.cn）and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) at the same time.
