本招标项目是21.4万吨/年SAR装置专利技术及工艺包编制，选用废酸再生技术生产硫酸产品。Bidder are invited for the technology license and process design package preparation for 214000 tons / year of SAR unit, producing sulphuric acid from spent acid with regeneration technology。

项目业主为中海油东方石化有限责任公司，建设资金自筹，项目出资比例为100%，招标人为中海油东方石化有限责任公司。项目已具备招标条件，现进行公开招标，特邀请有兴趣的潜在投标人（以下简称申请人）提出资格预审申请。Project owner is CNOOC Dongfang Petrochemical Company Limited. 100% of the project funds are from the project owner and prepared. Tender conditions are prepared and, it is now out for public tender, inviting interested potential bidders (hereinafter called the applicants) to submit a prequalification application.

2.1Project profiles

中海油东方石化有限责任公司丙烯腈系列装置，充分利用海南精细化工项目一期工程通过深度催化裂解生产的丙烯资源，充分利用已配套建设的富裕公共工程能力，完善东方石化公司的产业链，提升公司竞争能力，是海南精细化工项目的核心生产装置，是企业经营效益的主要盈利增长点，同时可实现与中海化学公司海南基地的物料互供，项目具有较大的增量效益。丙烯腈项目系列装置包括：20万吨/年丙烯腈装置、7万吨/年MMA装置、21.4万吨/年SAR装置（处理量）。

License and process package preparation for 214,000 tons / year SAR Unit

CNOOC Dongfang Petrochemical Company Limited Acrylonitrile Complexare designed to make full usage of the propylene from the existingdeep catalytic cracking production unit. Thus to make good usage of the reserved utilities and complete the production chain. Upon the completion of this very important Acrylonitrile complex,the company will be able to exchange materials supply with CNOOC Chemical Company Limited. The competition capability and profit-making ability of the company will greatly elevated. TheAcrylonitrile complex include three units: a 200,000 tons / year of acrylonitrile unit, a70,000 tons / year of MMAunit, and a 214,000 tons / year of SARunit (processing capacity).

SAR处理来自丙烯腈装置的硫铵溶液及MMA装置的废酸液，生产98%的浓硫酸和100%的硫酸供丙烯腈和MMA装置自用。

SARunit will treat theammonium sulfate solution from acrylonitrile unit and the spent acidic liquid from MMAunit to produce concentrated sulfuric acid of 98%and 100%oleumto be used back in the acrylonitrile unit and MMAunit.

本项目位于海南省东方市疏港大道工业园区。

The project is located in the industrial park,ShugangDadao, Dongfang city, Hainan Province.

2.2招标范围2.2Tender scope

招标范围是按业主提供的技术文件要求的参数提供21.4万吨/年SAR装置工艺技术许可、工艺包编制、现场服务、开车指导。

According to the technical requirements and parameters given in tendering documentsby owner, bidder will provide technology license, process design package, site service and start-up instruction for the 214,000 tons / YearSAR unit。

2.3计划工期2.3Planned schedule

计划工期：合同签订后120 日历天。

Planned duration: 120Calendar daysafter signing the contract.

********6">3．申请人资格要求3. Applicant qualification requirements

********7">3.1 具有专利技术许可资格的供应商并且在国内外运行的同类装置中具有较好业绩。Qualified to license the related patented technology and know-how and have good record of similar plant in operation both in China and abroad.

3.2 关于联合体要求3.2Requirements about Consortium

本次资格预审不接受联合体资格预审申请。

Consortium pre-qualification applicationis not accepted.

********3">4．资格预审文件的获取4. To obtain prequalification documents

申请人可通过以下方式获取资格预审文件：
自2017年08月1日开始至2017年08月8日止，在中国海洋石油总公司门户网站（https://buy.cnooc.com.cn）购买资格预审文件（电子版）。申请人须在线填写购买招标文件登记表，并在线支付标书款至指定账户（开户名称：中化建国际招标有限责任公司，开户银行：交通银行北京分行和平里支行，账号：****************09667）。在线支付成功后，系统将向申请人在购买资格预审文件登记表中填写的电子邮箱发送通知邮件，申请人可通过邮件中的链接自行下载资格预审文件。资格预审文件每套售价为2000元人民币。Applicants prequalification documents can be obtained in the following ways:
From Aug.1, 2017 until August 8, 2017, applicants can logon China National offshore oil Corporation portal (https://ssl.translatoruser.net/bv.aspx?from=zh-CHS&to=en&a=http%3A%2F%2Fwww.cnooc.com.cn%2Fcol%2Fcol871%2Findex.html) to purchase the prequalification documents (electronic version). Applicants should fill in the online form forpurchase of tender documents, and make online payment to tenders account (account name: CNCCC International Tendering Company Limited, Bank: Bank of Communication, Beijing hepingli branch, account number:****************09667). After successful online payment, applicants will receive an email with the email address filled in the above-mentioned form, and download the prequalification documents from the link in the email. The prequalification documents are non-refundable 2000RMB Yuan.

本次资格预审采用合格制。

********5">6．资格预审申请文件的递交6. Submission of applications for prequalification

6.1 递交资格预审申请文件截止时间为 2017年8月15日 11时 00 分，地点为：北京市东城区东直门外小街6号海油大厦4层会议室

6.1The deadline for submission of prequalification application document is August 15, 2017, 11:00 a.m. and delivered to 4 floor boardroom, CNOOC Building,no.6Dong Zhi men WaiXiaojie, Dongcheng District,Beijing.

6.2 逾期送达或者未送达指定地点的资格预审申请文件，招标人不予受理。

6.2Tenderer does not accept prequalification application documents which is delivered after the deadline or not to the designated location.
