Assignment Title:Administrative Measure for Environmental Remediation of Contaminated Sites inLiaoning

The People’s Republic ofChina has received grantfrom Global Environmental Facility (GEF)toward the cost of the China ContaminatedSite Management Project, and intends to apply part of the proceeds forconsulting services. The Project aims to composethe draft administrative measure for Environmental Remediation of ContaminatedSites in Liaoning based on the systematically study on existing laws, policiesand administrative measures related to contaminated sites in China, andinvestigation of policy demands of cities of Liaoning province.

The consulting services(“the Services”) include fourtasks as (i) Study on theenvironment management administrative measures domestic and abroad; (ii) Surveyon the demands of local environmental protection bureaus on contaminated sitemanagement; (iii) Drafting the Administrative measure onenvironmental management of contaminated sites of Liaoning Province; and (iv) Technical support to the Liaoning PMU and LiaoningDEP for release of the administrative measure. The estimated work of the consulting service shouldbe commenced from November2017, and the consulting service will last to the end of 2020. It is estimatedthat the input for national consultants will be 330 person-days.

Department ofEnvironmental Protection of Liaoning Province Project Management Unit (LiaoningPMU) now invites eligible consulting firms (“Consultants”) to indicate theirinterest in providing the Services. Interested Consultants should provideinformation demonstrating that they have the required qualifications andrelevant experience to perform the Services.

The shortlistingcriteria are: the Consultants should be independentlegal entities. The consultants should have rich experiences in environmentalmanagement, have at least one experience of drafting policy/standard/technicalguidelines in recent 5 years. The consultants should at least have oneexperience in contaminated sites’ investigation, risk assessment, and remedyselection in recent 5 years.

The attention ofinterested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment ofConsultants [under IBRD Loans and IDA Credits & Grants] by World BankBorrowers (January 2011, Revised July2014) (“Consultant Guidelines”), setting forth the World Bank’s policy onconflict of interest.

Consultants mayassociate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A Consultant will beselected in accordance with the Consultant’s Qualifications Selection (CQS) method set out in the ConsultantGuidelines.

任务名称：辽宁省污染场地环境修复管理办法（CL-1）

中国政府已向全球环境基金申请一笔赠款，用于建设中国污染场地管理项目，并计划将其中的部分赠款用于采购咨询服务。项目旨在基于对我国已有的污染场地环境管理法规、政策的系统研究和对辽宁省各城市政策需要的调查，编制辽宁省污染场地环境修复管理办法的草案。

本咨询服务（以下称“服务”）内容包括四个任务：（1）国内外污染场地环境管理办法的研究；（2）地方环保局污染场地管理需求调研；（3）编写辽宁省污染场地环境修复管理办法草案；（4）为辽宁省项目办与辽宁省环保厅发布辽宁省污染场地环境修复管理办法提供技术支持。预计咨询服务将从2017年11月持续至2020年底。本项咨询服务预计需要330个人日。

辽宁省环保厅“中国污染场地管理项目”项目办现邀请合格的咨询顾问公司（以下简称“咨询顾问”）表达他们提供相应咨询服务的兴趣。有兴趣的咨询顾问应当提供相应的材料，证明具备相应的资质和相关的经验能够胜任这项服务。

入选短名单的标准：具有独立法人资质。在环境管理领域有丰富经验，近五年内至少有过一次编制政策/规范/技术导则的经历。近五年内至少有过一次污染场地调查，风险评价和修复选择的经历。

有兴趣的咨询顾问应当注意2011年1月（2014年7月修订）出版的《世界银行借款人选择和聘请咨询顾问指南》（以下称“咨询服务指南”）的1.9段中规定的，世行关于利益冲突政策的条款。咨询顾问可以联合其它顾问，以联合体或者分包咨询顾问的形式加强他们的资质。
