1．中国海洋石油总公司采办部采购招标中心和中化建国际招标有限责任公司（以下简称“招标机构”）受中海石油（中国）有限公司湛江分公司委托，邀请合格投标人就东方13-2气田群开发工程项目的下列全新货物和有关服务进行国际公开招标, 现邀请投标人对下列货物和服务提交密封投标：
货物名称： 安全阀和流量计，
数量：安全阀130套，爆破片15套，容积式流量计5套，涡轮流量计4套，涡街流量计2套，转子流量计4套，电磁流量计19套，质量流量计10套，超声波流量计17套，靶式流量计10套，孔板流量计4套，限流孔板8套，电磁阀12套，差压表9套。
交货时间：不晚于2018年7月5日（国内供货），不晚于2018年6月15日（国外供货）。
交货地点：
1） 国内供货： CEPB和WHPA平台设备：广东省珠海市买方建造现场；PRP平台和其他平台设备：广东省湛江市买方建造现场。
2） 国外供货：广东省湛江港
2．业绩和资格要求：投标人所投安全阀和流量计（每一类）的工程项目业绩具有近十年内在2个海上油气田或FPSO项目上成功运行2年（含）以上，并提供该业绩的合同复印件和稳定运行证明文件（最终接收证书或最终调试报告或用户运行证书。证明文件中需要包括含供货名称、主要技术参数、用户名单、用户所在地国家（地区）等信息）。
3．主要技术要求：所有仪表的防护等级不低于IP56。
4．有兴趣的合格投标人可通过以下方式获取招标文件：从 2017年9月27日开始至2017年10月12日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并支付标书款至指定账户（使用人民币购买招标文件须在线完成支付，不接受线下汇款；使用美元购买招标文件请汇款至下面账户，开户名称：中化建国际招标有限责任公司，开户银行：交通银行北京分行和平里支行，账号：****************07037，SWIFT Code: COMMCNSHBJG）。支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元，售后不退。
5．投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金并于2017年10月19日10:30时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦3层308号会议室，在此时间后收到的投标文件恕不接受。
6．开标时间：定于2017年10月19日10:30时（北京时间）开标。届时请参加投标的代表出席开标仪式。
7．开标地点：北京市东城区东直门外小街6号海油大厦3层308号会议室。

1.Procurement & Tendering Center of CNOOC Procurement Dept. and CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of CNOOC China Limited (hereinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:
Name of Goods: Safety Valves and Flowmeters,

Quantity: 130sets of safety valve, 15sets of RUPTURE DISC, 5sets of POSITIVE DISPLACEMENT FLOWMETER, 4sets of TURBINE FLOWMETER, 2sets of VORTEX FLOWMETER, 4sets of ROTAMETER, 19sets of ELECTRO-MAGNETIC FLOWMETER, 10sets of MASS FLOWMETER, 17sets of ULTRASONIC FLOWMETER, 10sets of TARGET FLOWMETER, 4sets of ORIFICE PLATE FLOWMETER, 8sets of RESTRICT ORIFICE, 12sets of SOLENOID VALVE, 9sets of DIFFERENTIAL PRESSURE INDICATOR.

Delivery schedule:
1) Goods Offered from within PRC Customs Territory: No Later than July 5th, 2018;
2) Goods Offered from outside PRC Customs Territory: No Later than June 15th, 2018.

Destination of delivery:
1) Goods Offered from within PRC Customs Territory:
(1) Instruments for CEPB&WHPA: Buyer’s Construction site at Zhuhai City, Guangdong Province, P.R. China; (2) Instruments for PRP& other platforms: Buyer’s Construction site at Zhanjiang City, Guangdong Province, P.R. China
2) Goods Offered from outside PRC Customs Territory: Zhanjiang Port, Guangdong Province, P.R. China

2.Qualification requirement: the safety valves and each type of flowmeters that bidder bidding shall have no less than two years of successful operation performance in at least of two offshore oil and gas fields or FPSO projects within the last ten years, and the bidder shall provide evidencing documents: copies of contracts（orders） and good documentary evidence proving that the equipment of that type enjoys at least 2 years of stable operation（final acceptance certificate、final test report、user’s operation certificate. Documentary evidence including information such as the name of equipment, main technical parameters of the equipment, user list, the country (region) where users’ locations belong to, etc.）.

3. Main technical requirement: The protection level of all instruments shall not be lower than IP56.

4. All those who are willing to participate in the bids are kindly requested to : enter into website https://buy.cnooc.com.cn/cbjyweb/ to purchase the bidding documents (electronic edition) on line from September 27th, 2017 to October 12th, 2017 upon non-refundable payment of RMB 2,000 or USD300 for each copy.
