　安宁区是甘肃省会兰州市主城区之一，位于黄河北岸，东接城关区，南临黄河与七里河区、西固区隔河相望，西至虎头崖与西固区相接，北与皋兰县接壤。区名源自明代军事城堡安宁堡，取“安宁无患、不受侵害”之意，是古丝绸之路的必经地之一。同时兰州市人民政府抢抓“一路一带”战略机遇，全方位打造丝绸之路经济核心节点城市的核心区域。

本次活动将面向全球公开征集具有相关规划设计经验的规划设计机构参与，本项目共分为3个标段，欢迎全球优秀的规划设计机构报名并递交项目建议书。竞赛委员会将通过项目建议书的评审，每个标段选取5家竞赛单位参加此次竞赛活动，具体事宜公告如下：

3、项目竞赛形式：本次竞赛采取国际竞赛形式，通过在网络媒体，纸质媒介发布竞赛公告，公开接受国内外设计单位（设计联合体）的报名，在报名单位中每个标段选取具有相关经验与相应设计资质的五家单位参赛，未获得竞赛委员会邀请的单位的设计方案将不被受理。

4.1一标段（中央商务区）：项目规划设计范围位于安宁区中部，西起桃林路（S554#），东至万新南路（S578#），南起富强路（S595#），北至安宁西路（T514#），总用地面积约为224公顷（3360亩）。其中重点地区城市设计范围为：北起B579#规划路，南至T591#路 ，西起S556#—B572#规划路，东至S568#—B572#规划路,总用地面积约为68.04公顷（1020.6亩）（详见基础资料）；

4.2二标段（生态文化广场）：项目规划设计范围位于安宁区东部，沿安宁深沟东西两侧展开，东西最宽处约1000米，最窄处约220米，南起黄河岸线，北至皋兰县县界。总用地面积约为240.16公顷（3602亩）。其中规划重点为：1.可开发现状污水厂用地；2.深沟及其两岸绿地；3.可开发现状城中村用地（详见基础资料）。

1、本次竞赛欢迎境外机构参与，鼓励境内、境外竞赛组成联合体报名；竞赛单位须是中华人民共和国境内机构；如竞赛单位为境外机构，须同时与一家中华人民共和国境内机构组成联合体，同时提供《联合体协议书》（联合体成员数量不允许超过2家，牵头人必须为中华人民共和国境内机构，已组成联合体的竞赛单位不得再单独报名参赛）；
