1、 本招标邀请书已作为本项目的总采购公告（GPN），刊登在2002年3月10日的“亚洲开发银行商业机会”上。

2、 中华人民共和国政府已从亚洲开发银行得到了一笔以美元计算的贷款，用于支付广西道路发展项目项下的南宁至友谊关公路的费用，并决定将其中部分贷款用于该项目设备采购合同项下的合理支付。

6、 任何有兴趣的合格投标人可以从2005年12月28日起， 于北京时间上午9 时至下午4时（星期六, 星期日和节假日除外），在中机国际招标公司购买招标文件。每个合同包的全套文件（中英文）售价人民币2000元或美元240元，如需邮寄，请另加人民币400元或美元50元，售后不退，且买方对邮寄过程中文件的丢失不负任何责任。

7、 投标书应于2006年2月27日北京时间上午10：00时或之前递交到买方所在地。每个合同包的所有投标书必须附有不少于每个合同包投标报价的2％的投标保证金。迟到的投标书将被拒绝。2006年2月27日北京时间上午10：00时，将举行公开开标仪式，投标人可派代表参加。

8、 买方不负责投标人因准备或递送投标文件而发生的任何费用。

9、 在投标文件的比较时，将按照投标人须知的规定使用亚洲开发银行的国内优惠方案。

1. This Invitation for Bids follows the General Procurement Notice for this project that appeared in the “ADB Business Opportunities” on 10 March , 2002.

2. The People’s Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Guangxi Roads Development Project(Nanning-Youyiguan Highway) and it intends to apply part of the proceeds of the loan to eligible payments under the Contracts for Road Maintenance and Inspection Equipment listed under paragraph 3.

3. CMC International Tendering Corporation (CITC, the Procurement Agent), authorized by Guangxi Communications Infrastructure Construction Administration Bureau ("the Purchaser"), now invites sealed bids from eligible bidders for the supply, installation and related service of the following goods.

Bidders shall have the option to submit proposals on one complete package or several complete packages. A bidder shall bid for the whole contractpackage with all the items, otherwise such bid will be rejected as non-responsive. The evaluation and contract award are based on one complete contract package.

4. International competitive bidding will be conducted in accordance with ADB’s Single Stage: One-Envelope bidding procedure and is open to all Bidders from eligible source countries.

6. The Bidding Documents, in the English language, may be purchased by interested Bidders on the submission of a written application to the address of CITC between 9:00 a.m. and 16:00 p.m. from December 28, 2005 to February 27, 2006 (Beijing Time) (Saturdays, Sundays and holidays excepted), and upon payment of a nonrefundable fee of RMB 1000or USD 120for each contract package. The method of payment will be cash, cashier’s check, or direct deposit to specified account no. For mail order, please add RMBY400 or USD50. The document will be sent by courier promptly. No liability will be accepted for loss or late delivery.

7. Bids must be delivered to the Purchaser at the above address at or before 10:00 a.m. on February 27, 2006 (Beijing Time). All Bids must be accompanied by a Bid Security not less than 2% of bid price. Late bids shall be rejected. Bids will be opened in the presence of the Bidders representatives who choose to attend at the Purchaser’s address above at 10:00 a.m. on February 27, 2006.

8. Guangxi Communications Infrastructure Construction Administration Bureau ("the Purchaser") will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

9. In the comparison of Bids, ADB’s Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Instructions to Bidders.
