1.中华人民共和国财政部已经从日本国际协力银行，(以下简称JBIC)，获得总计为JPY14,144,000,000日元的官方开发援助贷款，用于太原环境改善项目，贷款协议编号：C01—P150，签署日期2002年3月29日。本资格预审邀请项下签署的合同将使用此贷款款项进行支付。JBIC的官方开发援助贷款在所有方面是以贷款协议的条款及条件为依据的，包括支付程序和JBIC的官方开发援助贷款采购导则。除中华人民共和国财政部以外其他任何一方均不得享有贷款协议所赋予的权利，或对支付进程提出任何要求。
2.中机国际招标公司(以下简称为 “CITC”)由太原钢铁(集团)有限公司授权，(以下简称为“业主”)将对下述总价合同的承包商进行资格预审。

3. 根据JBIC官方开发援助贷款采购导则的规定，资格预审的对象为来自合格成员国的公司和自愿组成的联合投标体。合格成员国的定义为世界上的所有的国家和地区。
4.有兴趣的申请人可以在北京时间2005年1月21 日至3月6 日 上午9:00至11:00在北京市丰台区西三环中路90号通用技术大厦603房间向CITC获取资格预审有关文件。资格预审文件每套5000元人民币或605美元，售出不退。以邮件方式提交的购标申请要包括符合上述金额和币种的保付支票，如为国外邮购另加50美圆邮费，国内邮购外加100元人民币，收款人均为 CITC。此种情况下， CITC将立即快件寄送文件，但任何情况下对寄给投标人的文件延迟到达或文件丢失均不负责任。
5. 对合格的申请人的最低资格标准：
(a)过去两年中(截止资格预审申请日)，主要承包商其年平均营业额（指执行中或已完成的工程额）不低于4000万美元。
(b)在过去10年中，申请人应具有作为主要承包商至少完成过三个140T/H干熄焦项目的主要设备，同时提交项目运营者出具的设备供货证明以表明这些主要设备的成功运行，还要具有协调主要设备分包商的成功经验。
(c) 质量保证。 作为制造商的申请者应通过ISO9001质量体系的认证或是通过其它相当的质量体系的认证。
(d) 申请人证明在干熄焦系统、余热锅炉系统、发电机组系统设计、试验、制造、现场试验以及调试方面的经验。申请人须提供经过经营者签字的、证明成功运行的文件。
(e) 申请人作为牵头方，必须满足相应资格要求，还应对合同货物和服务的质量和进度协调负责。
6.资格预审申请文件必须经密封后在北京时间2005年3月7日11 时之前以面交的方式送达山西省太原市东辑虎营6号银龙酒店。迟到的申请书将不被考虑，并原封退回。申请结果将适时通知申请人。只有资格预审合格的公司和投标联合体方能有资格参与投标。

1. Ministry of Finance of the People’s Republic of China has received an ODA Loan from Japan Bank for International Cooperation (hereinafter referred to as the “JBIC”), in the amount of JPY14,144,000,000 toward the cost of Taiyuan Environmental Improvement Project (Loan Agreement No. : C01-P150) dated March 29, 2002 and intends to apply a portion of the proceeds of the loan to the payments under the contract for which this Invitation for Pre-qualification is issued. Disbursement of the ODA Loan by JBIC will be subject, in all respects, to the terms and conditions of the Loan Agreement, including the disbursement procedures and the Guidelines for Procurement under JBIC ODA Loans. No party other than the Ministry of Finance of the People’s Republic of China shall derive any rights from the Loan Agreement or have any claim to Loan proceeds.

2. CMC International Tendering Company (hereinafter referred to as “CITC”) is authorized by Taiyuan Iron And Steel (Group) Co.Ltd. to pre-qualify contractors for the following lump sum contract:

1A One set of coke dry quenching equipment capable of quenching coke 140tons/hour and handling coke 1,118,000 tons/year, together with waste heat boiler, back pressure turbine generator batteries, demineralized water station, dedusting of coke dry quenching, dust collecting of coke transfer system and electric facilities and others as well as related services.

3. Pre-qualification is open to firms and voluntarily formed joint ventures from eligible source countries in accordance with the Guidelines for Procurement under JBIC ODA Loans. The eligible source countries are defined as all countries and areas in the world.

4. Interested applicant(s) may come to CITC for obtaining the pre-qualification documents between 9:00 and 11:00 a.m. from January 21 to March 6, 2005 (Beijing Time) at Room 603, Genertec Plaza, No. 90 Xisanhuanzhonglu, Fengtai District, Beijing. The documents are available for a nonrefundable fee of RMB5000 yuan or U.S.$605. Requests submitted by mail should include a certified check in the amount and currency indicated above plus the post fee of USD50.-(abroad) or RMBY100.-(domestic) in favor of CITC. In this case, CITC will promptly dispatch the documents by express airmail, but under no circumstances can it be held responsible for late delivery or loss of the documents so mailed to the bidder.

5. The eligible applicant shall meet the following minimum criteria:
(a) Average annual turnover as prime contractor (defined as billing for works in progress and completed) over the last 2 years (by the deadline of submission of the Application) shall be no less than USD 40 million.
(b) The Applicant shall have successful experience as prime contractor in execution of the main equipment contract for at least three 140t/h CDQ plant, in the meantime, he shall supply certificates issued by the plant managers to demonstrate the successful operation of the main equipment, and has successful experience of coordination with the sub-supplier of the main equipment in the past 10 years.
(c) Quality assurance. The applicant who are manufacturer, shall have Quality System of ISO9001 or equivalent quality system.
(d) The applicant shall demonstrate his experience in the system of coke dry quenching equipment, the waste heat boiler and the generator batteries designing, model testing, manufacturing, site testing and commissioning through supplying. The applicant shall supply certificates issued by the plant managers to demonstrate the successful operation.
(e) The applicant who acts as a leading party in the project must satisfy the requirements to his qualification and held responsibility for the quality of the goods and services under the Contract and coordination related with project schedule and progress.

6. Submissions of Applications for Pre-qualification must be received in sealed envelopes, delivered in person to Yinlong Hotel, No. 6 East Jihu Road, Taiyuan, Shanxi Province, China, not later than 11:00 a.m. (Beijing Time) on March 7, 2005. Documents, which are received later, will not be considered and will be returned unopened. Applicants will be advised, in due course, of the results of their applications. Only firms and joint ventures pre-qualified under this procedure will be invited to bid.
