1.中华人民共和国政府已从国际复兴开发银行（以下简称世界银行）获得一笔以多种货币计算的贷款，用于支付山东环保项目（贷款号: 4237-CHA）的费用，并计划将一部分贷款用于威海供热子项目合同项下的合格支付。

2.中机国际招标公司（以下简称“CITC”）受威海博通热电有限公司委托，邀请合格投标商就下列货物和有关服务提交密封投标：

包A：WDH/25.1锅炉及辅机

包B：WDH/26.1 汽轮发电机及辅机

包C：WDH/27.1 电气设备

有兴趣的投标商可根据自己的选择，投一个包或多个包。在最低评标价的基础上，中标商可获得单个合同包或多个合同包；中标商投一包以上所给予的优惠在评标时予以考虑如达到最低价格将被买方接受。对于单包部分报价予以拒绝。

3.有兴趣的合格投标商可从CITC得到进一步的信息和查阅招标文件。

4.有兴趣的合格投标商可从2004年7月24日起每天（节假日除外）上午9:00---11:00，下午1:30---4:30（北京时间）在下述地址提交书面申请后购买招标文件，每一合同包的招标文件售价为750元人民币或90美元，售后不退。如需邮购，加收240元人民币或30美元。

5.所有投标书须于2004年9月7日北京时间上午10:00之前递交到上述地址，并须附有不低于投标总报价的2%的投标保证金。

CMC INTERNATIONAL TENDERING COMPANY (CITC)

1. The Government of the People’s Republic of China has received a loan from the World Bank in various currencies towards the cost of Shandong Environment Project (Loan No. 4237-CHA). It is intended that part of this loan will be applied to eligible payments under the Contract for procurement of Boiler, Turbine and Electrical Equipment (3 packages) for Weihai District Heating Supply Sub-Project.

2. The CMC International Tendering Company (Procurement Agent) (hereinafter referred to as “CITC”), for and on behalf of Weihai Weihai Botong Heat & Power Company Ltd., (Purchaser) invites sealed bids from eligible bidders for the supply of following:

Package C: WDH/27.1 Electrical Equipment

Bidder is allowed to bid for a single package or multi-packages at their choice. Evaluation will be done on the basis of an individual package or a combination of packages. Discounts offered by Bidders for more than one package will be taken into account in the evaluation to arrive at the lowest evaluated overall cost to the purchaser. A bid for part of a package will be rejected.

3. Interested eligible bidders may obtain further information from and inspect the bidding documents at the office of CITC at the following address.

4. A complete set of Bidding Documents may be purchased by any interested eligible Bidder on the submission of a written application to the CITC between 9:00~11:00 a.m., and 1:30~4:30 p.m. (Beijing Time) from July 24, 2004 to September 7, 2004 at the above address (Saturdays, Sundays and holidays except) and upon payment of a nonrefundable fee of RMB750 or US$90 for each package of Bidding Documents. To have the documents sent by APECIAL COURIER, please add RMB 240 or USD30.

5.All bids must be delivered to the below office on or before 10:00 a.m. (Beijing Time) on September 7, 2004 and must be accompanied by a security not less than 2% of its Bid Price.
