Supply and Installation of an Area Traffic Control System for Urumqi

1.The PRC has received a loan from the International Bank for Reconstruction and Development toward the cost of the Urumqi Urban Transport Project, and it intends to apply part of the proceeds of this loan to payments under the Contract for Supply and Installation of an Area Traffic Control System
2.CMC International Tendering Company (Procurement Agent) (hereinafter referred to as “CITC”), for and on behalf of Urumqi Urban Transport Improvement Project Executive Office (Purchaser) invites sealed bids from eligible bidders for for the design, construction, installation, and setting up of an Area Traffic Control System for the control and monitoring of traffic signals in Urumqi. The Contract will include the supply and installation of:
a)new traffic signals, poles and traffic signal controllers for some 280 junctions;
b)computerised ATC system and all necessary traffic engineering effort;

3.Interested eligible bidders may obtain further information from CITC and inspect the bidding documents at the address given below during working hours which are between 8.30am and 11.30am, and between 1.30pm and 5.30pm, Monday to Friday from June 22, 2004 to August 6, 2004, but not including Public Holidays.
4.A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to Employer and upon payment of a non-refundable fee of 3000 in Chinese Yuan or in 375 in USD. The method of payment will be in cash or by remittance. The Employer will promptly dispach the documents by registered airmail, but under no circumstances will it held the responsible for late delivery or loss of the doucments so mailed. For delivery through courier, an additional CNY250 (domestic) or USD 30 (abroad) will be required.
5.Bids must be delivered to the Employer’s address below at or before 12:00 (Beijing Time), August 6, 2004. All bids must be accompanied by a security of at least two percent of the bid price or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the Employer’s address below at 12:00 (Beijing Time), August 6, 2004.
