2.资格标准：

？ ★投标人所投标的雨淋阀应为制造厂家的成熟产品，买方不接受新试制产品。投标人所投产品应具有至少2个项目在海洋环境条件下（海洋石油平台或FPSO）运行2年及以上（从调试验收报告签字日期或使用方出具的运行时间证明文件起计）且雨淋阀材质为Nickel Aluminum Bronze ASTM B148 C95800的业绩，并提供相应的书面材料（合同及调试验收报告、或合同及使用方出具的有效证明文件）。

？ ★雨淋阀橇需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。投标人应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（CCS、DNV、 BV、 ABS 、LIoyd’s.）对雨淋阀橇进行检验并获得检验证书。

？ ★雨淋阀应提供有效期内的FM或UL认证。

？ ★雨淋阀橇交货时提供雨淋阀的中国强制性产品认证（3C 认证）。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

从2017年10月24日开始至2017年10月31日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元 （收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：****************07037，SWIFTCODE:COMMCNSHBJG），售后不退。

4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2017年11月14日13:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4层403室。

1. China National Offshore Oil Corp. Procurement Department Procurement & Tendering Centre and CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of CNOOC China Limited PENGBO Operating Company (hereinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:

Quantity: 7sets

Technical parameters: 10”, 8” ，The material of deluge valve and butterfly valve shall be Nickel Aluminum Bronze ASTM B148 C95800.

2. Qualification Requirements:

？ ★The bidding deluge valve shall be a mature product for manufacturers, and the purchaser does not accept the new product. The deluge valve which the material is Nickel Aluminum Bronze ASTM B148 C95800 shall have at least 2 projects in the marine environment (offshore oil platform or FPSO), and have been running for 2 years and above(from the date of signature of the commissioning and receiving report or running time issued by the user), and provide the corresponding written documents (contract and commissioning/receiving report, or contract and valid documents issued by user).

？ ★The deluge valve skid shall be designed, manufactured, certified and tested in accordance with the requirements of Safety Rules for Offshore Fixed Platforms. The product inspection certificate for deluge valve skid shall be provided. The certifying agency shall be any one of the certifying agencies approved by the China Offshore Oil Operation Safety Office (COOOSO), such as CCS, DNV, BV, ABS, or LIoyd’s.

？ ★The deluge valve shall be FM approved or UL listed.

？ ★The China Compulsory Certification of the deluge valve shall be provided.
