3．有意向的投标人可从2017年12月15日～2017年12月22日（节假日除外）每日上午09时至11时，下午02时至04时，按照招标公告要求购买招标文件，购买人需持单位介绍信或单位负责人授权书、购买人身份证原件及复印件，国内投标人投标还需持开户许可证（基本账户）复印件购买，招标文件每套售价500元人民币或85美元，售后不退[邮购须另加50元人民币（国内），200元人民币或35美元（国外）]。未购买招标文件不可以参加投标。

4．所有投标文件应于2018年1月8日09时00分（北京时间）之前递交到陕西省西安市雁塔区电子二路88号菲林酒店九层会议室。

5．定于2018年1月8日09时00分（北京时间），在陕西省西安市雁塔区电子二路88号菲林酒店九层会议室公开开标。届时请参加投标的代表出席开标仪式。
