2.对投标人的资格要求

2.1投标人应为独立的法人机构，能够独立承担民事责任，具有有效的营业执照或有效的公司注册登记证明材料。

2.2投标人为代理商的，需提供制造商出具的拟投标产品的授权证明，并明确承担一切售前、售后责任。

2.3投标人所提供的产品在中国大陆地区有成功应用案例，提供合同或验收证明材料。

2.4近年财务状况良好。

2.5本项目不接受联合体投标。

2.6投标人必须向招标机构购买招标文件并进行登记才具有投标资格。

3.招标文件获取

3.1 凡有意参加投标者，请于2017年12月25日至2017年12月29日（法定公休日、法定节假日除外），每日上午09时至11时，下午02时至04时（北京时间，下同）购买招标文件。

3.2 招标文件售价：每包1000元人民币或150美元（招标文件售后不退）。

3.3 购买招标文件地点：北京市海淀区中关村南大街31号8号楼二层。

4.投标文件的递交

4.1 投标文件递交的截止时间（投标截止时间，下同）为2018年1月16日09时00分，地点为上海市闵行区华宁路251号上海卫星装备研究所科研楼205会议室。

4.2 逾期送达的或者未送达指定地点的投标文件，招标人不予受理。

热辐射分析模块、瞬态热流分析模块 has been qualified for bid invitations. The project funded all by state funding which has been in place. The Tenderee is Shanghai satellite equipment research. Entrusted by Beijing Xingda Technology Development Co. LTD (Tenderee), Beijing Guoke Junyou Engineering Consulting Co., Ltd. (Tendering Agent) is responsible for international competitive bidding procurement on this project.

2. Qualification Requirements for Bidder

2.1 Any Bidder shall be an independent legal entity with valid business license (or valid material to prove the registration of company) and business scope as pertains to this project, and be able to solely bear the civil liability.

2.2 If Bidder is an agent, the authorized certificate shall be available from the manufacturer. The agent should clear to undertake all responsibilities of pre-sales and after-sales service.

2.3 Bidder should provide evidences to indicate the product has successful application cases in mainland China.

2.4 The financial affairs should be a sound financial position.

2.5 This project does not accept joint bidding from consortiums.

2.6 Bidder is not qualified for bidding until he/she has purchased IFB documents and registered from the tendering agency.

3. Acquisition of IFB (Invitation For Bids) Documents

3.1 For those who wish to participate in this bidding activity, please purchase the IFB documents at 9:00 am to 11:00 am or 2:00 pm to 4:00 pm (Beijing Time, the same below) each business day on Dec25-Dec29, 2017 (except Statutory weekend and holidays).

4. Bid Submission

4.2 Overdue or not to the designated location that IFB documents are submitted, the Tenderee will not accept the bid document.
