1.1?Project name: Open-Pit Mining and Stripping Work for?Ecuador Mirador Copper Mine

工程名称：厄瓜多尔米拉多铜矿露天采矿与剥离工程

1.2?This?bidding project has been approved by the National Development and Reform Commission of Peoples Republic of China. The project owner and tenderee?is EcuaCorriente S.A,?a Chinese-funded company registered?in Ecuador. The construction fund is raised by itself. The?bidding conditions?are available for this?project, and now it is open for public bidding. It is hereby to invite the potential applicant (hereinafterreferred to as “Applicant”) to apply for prequalification.

本招标项目已由中华人民共和国国家发展和改革委员会批准建设，项目业主及招标人为EcuaCorriente S.A，是一家位于厄瓜多尔的中资公司，建设资金自筹。项目已具备招标条件，现就该项目进行公开招标，特邀请有兴趣的投标申请人（以下简称申请人）提出资格预审申请。

2.1?Site of Project: Mirador Copper Mine，Prov. Zamora-Chinchipe, S. Ecuador

2.2?Scope of tender:

招标工程范围：

1）Mining&stripping work, including drilling, blasting, shoveling, conveying, and the auxiliary operations serving to?hem, including installaion of all equipment needed for the above works. In order to simplify the bidding, the total annual mining &?stripping quantity?is?plannedas?50 million tons,?including 20 million tons of mining quantityand 30 million tons of stripping quantity. Theannual mining &?stripping quantitywill?be adjusted according to the actual production situations?during the contract period.

采矿与剥离工程：包括钻孔、爆破、铲装、运输以及为之服务的辅助作业，同时包括完成上述工作所需要的所有设备。为了简化招投标工作，统一按年度计划采剥工程量5000万吨，其中：采矿量2000万吨、剥离量3000万吨，合同期内根据生产实际情况对年度采剥量进行调整。

2）Roadmaintenance in the operation area: including maintenance for roads inside the stope?and?the waste dump, roads from the boundary of stope to the boundary?of waste dumpand from the boundary of stope to?1195m industrial platform. It also includes the construction of a small stone-breeaking plant?and the necessary construction machinery for road maintenance.

作业区域运输道路的维护：包括采场内部道路、排土场内部道路、采场边界通往排土场的道路及采场边界通往1195m工业平台道路的维护等。同时包括为道路维护提供碎石的一个小型碎石厂的建设及道路维护所需要的设备。

3）Routine maintenance of the side-slope of the stope: including daily management of the open-pit slope to ensure the normal production.

采场边坡的日常维护∶露天边坡的日常管理，确保正常生产。

4）Constructionand maintenance of the drainage system in?the stope, including procurement, installation, operation and maintenance of the drainage equipment and pipelines.

采场排水系统的建设与维护∶包括排水设备和管路的采购、安装、运营及维护。

5）Constructionand operation of production auxiliary system: including production scheduling system?(including truck scheduling system), maintenance workshop, office, warehouse and supporting fire system etc., and the site?for the tenderee, which is separatelyofferedin lumpsum.

生产辅助系统的建设与运营：包括生产调度系统（含卡车调度系统）、设备维修车间、办公室、仓库以及配套消防系统，招标人提供场地，单独报价，费用包干。

6）Safetyand environmental management (including the measuresengineering?and management of the waste dump).

安全、环境管理（含措施工程和排土场管理）。

7）Otherfacilities and services related to mining &?stripping works: for example, the power-supply line following?the ring wire in the mining zone, the disposal by layer of waste dump?and temporary interception?& drainage, the watering and dusting and so on.

其它与采矿和剥离工程相关的设施与服务：如采区内环形电线以后的供电线路、排土场弃土分层整理及临时截排水、洒水降尘等。

2.3?Contract period: from the signature?date to December 31, 2029, and then the annual contract will be?signed every year in terms of?the calendar year since?the formal production (which mainly specified?the annual stripping?plan, yield, ore grade, ore-mixed requirements, etc.). The date of main equipment enter into the site?is July 1, 2019.

合同期限：自签订之日起至2029年12月31日，从正式生产开始按日历年每年签订年度合同（主要约定当年采剥计划、产量、矿石品位、配矿要求等）。主要设备进场时间2019年7月1日。

2.4?This work won’t be brided into subsection further.

本项目不分标段。

Qualifications of Applicant

申请人资格要求

3.1?Applicant?in Peoples Republic of China shall:

1)?be an independent legal personality;

2)?have the registered capital of no less than RMB 500 million, and the total assets no less than RMB 3.0?billion;

3)?have?Grade I or above construction qualification in the field of the general contracting of mining engineering, and at least?one?similar project performance in?or beyond?Peoples Republic of China in recent 5 years;

4)?dispatch a?project manager with a Grade I certified architect in the field of the mining engineering?and?the safety training certificate (Class B) of project manager; as well as?at least?one?similar project performance?in the recent 5 years, but no other construction undertaken?when bidding;

Note: The?“recent 5 years”?refers a term just before the deadline of submission of prequalification?application documents, which shall be subject to?the date of completion acceptance

The “similar project performance”?refers mining & stripping?or?large earthwork?(of 15.00million m3/a?and above)

中华人民共和国境内的申请人须同时具有：

①独立法人资格；

②企业注册资本金不低于5亿元人民币，资产总额不低于30亿元人民币；

③具备矿山工程总承包一级及以上施工资质，且近5年具有不少于一个中华人民共和国境内类似工程业绩；或近5年具有不少于一个中华人民共和国境外类似工程业绩；

④拟派项目经理为矿业工程专业一级注册建造师，且近5年有不少于一个类似工程业绩，并持有项目经理安全培训考核合格证（B类）且无在建工程。

近5年指从资格预审申请文件递交截止之日起往前推算5年，以竣工验收日为准；

类似工程业绩指矿山采剥或大型土石方工程（1500万m3/年及以上）。

The winning bidder?must complete the enterprise registration in Ecuador within 5 months since?the tender noticeis received.

中标人必须在收到中标通知书后5个月内完成在厄瓜多尔的公司注册。

3.2?The Applicant?from other country or region shall have one?performance?in the?field of management of mining & stripping?and large earthwork?(of 15.00million m3/a?and above) at least in the past 5 years (before the deadline of submission of prequalification?application documents, which shall be subject to?the date of completion acceptance).

其他国家或地区的申请人近5年（从资格预审申请文件递交截止之日起往前推算5年，以竣工验收日为准），具有不少于一个矿山采剥或大型土石方工程（1500万m3/年及以上）业绩。

The?proposed project manager shall have a performance in the?field of management of mining & stripping?and large earthwork?(of 15.00million m3/a?and above) in the past 5 years (before the deadline of submission of prequalification?application documents, which shall be subject to?the date of completion acceptance).

拟派项目经理近5年（从资格预审申请文件递交截止之日起往前推算5年，以竣工验收日为准）有过管理矿山采剥、大型土石方工程（1500万m3/年及以上）业绩。

The?bidder’s?registered capital shallbe not less than RMB 500 million and the total assets shall be?not less than RMB 3.0?billion.

The winning bidder?must complete the enterprise registration in Ecuador within 5 months since?the tender notice is received.

企业注册资本金不低于5亿元人民币，资产总额不低于30亿元人民币。

中标人必须在收到中标通知书后5个月内完成在厄瓜多尔的公司注册。

3.3?This joint venture tendering isn’t accepted for this tender. ?

5.1?The Applicant in the PRC?can purchase the Prequalification Documents?with?the Letter of Introduction?from Tongling Xintong Construction Supervision Co., Ltd (Add: West Building 2#, Wusongshan Hotel, No. 327, Yi’an Road, Tongling City, Anhui Province) at Am 8:30 ~11:30 and Pm 14:30 ~17:00 (Beijing time) from January 18 2018?to January 26, 2018?(except for the public holidays?and?statutory holidays).

中华人民共和国境内的申请人于2018年1月18日至2018年1月31日（法定公休日、法定节假日除外），每日上午8:30时至11:30时，下午14:30时至17:00时（北京时间），在安徽省铜陵市义安北路327号（五松山宾馆院内）铜陵鑫铜建设监理有限责任公司持单位介绍信购买资格预审文件。

5.2?The Applicant from other country or region?can purchase the Prequalification Documents?with?the Letter of Introduction?from Ecuacorriente S.A.?(Add: the 3rd Floor of new office building (main building), Mirador Camp, ElPangui City Prov. Zamora-Chinchipe, S. Ecuador.) at Am 8:30 ~11:30 and Pm 14:30 ~17:00 (Ecuador?time) from January 18 ?2018to January 31, 2018.

其他国家或地区的的申请人于2018年1月18日至2018年1月31日，每日上午8:30时至11:30时，下午14:30时至17:00时（厄瓜多尔时间），在Ecuacorriente S.A.厄瓜多尔萨莫拉钦奇佩省潘集市米拉多营地新办公楼E4(主楼三楼)会议室购买资格预审文件。

5.3?The prequalification documents are priced at RMB 200 (US $30) per set, and won’ t be refunded after it is?sold. If it is necessary to send by maild order,?the additional RMB 50 (US $8)?is needed as service charge (including postage)?for?each set?documents. The bidding agency will?sent it within 1 day since?the receipt of the Letter of Introduction?and the?additional charge for?mail order (including service charge).

资格预审文件每套售价人民币200元（30美元），售后不退。邮购资格预审文件的，需另加手续费（含邮费) 人民币 50元（8美元）。招标代理机构在收到单位介绍信和邮购款（含手续费）后1日内寄送。

7.2?The bidder won’t be accepted in the event that his bid documents haven’t been sent to the specified place or not in time.
