工程背景：以色列海法Bayport港口项目定位为集装箱港区，位于地中海东南岸，与希腊比雷埃夫斯港隔海相望。

Project: Israel Haifa Bayport Project is a container port, located in the southeast coast of Mediterranean, across the sea of the Greek Piraeus port.

以色列海法Bayport港口项目分成基础设施建设及港区建设两个部分，基础设施建设包括防波堤、码头、陆域形成（不在本次招标范围内）；港区建设包括集装箱港区总体布局、装卸工艺、道路堆场以及电气、给排水、土建、暖通等相关配套工程的建设，港区建设的建设期为2018年到2021年。

The infrastructure construction includes breakwater, terminal, land area formation (the scope is not included in this tendering). The construction of the port area includes the overall layout of the container port area, loading and unloading, road yard and auxiliary construction projects related to electrical, water supply and drainage, civil works and HVAC. The port area construction is from 2018 to 2021.

基础设施建设由IPC负责。基础设施建设与港区建设的界面详见附件。

The infrastructure construction is responsible by IFC. The construction boundary of the infrastructure and port area refers to the attached documents.

项目规模：港区建设岸线长度805.5m，泊位等级20万吨级，港区面积57万平方米，年设计吞吐量106万TEU。

Project Size: the coast length of the port area is 805.5m, 200,000 tonnage berth grade, the total area of the port is 570,000m2, and annual design capacity is 1,060,000 TEU.

本次招标范围包括不限于本招标文件“以色列海法Bayport港口工程项目方案说明”所包含的港区建设部分的全过程工程勘察设计、注册、登记、许可、咨询、施工（含对装卸设备等招标人另行委托的专业承包商的配合工作）、安保等项目所属地行业相关部门协调、用户交接的全过程服务及相应的保质保修服务以及项目前期手续办理、后期的各项检测实施、协调工作、保险、劳务、管理、利润、税金等从办理项目前期手续至开港运营的一切工作（包含按招标文件指定的时间要求获取各地块的开港许可证及所有前置的审批许可），以及有关法律、法规规定的和合同包含的全部风险和责任等。

The Scope of Work including but not limited to this Tendering Documents of “Project description of Israel Haifa Bayport Project” including the whole scope of work of engineering survey and design, registration, licensing, permitting, consulting, construction (including various special works), security, equipment manufacturing (including process equipment), installation, testing, commissioning, stable operation period, coordinate with the local project industry-related departments, entire process service of delivery to the user and the corresponding warranty service as well as the project preliminary procedures, the implementation of testing and inspection in the final stage, all the work of coordination, insurance, labor, administration, profits, taxes from the project preliminary stage to the final turn over to the Employer upon meet the employer requirement to use, and all the risks and liabilities stipulated in the relevant laws and regulations and included in the contract.

Bidder quotation upper limit: RMB 1,883,250,000 (equivalent amount of US dollars; the exchange rate based on Central parity rate of RMB against US dollar issued by the People's Bank of China in February 26, 2018, Beijing time). Construction quotation upper limit: RMB 1,750,000,000 (equivalent amount of US dollars; the exchange rate based on Central parity rate of RMB against US dollar issued by the People's Bank of China in February 26, 2018, Beijing time)

计划开工日期暂定为（以色列时间）2018年7月1日前开工（具体以招标人开工指令为准）。在收到招标人发出的书面开工指令后，三日内必须开工，若因中标人原因未能开工的，招标人有权单独以接受到指令未开工为由，要求投标人以每延误1天按合同金额的0.2%计取逾期开工违约金。

Contractor shall commence and diligently prosecute the Work within three days after receiving the Notice to Proceed from the Tenderer. If the winning bidder fails to commence with Inexcusable delay, the tenderer shall have the right to collect a liquidated damage from the bidder at 0.2% of the contract value per day for each day of Delay in commencing the Work based on the receiving of Notice to Proceed by the bidder.

港区竣工日期为（以色列时间）2021年6月15日竣工；D区竣工日期为（以色列时间）2020年6月15日（铁路区至2021年6月15日）

Finish date for the port area is （Israel Time）June 15，2021；finish date for Zone D is（Israel Time）June 15，2020 (Railway zone is June 15, 2021)；

里程碑节点 Milestones：

A区、B区：暂定2018年7月1日-2020年6月15日，实际开工时间以IPC交地时间为准（铁路区至2021年6月15日）；

Zone A & Zone B: Tentatively scheduled from July 1, 2018 to June 15, 2020; actual start date is based on the site turnover date of IPC (Railway zone is June 15, 2021);

A’区、A”区开工时间以实际IPC交地时间为准，竣工时间同B区；

Zone A’ & A”: Start date is based on the actual site turnover date of IPC, finish date is the same as Zone B.

D区：暂定2019年7月1日-2020年6月15日，实际开工时间以IPC交地时间为准（铁路区至2021年6月15日） ；

Zone D: Tentatively scheduled from July 1, 2019 to June 15, 2020; actual start date is based on the site turnover date of IPC (Railway zone to June 15, 2021);

D’区开工时间以实际交地时间为准，竣工时间同D区；

Zone D’: Start date is based on the actual site turnover date, finish date is the same as Zone D.

E 区：暂定2020年7月1日-2021年6月15日，实际开工时间以IPC交地时间为准；

Zone E: Tentatively scheduled from July 1, 2020 to June 15, 2021; actual start date is based on the site turnover date of IPC;

F’区开工时间以实际IPC交地时间为准，竣工时间自交地起半年内。

Zone F: Start date is based on the actual site turnover date of IPC, and the finish date is 6 month after the start date.

资质要求

Required qualification

投标人若是中国境内单位，则应当具备：（1）中国境内独立法人资格；（2）企业注册资本金大于5亿人民币；（3）中华人民共和国住房和城乡建设部颁发的在有效期内的港口与航道工程施工总承包特级、市政公用工程施工总承包一级及以上,同时具备类似规模项目的业绩证明；（4）企业、法定代表人在本国无行贿犯罪记录证明（检察院出具）；类似规模项目指，合同额2.5亿美元以上的境外港区设计施工总承包项目（报名时须提供履约合同、全套施工图纸、项目技术规格书）。

If the bidder is a China company, it shall have: (1) Independent legal entity in China; (2) The registered capital of the company shall be more than RMB 500 million; (3) Certificate issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China for premium general contractor qualifications of the port and waterway construction and above first class general contractor qualification of civil construction, with the proof of similar project experiences; (4) Certificate of Non-bribery Record for the company and legal representatives (issued by the Procuratorate); similar project is refer to foreign port EPC project with contract value of more than 250 million US dollar (shall provide the executed contract, the complete set of as-built drawings, and the specifications of the project during registration).

类似规模项目可提供母公司的业绩，但须提供母公司与投标人的权属关系以及投标人实际参与母公司中标项目的证明材料原件。

Similar project experience may provide the projects executed by the parent company, but need to provide the original supporting documents of the relationship of the parent company and the bidder and the bidder's actual participation in the project executed by the parent company.

投标人若是中国境外企业须提供：（1）本国经营许可；（2）由本国政府或第三方机构出具的知晓或推荐其参与本项目的相关文件；（3）实施过非其本国境内不小于本项目的类似规模业绩（要求与中国境内企业提供相同），提供包括不限于履约合同、全套施工图纸、项目技术规格书；（4）企业、法定代表人在本国无行贿犯罪记录证明；（5）提供的所有报名资料均须提供中文翻译件（并在每页上由企业负责人对所提供的信息签署确认）。

Bidders registered outside of China must provide: (1) Business license in the home country; (2) Relevant documents issued by the respective governments or third parties that acknowledge or recommend the participation in this project; (3) Similar project performance of same as or bigger than the size of this project in the home country (same as the requirement for the company in China), including but not limited to the executed contract, the complete set of as-built drawings, and the specifications of the project) (4) Certificate of Good Conduct for the company and legal representatives; (5) All registration materials shall provide the Chinese translation (and confirmed by company executive with signature on each page).

项目负责人资格

Project Manager qualification

中国境内企业投标的项目负责人须具备有效的港口与航道专业一级建造师资格且具有IPMP国际工程项目经理资质认证；近五年承担过水运工程项目经理，并具备20年以上的工程从业经验；（报名时须提供拟派驻本项目负责人的履历情况表及检察院出具的无行贿犯罪证明）。

Project manager with China Company must have effective Constructor certification in port and waterway and hold IPMP International Project Manager certification, worked as marine traffic engineering project manager in the past five years and have more than 20 years of construction experience; (Shall provide the resume of the project manager for this project and the certificate of non-bribery record issued by the Procuratorate during the registration).

2、境外企业提供（1）项目负责人须具有负责实施过不小于本项目规模的业绩证明文件（提供的资料包括不限于报名时须提供履约合同、全套竣工图纸、项目技术规格书）（2）所属国家或建设主管部门颁发的个人执业许可证明并提供该专业人员曾经服务过的建设单位开具的项目履约的评价报告（并在报告中确认其具有承担类似工程项目的能力和实际项目实施的评价情况）；（3）拟派的项目负责人无犯罪记录证明；（4）提供的本项所有资料均须提供中文翻译件（并在每页上由企业负责人对所提供的信息签署确认）

Foreign company shall provide (1) Project Manager shall provide the proof documents of performance of same as or bigger than the size of this project (the documents includes but not limited to the executed contract, the complete set of as-built drawings, and the specifications of the project) (2) A personal professional certificate issued by the related country or construction department and a project performance reference issued by the owner who has been served by the professional staff (and confirmed the competence for the similar project and actual project performance evaluation in the report); (3) provide the Certificate of Good Conduct for the project manager; (4) shall provide the Chinese translation for all documents (and confirmed by company executive with signature on each page).

1.对报名人要求：报名人须是投标人本单位人员，携带报名委托书和证明其为本单位人员证明资料，加盖公章的招标公告原件、本人身份证明原件（境外人员须提供护照原件）及加盖公章的复印件；

Requirements for applicants: applicants shall be the employee of the bidder, and bring the Letter of Authorization for application, proof of the employment, the original tender notice with the company official seal, the original personal ID (foreign employee must provide the original passport) and a copy with the company official seal.

2、符合本公告中资质要求的证明材料（原件），在招标公告所表述的时间段内至指定地点进行报名，经本项目招标代理公司审核通过后即报名成功，可以领取本项目招标文件参与投标。

The documents (original) comply with the qualification requirements in this Notice shall be submitted to the designated place within the time period Specified in the Tender Notice. After reviewed and approved by the tender agency, the application will be accepted and the tender documents for this project can be obtained to participate in the bidding.

3. 若在规定时间提交资料不完全符合本公告要求的，视作放弃投标；若是境外单位，则所有提供的资料均须提供中文翻译件（并在每页上由企业负责人对所提供的信息签署确认）

If the documents submitted within the specified time do not fully comply with the requirements of this Notice, it shall be deemed as a waiver of bidding. The foreign company shall provide the Chinese translations for all the submitted documents (and confirmed by company executive with signature on each page).

Notes

1）具有投资参股或关联关系的企业，或具有直接管理和被管理关系的母子公司，或同一母公司的子公司，不予同时参加本次投标；法人代表为同一人的两个及以上公司，不予同时参加本次投标。如同时参加，则有关单位投标文件将均被视为无效文件。中华人民共和国境内的同一集团公司内只允许一家单位参与本项目投标。

The Companies with investment shares or affiliates, or a parent company with direct management and managed relationship, or a subsidiary of the same parent company shall not participate in this bid at the same time; Two or more companies with the same person as the legal representative may not participate in this bidding at the same time. If participating at the same time, the bidding documents from those companies will all be regarded as invalid documents. Only one company within the same group company inside of People's Republic of China is allowed to participate in the bidding.

2）若出现上述情况，将按照报名成功的顺序判定具有上述条件较晚的投标人不符合本项目报名条件。

In case of the above situation, the bidders with later submission date will not be eligible for the project registration according to the order of successful application.
