交货期：（1） LD21-2 WHPA，国内交货要求2019年6月4日到达山东青岛买方指定地点，国外交货要求2019年5月20日CIF青岛港；（2）LD16-3 CEPA，国内交货要求 2019年2月24日到达天津塘沽买方指定地点， 国外交货要求 2019年2月9日CIF新港；（3）LD16-3 WHPB， 国内交货要求2019年6月5日到达山东青岛买方指定地点，国外交货要求2019年5月19日CIF青岛港。

交货地点：（境内货物）山东青岛买方指定地点和天津塘沽买方指定地点

2.资格标准：
投标人所投标的注水泵组应为制造厂家的成熟产品，买方不接受新试制产品。投标人所投产品应具有至少2个项目（BB3泵型、排量≥100m3/h、扬程≥1200m）在海洋环境条件下（海洋石油平台、FPSO）运行两年及以上（从调试验收报告签字日期或使用方出具的运行时间证明文件起计）的业绩，并提供相应的书面材料（书面材料是指:合同及调试验收报告或合同及使用方出具的有效证明文件）；上述文件中如未包含设备所在设施的名称及使用方信息，投标人应提供有效说明文件。
注水泵组需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。投标人应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS, LIoyd‘s, DNV,CCS，BV）对注水泵设备整体进行检验并获得检验证书。
3. 有兴趣的合格投标人可通过以下方式获取招标文件：
从2018年3月9日开始至2018年3月16日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：****************07037，SWIFTCODE:COMMCNSHBJG），售后不退。
3. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2018年4月2日13:30时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦3层304室。
4. 开标时间：定于2018年4月2日13:30时（北京时间）开标。届时请参加投标的代表出席开标仪式。

2. Qualification Requirements:

The Water Injection Pump Skids provided by VENDOR shall be the mature products of the manufacturers, The newly trial products would not been accepted. The products（BB3Capacity ≥100 m3/h. Pump head ≥ 1200 kpaG） provided by VENDOR shall have at least 2 projects of two years or more of successful performance（From the signature date of the commissioning acceptance report or the certificate of operation time issued by the user） of the marine environment（offshore oil platform or FPSO）.The VENDOR Shall provide the relevant supporting documents（contract and commissioning acceptance report or contract and the effective certificate issued by the user）. If the name of the facility and the users information are not included in the above documents, the bidder shall provide the valid documentation.
The Water Injection Pump Skids shall be designed, manufactured, certified and tested in accordance with the requirements of Safety Rules for Offshore Fixed Platform Issued by State Economic & Trade Commission. PRC（SETC）. Supplier shall at his own cost arrange inspection and obtain inspection compliance certificate of Water Injection Pump Skids from one of the certifying agencies authorized by COOOSO, which are ABS, LIoyds, DNV,CCS，BV.
