1. 中国海洋石油集团有限公司采办部采购招标中心和中化建国际招标有限责任公司（以下简称：招标代理机构）受中海石油（中国）有限公司曹妃甸作业公司（以下简称：招标人）委托，现邀请投标人对下列货物和服务提交密封投标：
货物名称：（1）CEPJ平台，2套，处理量： 57000 Sm3/d，进气压力：450 KPaG，排气压力： 2700 KPaG，二级往复式天然气压缩机；

（2）CEPI平台，2套，处理量：450000 Sm3/d，进气压力：1000 KPaG，排气压力：3000 KPaG，一级往复式天然气压缩机。

交货期：
国内：2019年1月31日到达山东青岛买方指定地点；

国外：2019年1月15日到达青岛港；

交货地点：（境内货物）山东青岛买方指定地点
（境外货物）CIF青岛港

2.资格标准：

投标人所投标的天然气压缩机组应为制造厂家的成熟产品，买方不接受新试制产品。投标人应提供至少2台套电机驱动往复式天然气压缩机组（电机额定功率≥ 260KW）在海洋环境条件下（海洋石油平台或FPSO）运行2年及以上（从调试验收合格日期或使用方出具的运行时间证明文件起计）的成橇业绩，并提供相应的书面材料证明（书面材料是指：合同及调试验收报告，或合同及使用方出具的有效证明文件）

投标人本次投标所使用的压缩机品牌应具有至少2台套（往复式天然气压缩机 排量≥ 45×104Sm3/d、出口压力≥ 3000 KPaG）在海洋环境条件下（海洋石油平台或FPSO）运行2年及以上的业绩，并提供相应的业绩清单。（业绩清单的具体内容应至少包括压缩机排量、排出压力，压缩机所在平台及油田名称，作业机构等信息）

投标人本次投标所使用电动机品牌应具有至少2台套（电机额定功率≥ 1300KW）在海洋环境条件下（海洋石油平台或FPSO）运行2年及以上的业绩，并提供相应的业绩清单。（业绩清单的具体内容应至少包括电动机额定功率，电动机所在平台及油田名称，作业机构等信息）

天然气压缩机组需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。投标人应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS, LIoyd‘s, DNV,CCS，BV）对天然气压缩机组整体进行检验并获得检验证书。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：
从2018年3月28日开始至2018年4月4日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元 （收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：****************07037，SWIFTCODE:COMMCNSHBJG），售后不退。

4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2018年4月18日9:30时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦3层308室。
5. 开标时间：定于2018年4月18日9:30时（北京时间）开标。届时请参加投标的代表出席开标仪式。

1. China National Offshore Oil Corp. Procurement Department Procurement & Tendering Centre and CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of CNOOC China Limited CFD Operating Company (hereinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:
Name of Goods: （1）CEPJ Platform, 2(two)sets, capacity: 57000 Sm3/d, Suction pressure: 450 KPaG, Discharge pressure:2700 KPaG, two-stages;

（2）CEPI Platform, 2(two)sets, capacity: 450000 Sm3/d, Suction pressure: 1000 KPaG, Discharge pressure: 3000 KPaG, one-stage .

From Within PRC：January 31, 2019 of Construction Site of Qingdao, Shandong, P.R.China.

2. Qualification Requirements:

The Gas Compressor Skid that the VENDOR supplied should be the manufacturers mature products. Unused prototype equipment shall not be acceptable. At least two sets (reciprocating type compressor; motor rated power ≥ 260KW)has been operating successfully in marine environment （Offshore Platform or FPSO）for two years or more according to commissioning/approval report date of signature or document of equipment running time from the user ，the VENDOR shall provide the relevant supporting documents （ contract and commissioning acceptance report or contract and the effective certificate issued by the user）.

At least two sets of product (reciprocating type, capacity: ≥45×104Sm3/d, discharge pressure: ≥3000 KPaG) of the same brand reciprocating compressor that VENDOR selected had successfully operated in marine environment （Offshore Platform or FPSO）for two years or more. The VENDOR Shall provide the performance list which should include compressor information of capacity, discharge pressure, address of oil field and platform, user and so on.

At least two sets of product (power capacity: ≥1300KW) of the same brand motor that the VENDOR selected had successfully operated in marine environment （offshore platform or FPSO）for two years or more. The VENDOR shall provide the performance list which should include motor information of the rated power, address of oil field and platform, user and so on.

The Gas Compressor Skid shall be designed, manufactured, certified and tested in accordance with the requirements of Safety Rules for Offshore Fixed Platform Issued by State Economic & Trade Commission. PRC（SETC）. Supplier shall at his own cost arrange inspection and obtain inspection compliance certificate of The Gas Compressor Skid from one of the certifying agencies authorized by COOOSO, which are ABS, LIoyds, DNV,CCS，BV.
