1.?中化国际招标有限责任公司(招标代理机构)受中化泉州石化有限公司(招标人)委托,以国际招标方式邀请潜在投标人就下列货物和有关服务提交密封投标:
尾气压缩机(2556-K-5214)1套
(要求详见招标文件第八章《货物需求一览表及技术规格》)
2.?有兴趣的潜在投标人可从中化国际招标有限责任公司得到进一步的信息和查阅招标文件。
3.?项目概况:中化泉州100万吨/年乙烯及炼油改扩建项目35万吨/年PP装置采用格雷斯技术公司拥有的气相流化双反应器聚丙烯(UNIPOL )工艺,以乙烯裂解装置的聚合级丙烯、乙烯、氢气为原料生产均聚、无规共聚及抗冲共聚聚丙烯颗粒。本次招标物资为Grace专利PP装置中1套尾气压缩机,为本装置长周期设备。
*4.?对投标人的资质业绩要求:
1)?投标人必须是制造商,本项目不接受代理商投标;
2)?中国关境内投标人须提供有效的营业执照副本复印件,中国关键外投标人须提供企业经营许可证明文件复印件;
3)?近5年(2013年1月1日至今,以合同签订日期为准),投标人在(UNIPOL )工艺的聚丙烯项目上,至少有2台尾气压缩机的制造销售业绩。请提供业绩表,并出具销售合同关键页或最终验收证明复印件,应反映合同签订日期、供货范围、装置类型、工艺及规模。
4)?近10年(2008年1月1日至今,以合同签订日期为准),投标人必须在国内或国外至少有2台四列三级立式迷宫压缩机成熟运行业绩(≥1年)。请提供包括合同或用户证明在内的证明文件复印件。证明文件应反映合同签订日期、供货范围、装置类型及规模、所处理物料名称、处理能力、投入运行时间及运行状况。
5)?投标人必须具有有效的ISO9000系列质量管理体系认证证书,并出具相应证书复印件;
6)?投标人应当提供在开标日前3个月内由其开立账户的银行开具的银行资信证明的原件或复印件;
7)?投标人在中国境内近三年没有不良业绩记录或严重质量问题,并出具相应情况说明;
8)?投标人应当符合如下规定:法定代表人为同一个人的两个或两个以上法人不得同时投标;母公司与其全资子公司和/或控股公司不得同时参加投标。
9)?本项目不接受联合体投标。
*5.?本次招标设有最高投标限价,为2300万元人民币,或等值的美元或欧元(以发标当日中国银行总行首次发布的外币对人民币的现汇卖出价进行投标货币的转换),若投标人的投标价格超出最高投标限价,其投标将被否决。
6.?(有兴趣或被邀请)的潜在投标人可于2018年4月5日至2018年4月12日每天(节假日除外)9:00至16:00时(北京时间)购买招标文件,本招标文件售价为2000元人民币或 300美元,售后不退。任何未在中化国际招标有限责任公司领购招标文件的法人或其他组织均不得参加投标。

1. Entrusted by SINOCHEM Quanzhou Petrochemical Co., Ltd. (Tenderee), SINOCHEM International Tendering Co., Ltd. (Tendering Agent) invites sealed bids by international competitive from eligible bidders for the supply of one set of Vent Recovery Compressor (2556-K-5214) for 350 KMTA PP Plant.(Details shall be found in Section 8 Schedule of Requirements and Technical Specifications )
2. Interested Potential bidders may obtain further information and refer to Bidding Documents from SINOCHEM International Tendering Co., Ltd.
3. Project overview: The 350 KMTA PP Plant of Sinochem Quanzhou 1000 KMTA Ethylene and Refinery Revamping Project adopts the Gas phase fluidized double-reactor system(UNIPOL )process owned by grace technology company, Polypropylene particles are produced from polymerized propylene, ethylene and hydrogen in ethylene plant. This tendering material is a set of Vent Recovery Compressor in Grace patent PP device, which is a long period equipment for this device.
*4. Qualification requirements to the bidders:
1) The bidder shall be the Goods’ manufacturer, agent shall not be accepted under this bidding project.
2) Bidder from within P.R.C. should provide the copy of Effective Business License, Bidder from abroad should provide the copy of Effective Business Registration.
3) Nearly 5 years(Since January 1, 2013 to the present, On the date of signing the contract), the Bidder shall have manufactured two sets of Vent Recovery Compressor for PP Plant, which design on the basis of UNIPOL Technology. ( indicating the date of signing the contract, the scope of supply, the type and size of the equipment, the Technology etc.),the supporting documents should be provided as well, such as key contract pages photocopy, or final acceptance certificate photocopy, etc.;
4) Nearly 10 years(Since January 1, 2008 to the present, On the date of signing the contract), The bidders must have mature operating results (≥ 1 year) in two sets Vertical labyrinth compressor with 4 cylinder 3 stage in domestic and foreign. Please provide a copy of the supporting documents, including the contract or the user's certificate. The supporting documents shall reflect the date of signing the contract, the scope of supply, the type and size of the equipment, the name of the materials handled, the handling capacity, the put into operation and the operating conditions.
5) The bidder must have effective ISO 9000 series standards quality management system certification, supporting documents should be provided as well, such as the corresponding certificate photocopy;
6)The bidder should provide a bank reference letter in original or its copy issued bytheir account banks within 3 months prior to the time of bid opening;
7) The bidder have no bad performance record or serious quality problems in China for the latest 3 years, and issuing the corresponding situation description.
8) The bidder shall comply with the following provisions: The legal representative shall not bid concurrently for two or more legal persons of the same person; The parent company may not participate in the tender simultaneously with its wholly-owned subsidiary and/or holding company.
9) The joint bidding shall not be accepted under this bidding project.
*5. There is a ceiling price for this project: RMB23,000,000.00 or equivalent in USD or euros (The bid price shall be converted according to stipulating in the Bid Data Sheet at the selling rate of foreign currency to RMB Yuan first issued by Bank of China on the date of bid opening.) The bidding price cannot exceed this ceiling price, otherwise its bid will be rejected.
6. Interested bidders may purchase Bidding Documents from Apr., 5th, 2018 to Apr., 12th, 2018 during 09:00AM–4:00PM (Beijing time) upon non-refundable payment of RMB 2000 or USD 300 for each complete set of bidding documents. Bidders that fail to fill out the purchase record of the Bidding Documents shall be rejected.
